Virginia's 77th House of Delegates district elects one of 100 seats in the Virginia House of Delegates, the lower house of the state's bicameral legislature. District 77 is in Chesapeake and Suffolk. Cliff Hayes Jr. represents the district. [1] For the 2019 election, Delegate Hayes ran against Ron Wallace, the Republican candidate from Chesapeake.

The Virginia General Assembly is the legislative body of the Commonwealth of Virginia, the oldest continuous law-making body in the Western Hemisphere, the first elected legislative assembly in the New World, and was established on July 30, 1619. The General Assembly is a bicameral body consisting of a lower house, the Virginia House of Delegates, with 100 members, and an upper house, the Senate of Virginia, with 40 members. Senators serve terms of four years, and delegates serve two-year terms. Combined, the General Assembly consists of 140 elected representatives from an equal number of constituent districts across the commonwealth. The House of Delegates is presided over by the speaker of the House, while the Senate is presided over by the lieutenant governor of Virginia. The House and Senate each elect a clerk and sergeant-at-arms. The Senate of Virginia's clerk is known as the clerk of the Senate.
Kenneth Ray Plum is an American politician and Democratic member of the Virginia House of Delegates, representing the 36th District since 1982. He earlier served from 1978 through 1980. His district includes a large part of Fairfax County, including the entirety of Reston.

The 2023 Virginia House of Delegates election took place on November 7, 2023, concurrently with elections for the Virginia Senate, to elect members of the 163rd Virginia General Assembly. All 100 delegates are elected to two-year terms from single-member districts. Nomination primaries held through the Department of Elections were held June 20, 2023. The election saw the Democrats regain control of the House of Delegates after winning a 1-seat majority.
