The West Indies cricket team toured England in the 1939 season to play a three-match Test series against England. England won the series 1–0 with two matches drawn. A total of 25 first-class matches were played and the West Indian side won eight of them and lost six, with the others drawn. The tour was abandoned a few days after the final test match because of the worsening international situation with the Second World War imminent. The last six matches from 26 August to 12 September were cancelled.

On September 1, 1939, the armed forces of Nazi Germany invaded Poland from the west initiating World War II. Two weeks later, on September 17, Soviet Union joined Germany in their attack on the Second Polish Republic. By early October, Poland was defeated. The occupied Poland was the only country in Europe where the Nazis had introduced a total ban on regional sports clubs. Football was allowed to be practised only by the Germans in the annexed areas of Upper Silesia. The Romania national football team represents Romania in international association football and is controlled by the Romanian Football Federation. Between their first official match in 1922 and 1939, when competitive football stopped for the Second World War, Romania played in 82 matches, resulting in 36 victories, 14 draws and 32 defeats. Throughout this period they played in the Balkan Cup six times between 1931 and 1936 with Romania taking home three titles in 1929–31, 1933 and 1936. Romania also qualified through to three FIFA World Cup's during the 1930s where they got eliminated in the first round in all three attempts with the national team finishing second in their group at the 1930 edition before being eliminated by Czechoslovakia (1934) and Cuba (1938) respectively in the following cups.

During the 1939–40 season, Birmingham Football Club played three Second Division matches before the Football League season was abandoned because of the Second World War. The team had been relegated in 1938–39 after 18 consecutive seasons in the top tier. Regionally based competitions were organised so that football could continue while unnecessary travel was minimised. Birmingham played in the Midland Regional League, finishing fourth of eight teams, and in the Football League War Cup, in which they lost to eventual winners West Ham United in the quarter-final.
