The West of England Joint Spatial Plan was a plan, published by the English authorities of Bath and North East Somerset, Bristol, North Somerset and South Gloucestershire, of where new housing and other facilities should be built within the former Avon county area. In 2019 it failed to be accredited by the Planning Inspectorate, leading to the possibility of the plan being withdrawn.
The plan outlined the need for 105,000 new homes to be built in the West of England area by 2036. [1] The plan was submitted to central government in April 2018 for scrutiny, with a final decision said to be due in 2019.
Based on the spatial strategy, the supply would have been distributed between the unitary authorities, [2] with Bath and North East Somerset responsible for 14,500 dwellings, Bristol City for 33,500, North Somerset for 25,000, and South Gloucestershire for 32,500 dwellings.
In August 2019, the Planning Inspectorate advised that the plan be withdrawn from examination after finding that "fundamental aspects of the plan" were not sound, [3] and that the current Strategic Development Locations and the overall spatial strategy were said by inspectors Malcolm Rivett and Steven Lee not to be "robust, consistent and objective". [4]
Twelve strategic development locations had been identified as part of the plans for new homes as follows: [5]
The plan attracted criticism in regard to the locations presented, particularly in North Somerset. [6] The proposal for thousands of homes in Churchill were rejected by existing residents, with Councillor John Crockford-Hawley stating that the plan would lead to houses being built "where nobody wants them". Concerns were raised by residents that "the council failed to adequately consult on planned garden villages they fear will destroy their way of life and decimate the landscape." [7] The proposal for 700 new homes in Backwell have concerned residents who believe the village would be "decimated" by the development. [8]
Residents of Whitchurch also voiced concerns over the extra homes planned for the area, along with the new proposed link road. [9]
The Buckover Garden Village proposal attracted significant criticism, [10] with constraints on the transport network noted as an argument against the development.
Nailsea is a town in North Somerset, England, 8 miles (13 km) southwest of Bristol, and 11 miles (18 km) northeast of Weston-super-Mare. The nearest village is Backwell, which lies south of Nailsea on the opposite side of the Bristol to Exeter railway line. Nailsea had a population of 15,630 in the 2011 Census.
Backwell is a village and civil parish in the unitary authority of North Somerset and in 2011 had a population of 4,589. The village lies about 7 miles (11 km) southwest of Bristol, south of the A370 to Weston-super-Mare. The parish includes the hamlets of Backwell Common, Backwell Green, and Backwell Farleigh, and the districts of Backwell West Town and Downside.
Flax Bourton is a village and civil parish in Somerset, England. The parish, with a population of 715, is situated within the unitary authority of North Somerset, on the edge of Nailsea Moor on the A370 road 5 miles (8.0 km) south west of Bristol city centre.
Pensford is the largest village in the civil parish of Publow in Somerset, England. It lies in the Chew Valley, approximately 7 miles (11 km) south of Bristol, 8 miles (13 km) west of Bath, and 14 miles (23 km) north of Wells. It is on the A37 road from Bristol to Shepton Mallet.
Wraxall is a village in North Somerset, England, about 6 miles (10 km) west of Bristol. Until 1811 the parish of the same name also included Nailsea and Flax Bourton. The village is now within the parish of Wraxall and Failand.
Charfield railway station served the village of Charfield in South Gloucestershire, England. The station was on the Bristol and Gloucester Railway, originally a broad gauge line overseen by Isambard Kingdom Brunel, but later taken over by the Midland Railway and converted to standard gauge.
Whitchurch is a village in north Somerset, England and an adjoining suburb of southern Bristol, bounded by Hartcliffe to the west and Hengrove and Knowle to the north. The suburb was initially developed during the 1930s.
Ashton & Backwell United Football Club is a football club based in Backwell, Somerset, England. Affiliated to the Somerset FA, they are currently members of the Somerset County League Division One and play at the Recreation Ground.
Nailsea and Backwell railway station, on the Bristol to Exeter line, is in the village of Backwell, close to the town of Nailsea in North Somerset, England. It is 8 miles (13 km) west of Bristol Temple Meads railway station, and 126 miles (203 km) from London Paddington. The station, opened in 1841 by the Bristol and Exeter Railway, has two platforms but little in the way of facilities. It is managed by Great Western Railway, the seventh company to be responsible for the station, and the third franchise since privatisation in 1997. The company provides all train services at the station, mainly hourly services between Bristol Parkway and Weston-super-Mare, and between Cardiff Central and Taunton.
The A4174 is a major ring road in England which runs around the northern and eastern edge of Bristol, mainly in South Gloucestershire, and through the southern suburbs of the city. When it was first conceived it was planned to circle the whole of Bristol, and is commonly referred to as the "Avon Ring Road", or less accurately the "Bristol Ring Road", on road signs. The road does not circle the whole city, instead covering roughly half of the route. It is broken in part where it is concurrent with the A4.

The A370 is a primary road in England running from the A4 Bath Road, near Bristol Temple Meads railway station to Weston-super-Mare before continuing to the village of East Brent in Somerset. A more direct route from Bristol to East Brent is the A38.
Somerset Premier is an English rugby union league which sits at the eighth level of league rugby union in England involving teams based in the county of Somerset as well as some teams based in Bristol. Originally a single division called Gloucestershire/Somerset, in 2000 the division split into two county leagues called Gloucester Premier and Somerset Premier.
MetroWest, formerly known as the Greater Bristol Metro, is a project to improve the rail services in Bristol, England, and the surrounding region. It was first proposed at First Great Western's Stakeholder Event in March 2008. The aim of the project is to develop half-hourly services through central Bristol which will also serve the surrounding West of England region. Transport campaigning groups Friends of Suburban Bristol Railways (FoSBR) and Transport for Greater Bristol are actively supporting the proposal, as are the three unitary authorities under the West of England Combined Authority and North Somerset Council.
There are several nature reserves in the surroundings of Nailsea, North Somerset, England, which is located at 51°25′55″N2°45′49″W.
The West of England Combined Authority (WECA) is a combined authority within the West of England area, consisting of the local authorities of Bristol, South Gloucestershire, and Bath and North East Somerset. The body has its headquarters in the Redcliffe area of Bristol, and is led by the Mayor of the West of England. The most recent election for this post took place on 6 May 2021, when the Labour candidate Dan Norris was elected on a turnout of 36%.
The Somerset County Rugby Football Union (SCRFU) is the governing body for the sport of rugby union in the county of Somerset in England. The union is the constituent body of the Rugby Football Union (RFU) for Somerset. The SCRFU administers and organises rugby union clubs and competitions in the Somerset including the county rugby representative teams.
South Bristol is the part of Bristol, England south of the Bristol Avon. It is almost entirely made up of the areas of the city historically in Somerset, and since the abolition of the county Avon, consists of the southern suburbs in the county of Bristol. Definitions sometimes also include areas of North Somerset, including Long Ashton, Nailsea and Backwell.
The Avon Green Belt, also known as the Bristol and Bath Green Belt, is a non-statutory green belt environmental and planning policy that regulates urban expansion and development in the countryside surrounding the cities of Bristol and Bath in the South West region of England. It covers areas in Bristol, South Gloucestershire, North Somerset, Bath and North East Somerset, Mendip, and Wiltshire. Essentially, the function of the green belt is to limit urban sprawl and maintain the open character of areas around the Bristol and Bath built up areas, and nearby towns and villages. The policy is implemented by local planning authorities on the basis of guidance from central government.
Somerset 3 North is an English rugby union league which sits at the eleven level of league rugby union in England alongside its counterpart Somerset 3 South. When the division was founded in 1987 it was a single league known as Somerset 3, but since 2006 it has been split into two regional divisions.
