The Election Assistance Commission (EAC) is an independent agency of the United States government created by the Help America Vote Act of 2002 (HAVA). The Commission serves as a national clearinghouse and resource of information regarding election administration. It is charged with administering payments to states and developing guidance to meet HAVA requirements, adopting voluntary voting system guidelines, and accrediting voting system test laboratories and certifying voting equipment. It is also charged with developing and maintaining a national mail voter registration form.

The secretary of state is an official in the state governments of 47 of the 50 states of the United States, as well as Puerto Rico and other U.S. possessions. In Massachusetts, Pennsylvania, and Virginia, this official is called the secretary of the commonwealth. In states that have one, the secretary of state is the chief administrative officer of the state and is often the primary custodian of important state records. In the states of Alaska, Hawaii, and Utah, there is no secretary of state; in those states many duties that a secretary of state might normally execute fall within the domain of the lieutenant governor. Like the lieutenant governor, in most states, the secretary of state is in the line of succession to succeed the governor, in most cases immediately behind the lieutenant governor. In three states with no lieutenant governor as well as the U.S. territory of Puerto Rico, the secretary of state is first in the line of succession in the event of a gubernatorial vacancy.
In the United States, it is not a legal requirement for otherwise eligible persons to register to vote. However, all states and territories, except North Dakota, require voter registration by an eligible citizens before they can vote in federal, state and local elections. In North Dakota, cities in the state may register voters for city elections, and in other cases voters must provide identification and proof of entitlement to vote at the polling place before being permitted to vote. Voter registration takes place at the county level in many states or at the municipal level in several states. Many states set cutoff dates for registration or to update details, ranging from two to four weeks before an election, while 25 states and Washington, D.C. have same-day voter registration, which enables eligible citizens to register or update their registration on the same day they cast their vote. In states that permit early voting, and have voter registration, the prospective voter must be registered before casting a vote.
The Virginia State Board of Elections (SBE) was created in 1946 as a nonpolitical agency responsible for ensuring uniformity, fairness, accuracy and purity in all elections in the Commonwealth of Virginia. The SBE promotes the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in the state by promulgating rules, regulations, issuing instructions, and providing information to local electoral boards and general registrars. In addition, the SBE maintains a centralized database of statewide voter registration and election related data.

A clerk is a senior official of many municipal governments in the English-speaking world. In some communities, including most in the United States, the position is elected, but in many others, the clerk is appointed to their post. In the UK, a town or parish clerk is appointed by the town or parish council members. In almost all cases, the actual title of the clerk reflects the type of municipality they work for; thus, instead of simply being known as the clerk, the position is generally referred to as the town clerk, township clerk, city clerk, village clerk, borough clerk, board secretary, or county clerk. Other titles also exist, such as recorder and corporate officer. The office has existed for centuries, though in some places it is now being merged with other positions.
