Wadud Bhuiyan (born 5 January 1965) is a Bangladeshi politician. Bhuiyan was elected twice as the member of the Jatiya Sangsad from Khagrachari constituency respectively in the 6th and 8th National Parliamentary Elections. [1] In addition,he served as Chairman of the Chittagong Hill Tracts Development Board from 2002 to 2006. He currently holds the posts of assistant employment secretary of Central Executive Committee of the Bangladesh Nationalist Party (BNP) [2] and president of the opposition party's Khagrachari local unit as well. [3]
Bhuiyan was born on 5 January 1965 to the Bengali Muslim Bhuiyan family of Ramgarh in Khagrachari District,which was then a part of East Pakistan's Hill Tracts district. He obtained his M.S.S degree on Sociology from the University of Chittagong in 1986.
Bhuiyan was active in student politics at Chittagong University. He was the convener,which was equivalent to the post of president,of the Chittagong University unit of Jatiyatabadi Chhatra Dal,the student wing of BNP,from 1987 to 1989. Concurrently,he served as the president of the Ramgarh unit of the student organization from 1980 to 1990.
In 1989,he was elected as the counselor of the Khagrachari Hill District Council with a majority of few thousands votes. He later resigned,along with another counselor,from the post,protesting the then-chairman Samiran Dewan's alleged corruption. [4] In the 6th parliamentary election,in 1996,he was nominated and elected as the candidate of the Bangladesh Nationalist Party (BNP) from Khagrachari constituency.
In the 9th parliamentary election,in 2001,he was again nominated as the candidate of the BNP and elected by a significant margin. [5]
He had also participated in the 5th (1991) and 7th (1996) parliamentary elections as the sole candidate of BNP,only to have been defeated by comparatively close margins. [6]
In 2001,he was appointed as a member of the parliamentary standing committee on Ministry of Chittagong Hill Tracts Affairs,with BNP chairperson and Prime Minister Khaleda Zia heading the committee. [7]
In 2002,he was appointed as the chairman of the Chittagong Hill Tracts Development Board,a government agency established in 1978 by Ziaur Rahman,the founder of the BNP and then-President of Bangladesh. [8]
In the 10th parliamentary election,he couldn't participate due to his imprisonment during military influenced then-caretaker government's period for misappropriating public funds. [9] In the last parliamentary election held in 2018,his candidacy was revoked by the High Court as well. [10]
He is known as the leader of the people with Bengali lineage living in the Chittagong Hill Tracts. He was also known for his vocal position to the militant activities of Shanti Bahini,the rebellious military wing of the Parbatya Chattagram Jana Sanghati Samiti (PCJSS) that operated until the Chittagong Hill Tracts Peace Accord was signed between the Bangladesh government and the PCJSS in 1997.
Bhuiyan was the architect [11] behind the foundation of Parbatya Chattagram Sama-Odhikar Andolon (Chittagong Hill Tracts Equal-Rights Movement),an organization which demanded an equal share for Bengali in any dispensation intended for ethnic people. [12]
He was also arrested during the caretaker government's period in 2007. A special court in Chittagong sentenced him to 20 years in jail. [13] However,this conviction order,along with seven orders,was later stayed by the High Court, [14] and he was granted bail. [15]
The Chittagong Hill Tracts,often shortened to simply the Hill Tracts and abbreviated to CHT,are group of districts within the Chittagong Division in southeastern Bangladesh,bordering India and Myanmar (Burma). Covering 13,295 square kilometres (5,133 sq mi),they formed a single district until 1984,when they were divided into three districts:Khagrachari District,Rangamati Hill District,and Bandarban District.
The Shanti Bahini was the armed wing of the Parbatya Chattagram Jana Samhati Samiti in Bangladesh. It is considered an insurgent group in Bangladesh. The Shanti Bahini was made out of mostly members from the Chakma tribe.
The Parbatya Chattagram Jana Samhati Samiti is a political party formed to represent the people and indigenous tribes of the Chittagong Hill Tracts in Bangladesh. Since its inception in 1972,the PCJSS has fought for autonomy and the recognition of the ethnic identity and rights of the indigenous tribes of the Hill Tracts. Its military arm,the Shanti Bahini was used to fight government forces and Bengali settlers in the Hill Tracts. A peace accord was signed in 1997 led to the disarmament of the Shanti Bahini and enabled the PCJSS to return to mainstream politics.

The Chittagong Hill Tracts Peace Accord was a peace agreement signed between the Government of Bangladesh and the Parbatya Chattagram Jana Sanghati Samiti,the political organisation that controlled the Shanti Bahini militia on 2 December 1997. The accord allowed for the recognition of the rights of the peoples and tribes of the Chittagong Hill Tracts region and ended the decades-long insurgency between the Shanti Bahini and government forces.
The Chittagong Hill Tracts Development Board was a government agency established in 1978 by the then-President of Bangladesh Ziaur Rahman in response to the rise of the Shanti Bahini insurgency in the Chittagong Hill Tracts of eastern Bangladesh. Currently Supradip Chakma,is the Chairman of this development board.
Jyotirindra Bodhipriya Larma is a Bangladeshi Chakma politician and one of the main leaders of the Parbatya Chattagram Jana Samhati Samiti (PCJSS). He also headed the Shanti Bahini militia until it was disarmed in 1997. He is the brother of late Chakma parliamentarian and PCJSS founder Manabendra Narayan Larma. He is also the president of Bangladesh Adivasi Forum and Chairman of Chittagong Hill Tracts Regional Council.
The Chittagong Hill Tracts conflict was a political and armed conflict between the government of Bangladesh and the Parbatya Chattagram Jana Samhati Samiti and its armed wing,the Shanti Bahini,over the issue of autonomy and the land rights of Jumma people,mainly for Chakma people and the other indigenous of Chittagong Hill Tracts. Shanti Bahini launched an insurgency against government forces in 1977,when the country was under military rule,and the conflict continued for twenty years until the government and the PCJSS signed the Chittagong Hill Tracts Peace Accord in 1997.
Chittagong Hill Tracts Regulation,1900 popularly known as Chittagong Hill Tracts manual is a manual enacted by the then British India Government describing how to administer Chittagong Hill Tracts of present-day eastern Bangladesh. It was adopted in place of earlier manuals,after the government realised that the act of 1860 would not work satisfactorily. Since the adoption of the manual,the administration of Chittagong Hill Tracts was carried on in accordance with the rules of the manual.

Rangamati Science and Technology University is a public university located in Rangamati,Bangladesh,commonly known as RMSTU. It has faced vocal opposition from local groups such as Parbatya Chattagram Jana Samhati Samiti (PCJSS) because they believe that students,staff,and faculty would come predominantly from outside the Chittagong Hill Tracts,and their settlement in Rangamati would change the character of the region. The first batch of 75 students began classes in November 2015,at a temporary campus set up at Tabalchharhi Shah High School.
