Virginia's 91st House of Delegates district elects one of the 100 members of the Virginia House of Delegates, the lower house of the state's bicameral legislature. Located in southern, coastal Virginia, the district is made up of the city of Poquoson, part of the city of Hampton and part of York County. [1] [2]
The 91st delegate seat has been held by Republican A.C. Cordoza since 2022.
In the November 2019 election, Democrat Martha Mugler won the open seat, [3] following Gordon Helsel’s retirement. [4]
In the 2021 November General election Republican A. C. Cordoza narrowly defeated incumbent Democrat Martha M. Mugler. [5] A recount is possible after results are certified 2 November. [6]

Lynwood Wayne Lewis Jr. is an American politician and lawyer. A Democrat, he was elected to the Virginia House of Delegates in November 2003, representing the 100th district, which consists of the Eastern Shore counties of Accomack and Northampton, and parts of the cities of Norfolk and Hampton.
Timothy Douglas Hugo is an American businessman, military veteran, and Republican politician in the Commonwealth of Virginia. He served as a member of the Virginia House of Delegates from 2003 to 2020, representing the 40th district. Hugo was defeated for re-election in 2019 by Democrat Dan Helmer.
Thomas Donald Gear was an American politician of the Republican Party. He was a member of the Virginia House of Delegates from 2002 until 2010. He represented the 91st district on the Virginia Peninsula, made up of the city of Poquoson plus parts of York County and the city of Hampton. He resigned his seat on December 31, 2010 citing health problems.
Charniele LeRhonda Herring is an American politician. She has served in the Virginia House of Delegates since 2009, representing the 46th district, made up of portions of the city of Alexandria and Fairfax County, near Washington, D.C.

The Virginia House of Delegates election of 2017 was held on Tuesday, November 7. All 100 seats in the Virginia House of Delegates were contested. The Republican Party held a 66–34 majority in the House of Delegates before the election but lost 15 seats to the Democratic Party, resulting in the Republicans holding a 50–49 advantage. After a recount, the result of the election in the 94th district was called a tie. The candidate to hold the seat was determined by random drawing on January 4, 2018, which resulted in the Republicans holding a 51–49 majority.

All 100 seats in the Virginia House of Delegates were up for election. It resulted in Democrats gaining 6 seats in the House of Delegates, and gaining control of both chambers of the General Assembly, marking the first time that Democrats held control of both legislative and executive branches in Virginia since 1993.
Martha Mugler is an American politician from Virginia. She was first elected to the Hampton School Board in 2008 then to the Virginia House of Delegates in 2019. She won the seat vacated by retiring Republican Delegate Gordon Helsel. She represented a district covering a large slice of Hampton, as well as all of the neighboring city of Poquoson. In 2021, she was initially declared the loser to Republican Aijalon "A.C." Cordoza, an information technology specialist. However, due to the closeness of the win, a recount was held. After the recount, Mugler conceded. She was elected to an at large seat on Hampton City Council on November 8, 2022.
Amanda E. Batten is an American politician and member of the Republican Party. In 2019 she was elected to the Virginia House of Delegates. She serves as the House Majority Caucus Chair and represents the 96th district, comprising parts of James City County and York County. Because of changes to district lines from redistricting, Batten's district has changed to become the new 71st District, which includes the entire City of Williamsburg and portions of James City County and New Kent County.
The 2021 Virginia House of Delegates election for the 162nd Virginia General Assembly were held on November 2, 2021 to coincide with biennial elections in the U.S. state of Virginia. All 100 Delegates are elected to two-year terms in single-member constituencies. Primary elections took place on June 8. This election coincided with the 2021 Virginia Gubernatorial election, the Lieutenant Gubernatorial election, and lastly, the Attorney General election, all of which were won by Republicans. The 2023 Virginia Senate election is scheduled to be held on Tuesday, November 7, 2023, concurrently with elections for the Virginia House of Delegates, to elect senators to all 40 seats in the Senate of Virginia for the 163rd and 164th Virginia Assembly. Nomination primaries held through the Department of Elections were held June 20, 2023. These will be the first elections held following redistricting as a result of the 2020 census.
