Utaara Mootu is a Namibian politician,youth leader and activist. [1] She is an elected member of the Parliament of Namibia following the 2019 elections,representing the Landless People's Movement (Namibia) and serves as the party's parliamentary spokesperson. [2]
Utaara was born in Windhoek on 19 January 1996. She began her education in 2002 at Van Rhyn Primary school in Windhoek,and then Concordia Secondary School. She then furthered her studies in Business Administration (Diploma) at the University of Namibia and continued to a Bachelor's (Honours) in Public Management majoring in Political Science and International Relations. While at the university,she obtained the best 4th year award in her Department of Political Studies and Administration in 2019. [3]
Utaara served as a member in the Learners Representative Council in 2013 and joined various charity programs in church as a child. She also took part in the 2013 high schools battle competition where she took first place in the female's category. In 2016 she became Vice President of Aesthetics a performing arts society in university. She later joined student activism and feminist groups in 2017 through protests and poetry. In late 2017 she joined the Landless People's Movement (Namibia) spearheaded by Bernadus Swartbooi and Henny Seibeb and become an active activist joining the struggle of the people of Venezuela,genocide and a staunch advocate for land justice. She became a founding member of the Landless People's Movement transition to a political on 8 February 2019. In 2018 she served as the interim National Spokesperson for LPM being the youngest spokesperson and executive member of a political party after Independence at the age of 22. During the people's assembly in October 2018 she was elected as the official spokesperson of the party and was elected as the 4th candidate on the party's parliamentary list. [5]
A member of the Pan African Reinasance Country Chapters and Konrad-Adenauer-Stiftung Talent Empowerment Program,she was sworn in as one of the youngest members of the 7th Parliament of Namibia at the age of 24 on 20 March 2020. [6] [7] Mootu called on the government to bring more young people into the decision-making process. [8] She also called on the government to professionalise sport in Namibia to improve the standard of athletes in the country for them to perform at the highest levels. [9]
Mootu at the Namibia MPs dub genocide deal with the Germany apartheid meeting of signing the deal with German,Mootu was not willing to be part of the signatory committee as she told the prime minister that they betrayed them,she emphasized on the equal participation based on human rights policies and a chance to speak one's-mind out about the economic trauma caused by genocide. [10] [11] Mootu was not happy about the age limitation set by the ministry of education of Namibia that 21 year old learners that completed their NSSC and SSOC through NAMCOL will not be allowed to attend the full-time classes anymore. Mootu opposed it as the Ministry of Education is promoting in-equality in the education system and goes against the freedom of education regardless of the age because education is the strong tool to fight poverty. Khomas is one of the fourteen regions of Namibia. Its name refers to the Khomas Highland,a high plateau landscape that dominates this administrative unit. Khomas is centered on the capital city Windhoek and provides for this reason superior transportation infrastructure. It is located in the central highlands of the country and is bordered by the Erongo region to the west and the northwest and by the Otjozondjupa region to the north. To the east is the Omaheke region,while in the south is the Hardap region. The region is characterized by its hilly countrysize and many valleys. It has well-developed economical,financial,and trade sectors. Khomas Region occupies 4.5% of the land area of Namibia but has the highest population of any of its regions (16.2%). Khomas is one of only three Namibian regions to have neither shoreline nor a foreign border.
Gobabis is a city in eastern Namibia. It is the regional capital of the Omaheke Region,and the district capital of the Gobabis electoral constituency. Gobabis is situated 200 km (120 mi) down the B6 motorway from Windhoek to Botswana. The town is 113 km (70 mi) from the Buitepos border post with Botswana,and serves as an important link to South Africa on the tarred Trans-Kalahari Highway. Gobabis is in the heart of the cattle farming area. In fact Gobabis is so proud of its cattle farming that a statue of a large Brahman bull with the inscription "Cattle Country" greets visitors to the town. Gobabis also has its own local Airport.
Katutura Central is a constituency in the Khomas Region of Namibia,comprising the extensions 2–5 and 7–11 of Windhoek's suburb Katutura. Katutura is a township that was founded by the then apartheid government of Namibia for black people in the 1950s,when the previous township,Old Location,was converted into the suburb Hochland Park.
Katutura East is a constituency in the Khomas Region of Namibia. It consists of the extensions 1,6,and 19 of the suburb Katutura,a township within Windhoek that was founded by the then Apartheid government of Namibia for black people in the 1950s. It had a population of 18,501 in 2011,up from 17,745 in 2001. As of 2020,it has 15,878 registered voters.
Khomasdal North is a constituency in Windhoek in the Khomas Region of Namibia. As of December 2019 it had 25,550 registered voters. The constituency consists of parts of the suburbs Khomasdal,Katutura,and Otjomuise. It had a population of 43,921 in 2011,up from 27,950 in 2001.
Windhoek Rural is a constituency in the Khomas Region of Namibia. Its district capital is the settlement of Groot Aub. It had a population of 22,254 in 2011,up from 20,212 in 2001. As of 2020,it has 13,625 registered voters.
John Pandeni constituency,formerly known as Soweto is a constituency in the Khomas Region of Namibia. In 2008,it was renamed after John Pandeni,a member of the South West Africa People's Organization (SWAPO) and its militant wing,the People's Liberation Army of Namibia (PLAN). Pandeni was the first regional councilor for the former Soweto constituency and the first governor of Khomas. This constituency is inside the city of Windhoek in the formerly all-Black suburb of Katutura. It had a population of 15,121 in 2011,up from 13,865 in 2001. As of 2020,it has 14,758 registered voters.
Okahandja is a city of 24,100 inhabitants in Otjozondjupa Region,central Namibia,and the district capital of the Okahandja electoral constituency. It is known as the Garden Town of Namibia. It is located 70 km north of Windhoek on the B1 road. It was founded around 1800,by two local groups,the Herero and the Nama.
The University of Namibia (UNAM) is a multi-campus public research university in Namibia,as well as the largest university in the country. It was established by an act of Parliament on 31 August 1992.
The National Council is the upper chamber of Namibia's bicameral Parliament. It reviews bills passed by the lower chamber and makes recommendations for legislation of regional concern to the lower chamber.
Job Shipululo Amupanda is a Namibian activist and politician who served as Mayor of the City of Windhoek,in office from 2 December 2020 to 1 December 2021. He is an academic at the University of Namibia before he co-founded the Affirmative Repositioning movement,a movement setup by radical youth activists of the SWAPO Party Youth League in November 2014.

The Landless People's Movement (LPM) is a political party in Namibia. It is led by former deputy minister of lands and resettlement Bernadus Swartbooi,who serves as its president and chief change campaigner,and Henny Seibeb,the party's deputy leader. The party has four seats in parliament,which are occupied by the Party's President,Bernadus Swartbooi,Mootu Utaara,Isaacks Edison and Seibeb Henry.
Henny Hendly Seibeb is a Namibian politician and Member of Parliament who serves as Deputy Leader and Chief Strategist (DLCS) of the Landless People's Movement political party which he formed alongside Bernadus Swartbooi in December 2016.
General elections were held in Namibia on 27 November 2019. Ballots were cast using electronic voting. A total of eleven candidates ran for the presidency and fifteen political parties contested the National Assembly elections.
The University of Namibia Political Science or UNAM Political Science Department,is a department within the University of Namibia's Faculty of Economic and Management studies in Windhoek Namibia. It is responsible for directing research and teaching programs in the fields of political science and social science. The department was first established in 1992 at the founding of the university. It offers undergraduate,postgraduate and PhD degrees level in Public Administration,Sociology,Political Science International Relations and Philosophy some of which are interfaculty linked.
Inna Koviao Hengari is a Namibian politician,student leader and youth activist. A member of the Popular Democratic Movement,she became a member of the National Assembly on 20 March 2020,the youngest since McHenry Venaani in 2004. Previously she served as Vice President of the UNAM SRC and the Students Union of Namibia.
Edson E. Isaacks is a Namibian educator,farmer and politician serving as a Member of the National Assembly of Namibia since March 2020. He is the operative secretary of the Landless People's Movement.
Maxie Meliza Minnaar was a Namibian politician. She served as the regional councillor for Keetmanshoop Urban in the ǁKaras Region from January 2020 until her death in August 2020. She was a member of the Landless People's Movement party and the party's first regional councillor.
Ndeutala Angolo,also known as NdeutalaSelma Hishongwa and Ndeutala Angolo-Amutenya,is a Namibian writer and political activist.
