The Communist Party of the Soviet Union (CPSU), sometimes referred to as the Soviet Communist Party (SCP), was the founding and ruling political party of the Soviet Union. The CPSU was the sole governing party of the Soviet Union until 1990 when the Congress of People's Deputies modified Article 6 of the 1977 Soviet Constitution, which had previously granted the CPSU a monopoly over the political system.

Valery Pavlinovich Shantsev, born 29 June 1947 in Susanino, Kostroma Oblast, is the former governor of Nizhny Novgorod Oblast from 8 August 2005, when he replaced Gennady Khodyrev until his resignation on 26 September 2017. Prior to his appointment as governor, Shantsev was the deputy mayor of Moscow. He also led Moscow's bid for the 2012 Summer Olympics.
Viktor Arkadyevich Tyulkin is a Russian Communist politician. Tyulkin is the leader of the Russian Communist Workers' Party – Revolutionary Party of Communists (RKRP-RPK), a Communist hardline party. The RKRP-RPK considers the Communist Party of the Russian Federation (CPRF) to be reformist, but in the 2003 Duma Election Party leaders joined with the CPRF in an effort to consolidate the communist vote. Tyulkin was elected to the Duma for CPRF, while remaining a member of RKRP-RPK.
