V.V.Giri National Labour Institute, under the Ministry of Labour of Government of India, is an autonomous civil service training institute dedicated to the research in the field of labour and training of civil servants which includes labour administrators, trade unions, public sector managers and other government functionaries concerned with labour. [1]

Research related to Labour is one of the primary activities of the institute which also undertakes seminars, workshops and lectures on specific issues periodically.

Previously called National Labour Institute till 1995, it was renamed to its present name in the honour of former President of India V.V. Giri who was a well-known union leader in his early days.

Governance

The Union Minister for Labour and Employment serves as the President of General Council. Other members of General Council include Central Government representatives, organization of employers and workers and members of Parliament. Additionally, persons who have made notable contributions in the field of labour are also part of the General Council. [2]

The Executive Council is elected by the General Council and the Union Labour and Employment Secretary acts as its Chairperson. [3]

A Director General serves as the administrative head of the institute.

Research

V.V.Giri National Labour Institute will offer M.Phil. and Ph.D. courses from 2019 in collaboration with Jawaharlal Nehru University, New Delhi.

V. V. Giri Fourth President of India

Varahagiri Venkata Giri was the fourth president of India from 24 August 1969 to 24 August 1974. He was the only president to be elected as an independent candidate. Oscar Fernandes Indian politician

Dr. Oscar Fernandes is an Indian politician, a senior Indian National Congress leader and was the Union Cabinet Minister for Transport, Road and Highways and Labour and Employment, Government of India in UPA government. He is one of the closest confidants of the present Congress President Rahul Gandhi and one of the major leaders in the taking of important decisions of Congress Party. He is also the Chairman of Central Election Authority of the All India Congress Committee. He was previously the AICC General Secretary, the Minister of State of the Ministry of Labour and Employment in Dr. Manmohan Singh's first UPA government in India. He served as Parliamentary Secretary to Rajiv Gandhi. He was elected to the 7th Lok Sabha in 1980 from Udupi constituency in Karnataka. He was re-elected to the Lok Sabha in 1984, 1989, 1991 and 1996 from the same constituency. Later, he was elected to the Rajya Sabha in 1998. He was re-elected to the Rajya Sabha in 2004. He was a Union Minister from 2004 to 2009, holding a number of portfolios such as Statistics and Programme Implementation, NRI Affairs, Youth and Sports Affairs and Labour and Employment. He served two terms as a member of the Council of the Indian Institute of Science, Bangalore.

The Central Labour Service (CLS) comes under Central Civil Services which is part of the Government of India. It was formed in February 1987 by amalgamating 3 bodies: Labour Officers, Central Industrial Relations Machinery and Welfare Organisation of the Ministry of Labour. Its main roles are to implement labour and welfare laws, and intervene in disputes with the goal of preventing strike action. Indian labour laws are piecemeal at best, with some sectors over-regulated and some under-regulated. This would seem to be an attempt at balance, or at least an attempt to free up over-regulation. Its effectiveness remains to be seen.

The Indian Information Service (IIS) is the media, information and news civil service under Group A and Group B of the Central Civil Services of the executive branch of the Government of India.
