Verna Jane Kirkness, CM OM (born 1935 in Fisher River Cree Nation, Manitoba) is a Cree scholar, pioneer and lifelong proponent of indigenous language, [2] culture and education [3] [4] who has been influential in Canadian indigenous education policy and practice. [4] [5] She is an associate professor emeritus at the University of British Columbia [6] and resides in Winnipeg. Kirkness has received numerous awards for her outstanding contributions spanning five decades including the Order of Canada in 1998. [1] [3] Kirkness had an important impact on Canadian indigenous education policy and practice. [4] She is the author of "numerous books and articles on the history of Indigenous education." [6] The University of Manitoba's Verna J. Kirkness Science and Engineering Education Program was established in 2009 [4] and in November 2013 a native studies colloquium honoured her as a national leader in education. [4]
Kirkness attended a private high school in the 1950s 160 kilometres away from Fisher River with her tuition paid by the Women's Missionary Society of Canada. [4] [7] [8] [9]
Kirkness graduated from the Manitoba Normal School with a Teaching Certificate in 1959. [4] [7] [8] She completed her B.A (1974), B.Ed. (1976) and Master of Education (1980) at the University of Manitoba. [1] [4]
With her teaching certificate in 1959, Kirkness began to teach in a residential school. [7] She taught elementary school in the Manitoba public school system then worked as principal in First Nations schools. While acting as the "first cross-cultural consultant for the Manitoba Department of Education Curriculum Branch" [3] and Elementary School Supervisor with Frontier School Division from 1967 to 1970, Kirkness launched a language immersion program in Cree and Ojibwa in several Manitoba schools. In the early 1970s she was the first education director for the Manitoba Indian Brotherhood—now known as the Assembly of Manitoba Chiefs—and then the National Indian Brotherhood where she played a pivotal role in the publication of the two quintessential policy documents, "Wahbung: Our Tomorrows" (1971) [10] [11] [12] and "Indian Control of Indian Education" (1972). [13] "These two major works have shaped First Nations education in Canada for more than 40 years." [4]
Kirkness participated in the development and implementation of the Manitoba Indian Brotherhood (MIB)'s 1971 position paper entitled "Wahbung: Our Tomorrows"—written in opposition to then-Prime Minister Pierre Elliott Trudeau's 1969 White Paper which proposed the abolition of the Indian Act. The federal government at the time argued that the Indian Act was discriminatory and that the special legal relationship between Aboriginal peoples and the Canadian state should be dismantled in favour of equality, in accordance with Trudeau's vision of a "just society." The federal government proposed that by eliminating "Indian" as a distinct legal status, the resulting equality among all Canadians would help resolve the problems faced by Aboriginal peoples. After opposition from many Aboriginal leaders—including the MIB—the white paper was abandoned in 1970. [10] [11] [12]
Kirkness also participated in the development of the landmark 1972 national policy—the first written policy on Indian education—entitled "Indian Control of Indian Education"—which the Chiefs of the National Indian Brotherhood adopted and then presented to then-Minister of Indian Affairs and Northern Development—Jean Chrétien—on December 21, 1972. When Kirkness joined the faculty at the University of British Columbia in 1981, she was appointed director of the Native teacher education program where she "worked to extend new programs, support services and cultural enrichment to Aboriginal students," [3] providing leadership for the Native Teacher Education Program (NITEP) and creating the Ts’kel Graduate Program. Kirkness became the first director of UBC's First Nations House of Learning in 1985 and she was also instrumental in the conception and construction of the First Nations Longhouse which opened on the campus in 1993." [1]
She was also an inspiration and a catalyst for the creation of Canadian Indigenous Languages and Literacy Development Institute (CILLDI) in 1999. [5] : 110 [15] : 96 —an intensive annual "summer school for Indigenous language activists, speakers, linguists, and teachers"—hosted at the University of Alberta, Edmonton [16] [17] In her 2008 presentation to the United Nations, Priscilla Settee described how "Cree scholars and language specialists, Dr. Freda Ahenakew and Dr. Verna Kirkness ... helped inspire the development of the CILLDI." [2]
Kirkness has received numerous awards, including the "Outstanding Educator of British Columbia award (1990), the Golden Eagle Feather Award from the Professional Native Women's Association and the Canadian Youth Education Excellence Prize as Canada's Educator of the Year. She received the Aboriginal Achievement Award for her work in 1994. [9] She has also been awarded the Order of Canada (1998) Order of Manitoba (2007), Queen's Golden Jubilee Medal (2003) as well as honorary degrees from UBC (1994), University of Western Ontario (1992) and Mount St. Vincent (1990), and the University of Manitoba (2008)." The Verna J. Kirkness Science and Engineering Education Program at the University of Manitoba, was founded in 2009 in her honour with a mandate to "[i]ncrease the number of First Nations, Métis and Inuit students graduating from science and engineering programs in Canada." This Program has since been expanded to other universities across Canada. [3] [4]
Kirkness has "written and edited eight books and is published extensively in academic journals" [3] including her 2013 autobiography entitled Creating Space: My Life and Work in Indigenous Education. [6] [8] [18] The title referred to her work at UBC in "terms of access and support to enable Aboriginal students to enter any of the faculties was a way to make space in higher learning." [4] Like the Lakota scholar Vine Deloria, Verna argued that "Aboriginal history, values, and knowledge are not just for Natives." [19]

In her 2007 doctoral dissertation Patricia Settee identified Kirkness along with Cree scholar Dr. Freda Ahenakew (1999) [20] and Finnish linguist and educator, Tove Skutnabb-Kangas, [21] [22] [23] as the three main contributors to new scholarship on linguistic discourse. Settee noted that this new scholarship on linguistic, cultural and critical political discourse- that establishes "necessary varied theoretical and practical strands" represented "Indigenous world views and methodologies" and integrating storytelling. Settee's PhD literature review discussed "cultural and linguistic knowledge that builds on the work of Cree linguists Ahenakew and Kirkness and the Canadian Indigenous Languages and Literacy Development Institute (CILLDI) at the University of Alberta. Cree is a dialect continuum of Algonquian languages spoken by approximately 86,475 indigenous people across Canada in 2021, from the Northwest Territories to Alberta to Labrador. If considered one language, it is the aboriginal language with the highest number of speakers in Canada. The only region where Cree has any official status is in the Northwest Territories, alongside eight other aboriginal languages. There, Cree is spoken mainly in Fort Smith and Hay River.
Treaty Five is a treaty between Queen Victoria and Saulteaux and Swampy Cree non-treaty band governments and peoples around Lake Winnipeg in the District of Keewatin. Much of what is today central and northern Manitoba was covered by the treaty, as were a few small adjoining portions of the present-day provinces of Saskatchewan and Ontario.
Freda Ahenakew was a Canadian author and academic of Cree descent. Ahenakew was considered a leader in Indigenous language preservation and literary heritage preservation in Canada. She was a sister-in-law to the political activist David Ahenakew.
Peguis First Nation is the largest First Nations community in Manitoba, Canada, with a population of approximately 11,438 people. The members of Peguis are of Saulteaux (Ojibway) and Maškēkowak descent.

Ahtahkakoop First Nation is a Cree First Nation band government in Shell Lake, Saskatchewan, Canada belonging to the Wāskahikaniwiyiniwak division of nēhiyawak. The Ahtahkakoop First Nation government and community is located on Ahtahkakoop 104, 72 kilometers northwest of Prince Albert and is 17,347 hectares in size. The community was formerly known as the "Sandy Lake Indian Band", a name which is still used interchangeably when referring to the reserve.
Delia Opekokew is a Cree lawyer and writer from the Canoe Lake First Nation in Saskatchewan, Canada. She was the first First Nations woman lawyer to be admitted to the bar association in Ontario and in Saskatchewan, as well as the first woman to run for the leadership of the Assembly of First Nations. Opekokew attended Beauval Indian Residential School and Lebret Indian Residential School. She has received awards for her achievements, including the Aboriginal Achievement Award, Women's Law Association of Ontario Presidents Award, Law Society of Ontario Medal, and Federation of Sovereign Indigenous Nations Lifetime Achievement Award.
Fisher River is a Cree First Nations reserve located approximately 193 km north of Manitoba's capital city, Winnipeg. The Fisher River Cree Nation is composed of two reserves; Fisher River 44 and Fisher River 44A. The reserve population is 1945, the off reserve population is 1934 for a total of 3879 band members as of June 2017. Fisher River is 15,614 acres.
The Sixties Scoop, also known as The Scoop, was a period in which a series of policies were enacted in Canada that enabled child welfare authorities to take, or "scoop up," Indigenous children from their families and communities for placement in foster homes, from which they would be adopted by white families. Despite its name referencing the 1960s, the Sixties Scoop began in the mid-to-late 1950s and persisted into the 1980s.

Canadian Indigenous Languages and Literacy Development Institute (CILLDI) - an intensive annual "summer school for Indigenous language activists, speakers, linguists, and teachers" - hosted at the University of Alberta, Edmonton - is a "multicultural, cross-linguistic, interdisciplinary, inter-regional, inter-generational" initiative. CILLDI was established in 1999 with one Cree language course offered by Cree speaker Donna Paskemin. By 2016 over 600 CILLDI students representing nearly 30 Canadian Indigenous languages had participated in the program and it had become the "most national of similar language revitalization programs in Canada aimed at the promotion of First Peoples languages." CILLDI - a joint venture between the University of Alberta and the University of Saskatchewan - responds to "different sociolinguistic situations in language communities under threat" and includes three faculties at the University of Alberta in Edmonton - Arts, Education, and Native Studies. CILLDI provides practical training to students which is "directly implemented back in the community." Initiatives like CILLDI were formed against the backdrop of a projection of a catastrophic and rapid decline of languages in the twenty-first century.
Marion Ironquill Meadmore is an Ojibwa-Cree Canadian activist and lawyer. Meadmore was the first woman of the First Nations to attain a law degree in Canada. She founded the first Indian and Métis Friendship Centre in Canada to assist Indigenous people who had relocated to urban areas with adjustments to their new communities. She edited the native newspaper The Prairie Call, bringing cultural events as well as socio-economic challenges into discussion for native communities. She was the only woman on the Temporary Committee of the National Indian Council, which would later become the Assembly of First Nations, and would become the secretary-treasurer of the organization when it was formalized. She was one of the women involved in the launch of the Kinew Housing project, to bring affordable, safe housing to indigenous urban dwellers and a founder of the Indigenous Bar Association of Canada. She has received the Order of Canada as well as many other honors for her activism on behalf of indigenous people. She was a founder and currently serves on the National Indigenous Council of Elders.

Daina Warren is a Canadian contemporary artist and curator. She is a member of the Montana Akamihk Cree Nation in Maskwacis, Alberta. Her interest in curating Aboriginal art and work with Indigenous artists is at the forefront of her research.
Jaime Black is a Canadian Métis artist and activist of Anishinaabe and Finnish descent. Her work focuses on First Nations and Indigenous representation and identity. Black is best known for the REDress Project, an art installation that she created as a response to the Missing and Murdered Indigenous Women (MMIW) crisis in Canada as well as the United States. A 2014 report by the Royal Canadian Mounted Police found that more than 1,000 Indigenous women were murdered over the span of 30 years from 1980 to 2012. However, some Indigenous advocacy groups dispute these reports arguing that the number is much greater than the government has acknowledged.
Jean Folster was a Canadian community worker and the first woman to become the chief of the Norway House Cree Nation. She was also the first Indigenous woman appointed as a magistrate in Manitoba. Born in 1922, she was the daughter of a trapper and was widowed at a young age. She sewed bridal attire to support her eight children. Aware of the financial challenges of being a widowed mother, she opened the first family services organisation in a First Nations community and became a social worker and welfare official for her band in the 1960s. She served as the vice president of the Manitoba Indian Women's Association from its founding in 1970.
