The Wildland Fire Lessons Learned Center (LLC), established in 2002, is at the National Advanced Fire and Resource Institute (NAFRI) in Tucson, Arizona. The LLC is primarily a Web-based educational and knowledge resource center that serves the entire wildland fire community. The LLC provides tools and tactics to the wildland fire community to ensure safety and effectiveness in all field operations. The center is supported by the National Wildfire Coordinating Group (NWCG), which includes multiple federal, state, and local land management and firefighting agencies.

Mission statement

"Our mission is to promote learning in the wildland fire service by providing useful and relevant products and services that help to reveal the complexity and risk in the wildland fire environment".

Establishment

The need for a wildland fire lessons learned center became apparent with the TriData Wildland Firefighter Safety Awareness Study, initiated after 14 wildland firefighters died in Colorado's 1994 South Canyon Fire. TriData recommended that one center be set up for all of the nation's wild land firefighters. Consequently, the interagency Wildland Fire Lessons Learned Center was created to focus on striving to improve safe work performance and organizational learning for all wildland firefighters.

The LLC is operated by a full-time staff located in Tucson, Arizona as well as off-site employees in the Pacific Northwest. The Center also employs several key contractors and consultants who assist in many of the LLC's major projects and operations. The LLC collaborates with several different groups throughout the country, including: NAFRI, NWCG, The Nature Conservancy (TNC), the National Association of State Foresters (NASF), and Federal Fire and Aviation Safety Team (FFAST).

The wildland fire community is a widespread group that contains many federal, state and local agencies. While these groups have been collecting data and learning from past incidents for years, they have never consolidated this information into a central location—until the creation of the LLC.

Operations

The LLC uses a variety of methods to disseminate knowledge and encourage networking within the wildland fire community. These methods include: educational videos, conferences, case studies, workshops, interviews, presentations, seminars and Webinars, newsletters, online publications, as well as several other Web-based tools, which can be accessed via the LLC's main Web page: Lessons Learned Center.

The LLC's Web page houses a library of information and includes everything from educational videos to an incident review database. This main Web page also connects to several subpages based on topics that range from large fire management to aviation: [1]

My Fire Community Center: A place for work groups, incident management teams and members of the fire community to contribute learning opportunities, share knowledge, and discuss current issues. Each group has its own neighborhood that provides an online work space and mini library to exchange documents and information. [2] Each community is maintained by a team coordinator, with no need for a Webmaster. Team coordinators have the ability to edit their site content at any time. Very little software knowledge or training is required to maintain one of these groups.

6 Minutes for Safety: a Federal Wildland Fire initiative created by the Federal Fire and Aviation Safety Team (FFAST) that is meant to be used as daily safety material with the intent of informing and generating discussion about the high risk situations that historically endanger wildland firefighters. Rapid Lesson Sharing: a place for users to submit their own stories about fire-related accidents, close calls, successes, or a way of doing things in a more efficiently or safely. [4]

Advances in Fire Practice (AFP): a collection of articles related to new technologies, recent reports, upcoming and recent Webinars and recent Fire Science publications.

The LLC also hosts a YouTube channel that allows people to watch fire-related videos. [5]

Online Publications

Scratchline: A quarterly newsletter published by the LLC staff that analyzes current methods of practice from the field. The information in this newsletter is drawn from Information Collection Team interviews. The publication's main purpose is to inform subscribers and members of the wildland fire community in a quick and easy-to-digest format. The last issue of "Scratchline" was distributed in early 2011. Two More Chains: The LLC's newest publication, promotes information sharing within the wildland fire community. It is produced four times a year. The first edition of "Two More Chains" was distributed in the Spring of 2011. [7]

The Learning Curve: Published periodically during the wildland fire season to explain lessons learned and effective practices from the field that have been gathered from After Action Review Rollups. [8]

E-Newsletter: An e-mail newsletter sent out periodically by the LLC to update its target audiences and inform them about current projects. [9]

Wildfire suppression Firefighting tactics used to suppress wildfires

Wildfire suppression is a range of firefighting tactics used to suppress wildfires. Firefighting efforts in wild land areas require different techniques, equipment, and training from the more familiar structure fire fighting found in populated areas. Working in conjunction with specially designed aerial firefighting aircraft, these wildfire-trained crews suppress flames, construct fire lines, and extinguish flames and areas of heat to protect resources and natural wilderness. Wildfire suppression also addresses the issues of the wildland–urban interface, where populated areas border with wild land areas.

Wildland fire engine

A wildland fire engine is a fire engine specifically designed to assist in fighting wildfires by transporting firefighters to the scene and providing them with access to the fire, along with water or other equipment. Most commonly used by the United States Forest Service, there are multiple types of wildfire apparatus which are used in different scenarios. According to the National Fire Protection Association, if the apparatus will be used primarily for outdoor and wildland responses, then it is to be considered a wildland fire apparatus and must conform to NFPA 1906.

Wildland water tender

A wildland water tender is a specialized vehicle capable of bringing water, foam, or dry chemicals to fire trucks in the field that are engaged on the fireline. Water tenders have a large truck mounted tank that carries a minimum 1,000 gallons and up to 4,000 gallons of water. These vehicles are specifically designed for fire fighting often with four-wheel drive, rugged suspension and high wheel clearance for mountainous dirt road conditions. According to the National Fire Protection Association, if the apparatus will be used primarily for outdoor and wildland responses, then it is to be considered a wildland fire apparatus and must conform to NFPA 1906.

National Wildfire Coordinating Group

The National Wildfire Coordinating Group (NWCG) was formed in the United States as a result of the aftermath of a major wildfire season in 1970, including the Laguna Fire.

The International Association of Wildland Fire (IAWF), a non-profit organization, is professional association of the wildland fire community. IAWF is an independent organization, not affiliated with any private or public agencies. It purpose is to offer a common and neutral ground for the discussion of important and often controversial wildland fire issues. The organization has a 15-member board of directors. It aims to include members in the areas of wildland fire management, research, suppression, and policy.

The Fire Fighter Near Miss Reporting System was launched on August 12, 2005 by the International Association of Fire Chiefs. It was announced at a press conference in Denver, Colorado, after having completed a pilot program involving 38 fire departments across the country. The Near Miss Reporting System aims to prevent injuries and save lives of other firefighters by collecting, sharing and analyzing near-miss experiences. The near-miss experiences are collected by firefighters who voluntarily submit them; the reports are confidential, non-punitive, and secure. After the reports are compiled, they are posted to the website where firefighters can access them and learn from each other's real-life experiences. Overall these reports help to formulate strategies, reduce firefighter injuries and fatalities, and enhance the safety culture of the fire service. The program is based on the Aviation Safety Reporting System (ASRS), which has been gathering reports of close calls from pilots, flight attendants, air traffic controllers since 1976. The reporting system is funded by the International Association of Fire Chiefs.

Wildland fire module

A Wildland fire module (WFM), formerly fire use module (FUM), is a 7–10 person team of firefighting personnel dedicated to planning, monitoring and starting fires. They may be deployed anywhere in the United States for resource benefits, prescribed fire and hazard fuel reduction projects.

Wildfire suppression equipment and personnel is part of the science of fire fighting focusing on the use of specialized equipment, training and tactics to effectively control, surround and eventually extinguish a natural cover fire. There are several specially designed tools that through their function and user training, perform specialized tasks that are specific to natural cover firefighting. This is used together in conjunction with the general understanding of the behavior of fire to form a viable plan of attack.

InciWeb is an interagency all-risk incident web information management system provided by the United States Forest Service released in 2004. It was originally developed for wildland fire emergencies, but can be also used for other emergency incidents.

Fire-adapted communities

A fire-adapted community is defined by the United States Forest Service as "a knowledgeable and engaged community in which the awareness and actions of residents regarding infrastructure, buildings, landscaping, and the surrounding ecosystem lessens the need for extensive protection actions and enables the community to safely accept fire as a part of the surrounding landscape." The National Wildfire Coordinating Group definition, which was developed and approved by the Wildland Urban Interface Mitigation Committee, is "A human community consisting of informed and prepared citizens collaboratively planning and taking action to safely co-exist with wildland fire."

Yarnell Hill Fire 2013 wildfire in Arizona

The Yarnell Hill Fire was a wildfire near Yarnell, Arizona, ignited by dry lightning on June 28, 2013. On June 30, it overran and killed 19 members of the Granite Mountain Hotshots. Just one of the hotshots on the crew survived—he was posted as a lookout on the fire and was not with the others when the fire overtook them. The Yarnell Hill Fire was one of the deadliest U.S. wildfires since the 1991 Oakland Hills fire, which killed 25 people, and the deadliest wildland fire for U.S. firefighters since the 1933 Griffith Park fire, which killed 29 "impromptu" civilian firefighters drafted on short notice to help battle that Los Angeles area fire.

An Interagency Fire Qualifications Card or a "Red Card" is a small card issued to wildland firefighters in the United States at the beginning of each season by their home unit.

Ferguson Fire 2018 wildfire in California

The Ferguson Fire was a major wildfire in the Sierra National Forest, Stanislaus National Forest and Yosemite National Park in California in the United States. The fire was reported on July 13, 2018, burning 96,901 acres (392 km2), before it was 100% contained on August 19, 2018. Interior areas of the fire continued to smolder and burn until September 19, 2018, when InciWeb declared the fire to be inactive. The Ferguson Fire was caused by the superheated fragments of a faulty vehicle catalytic converter igniting vegetation. The fire, which burned mostly in inaccessible wildland areas of the national forest, impacted recreational activities in the area, including in Yosemite National Park, where Yosemite Valley and Wawona were closed. The Ferguson Fire caused at least $171.2 million in damages, with a suppression cost of $118.5 million and economic losses measuring $52.7 million. Two firefighters were killed and nineteen others were injured in the fire.

2020 California wildfires An overview of major wildfires in California during the year 2020

The 2020 California wildfire season, part of the 2020 Western United States wildfire season, was a record-setting year of wildfires in California. By the end of the year, 9,917 fires had burned 4,397,809 acres (1,779,730 ha), more than 4% of the state's roughly 100 million acres of land, making 2020 the largest wildfire season recorded in California's modern history, though roughly equivalent to the pre-1800 levels which averaged around 4.4 million acres yearly and up to 12 million in peak years. California's August Complex fire has been described as the first "gigafire", burning over 1 million acres across seven counties, an area larger than the state of Rhode Island. The fires destroyed over 10,000 structures and cost over $12.079 billion in damages, including over $10 billion in property damage and $2.079 billion in fire suppression costs. The intensity of the fire season has been attributed to a combination of more than a century of poor forest management and higher temperatures resulting from climate change.

Drones in wildfire management Use of drones/UAS/UAV in wildfire suppression and management

Drones, also known as Unmanned Aerial Systems/Vehicles (UAS/UAV), or Remotely Piloted Aircraft, are used in wildfire surveillance and suppression. They help in the detection, containment, and extinguishing of fires. They are also used for locating a hot spot, firebreak breaches, and then to deliver water to the affected site. In terms of maneuverability, these are superior to a helicopter or other forms of manned aircraft. They help firefighters determine where a fire will spread through tracking and mapping fire patterns. These empower scientists and incident personnel to make informed decisions. These devices can fly when and where manned aircraft are unable to fly. They are associated with low cost and are flexible devices that offer a high spatiotemporal resolution.

2022 California wildfires An overview of major wildfires in California during the year 2022

The 2022 California wildfire season is an ongoing series of wildfires burning throughout the U.S. state of California. As of 15 August 2022, a total of 4,927 fires have been recorded, totaling approximately 198,031 acres (80,140 ha) across the state. The 2022 season follows the 2020 and 2021 California wildfire seasons, which had the highest and second-highest (respectively) numbers of acres burned in the historical record.

Calf Canyon/Hermits Peak Fire 2022 wildfire in New Mexico

The Calf Canyon/Hermits Peak Fire is a massive, active wildfire burning in the southern Sangre de Cristo Mountains in San Miguel County, Mora County, and Taos County, east of Santa Fe, in the state of New Mexico in the United States as part of the 2022 New Mexico wildfire season. The fire was formed from the merging of two individual wildfires—the Hermits Peak Fire and the Calf Canyon Fire—which started on April 6 and April 19 respectively, and burned into each other during extreme fire weather conditions on April 22, 2022. Afterwards, the two fires have been referred to and managed as a single incident, or fire complex.
