Overview
William Frank is a member of the Maryland House of Delegates,representing District 42,which covers a part of Baltimore County. Prior to 2002,District 42 was represented by Democrats James W. Campbell,Maggie L. McIntosh,and Samuel I. Rosenberg. [1] However,after the district lines were redrawn,McIntosh moved to District 43 and Rosenberg moved to District 41,where they both won reelection. On the other hand,Campbell remained in District 42,but was defeated by a host of new Republicans,including Frank,Susan Aumann,and John G. Trueschler. [2]
In 2006,Frank won reelection,along with Susan Aumann. Incumbent Trueschler did not run for reelection. [3] In his stead,Democrat Stephen W. Lafferty won his seat. [4]
Career
Soon after college,Frank began working as vice-president of marketing for the Maryland Credit Union League ,working there until 1989. When he left MCUL,he joined Allfirst Bank (which was acquired in a spin-off from Allied Irish Bank by M&T Bank),first as an assistant vice-president of the Public Affairs Division from 1989 until 1996,and then as an assistant vice-president and relationship manager from 1996 until 1999. In 1999,Frank was hired as a development and marketing consultant for the Archdiocese of Baltimore and continues to work there.
Frank has been an active member in his community. He served as a volunteer cook for the Christopher Place Employment Academy from 1988 until 1994. Additionally,he served on the Board of Directors for Action for the Homeless (now Center for Poverty Solutions ) from 1992 until 1996.
Frank is a member of the Fr. O'Neill Council for the Knights of Columbus since 1994. Locally,he served on the board of governors for the Rodgers Forge Community Association ,from 1995 until 1997. He was a board member for the Home School Association for the Immaculate Conception School from 1998 until 2000. Frank has served on the President's Council of Mount St. Mary's University since 1998,and the Marketing Advisory Council since 2000. He is on the board of directors of the Independent College Fund of Maryland ,and is a member of the Dulaney Valley Improvement Association in Towson,Maryland,and the North Central Republican Club.
As a Republican member of the Maryland House of Delegates,Frank has served as chief deputy minority whip since 2005. He is a member of the Judiciary Committee and the Appropriations Committee,in addition to various subcommittees. Since being elected to the House of Delegates,he has been the deputy minority whip (2003) and the assistant minority whip (2003–05).

Tony O'Donnell is an American politician, who represented District 29C in the Maryland House of Delegates. In 2016, Governor Larry Hogan appointed him to the Maryland Public Service Commission. He retired from the commission in June 2024.
Nancy R. Stocksdale is an American politician, who served as a delegate in the Maryland House of Delegates from 1995 to 2015.
Joseph C. Boteler III is an American politician who was elected in 2002 to represent District 8 of the Maryland House of Delegates in Baltimore County along with Alfred W. Redmer Jr. and Eric Bromwell. Alfred W. Redmer Jr. resigned in 2003 to accept an appointment as Maryland Insurance Commissioner and was replaced by John Cluster. In 2006, he won again along with Eric M. Bromwell and Todd Schuler.
Robert A. Costa is an American politician who was a member of the Maryland House of Delegates, and until his retirement represented District 33B, which is located in Anne Arundel County. He defeated Democrat Mike Shay in the 2006 election. In 2002 he defeated Democrat Dotty Chaney to initially capture the seat of this newly created district. He announced his retirement in 2014. He was succeeded by Sid Saab.
Robert C. Baldwin was an American politician, who served as a member of the Maryland House of Delegates from 1994 until 2002, when he chose not to run for reelection. He died on January 10, 2016, aged 81.
Susan L. M. Aumann, is a member of the Maryland House of Delegates, District 42.
Donald F. Munson is a former Maryland State Senator who represented district 2. He was defeated in both a primary and general election in 2010 by Delegate Christopher B. Shank.
John G. Trueschler is an American politician who was a member of the Maryland House of Delegates from District 42.
Kenneth D. Schisler is a former member of the Maryland House of Delegates and former chair of the Maryland Public Service Commission.
F. Vernon Boozer is an American politician who was a Republican member of the Maryland Senate from the 9th district from 1981 to 1999.

He formerly served as a legislator in the Maryland House of Delegates, representing District 8 in Baltimore County, prior to being appointed Maryland Insurance Commissioner in 2003.
Martha S. Klima was first elected in 1982 to represent District 9, which covered a portion of Baltimore County, Maryland, USA. She unsuccessfully ran for the State Senate in 2002. She was defeated by Jim Brochin.
James F. Ports Jr. is an American politician who was a member of the Maryland House of Delegates, representing District 8, which covered portions of Baltimore & Baltimore City in Maryland. He served alongside Democrat Kathy Klausmeier and Republican Alfred W. Redmer Jr. In 2002, Ports decided against running for reelection in the House of Delegates and decided instead to run for Baltimore County Council. He won the Republican primary election, but lost in the general election to Vincent J. Gardina.
James Matthew Morgan is an American politician who has served as a Republican member of the Maryland House of Delegates representing District 29A, which includes the Northwestern portion of St. Mary's County, since 2015.
Jefferson L. Ghrist is an American politician who has served as a member of the Maryland House of Delegates representing District 36 since 2015. A member of the Republican Party, he previously served as a member of the Caroline County Board of Commissioners from 2006 to 2014.
Wayne A. Hartman is an American politician who has served as a Republican member of the Maryland House of Delegates, representing District 38C in Wicomico and Worcester counties, since 2019. He previously served on the Ocean City Council for one four-year term.
The 2002 Maryland House of Delegates elections were held on November 5, 2002, as part of the 2002 United States elections, including the 2002 Maryland gubernatorial election. All 141 of Maryland's state delegates were up for reelection.
