William P. Doyle is the former Commissioner of the Federal Maritime Commission. He was unanimously confirmed by the U.S. Senate in 2013 and 2015 after being nominated twice by President Barack Obama. He stayed on with the Commission under the administration of Donald J. Trump during the first year of President Trump's term. In January 2018,Doyle became the chief executive officer and executive director of the Dredging Contractors of America. Doyle served as the executive director of the Maryland Port Administration from July 2020 to June 2023.
Doyle was born in Boston,Massachusetts and raised in Weymouth. He is a 1992 graduate of the Massachusetts Maritime Academy,where he earned a Bachelor of Science in Marine Engineering. During Operations Desert Shield and Desert Storm he worked in a shipyard breaking out vessels. After graduation from the Massachusetts Maritime Academy he served as an officer in the U.S. Merchant Marine from 1992 to 2002. [1] He is a 2000 graduate of Widener University Commonwealth Law School.
Doyle resides in York,Pennsylvania. [2] He has two daughters and a son.[ citation needed ] His wife is Amy Wolfson Doyle,an attorney.[ citation needed ]
In 2008 and until 2011,Doyle was appointed under the George W. Bush Administration as the Director of Permits,Scheduling &Compliance for the Office of Federal Coordinator for Alaska Natural Gas Transportation Projects. [3] In 2013,the United States Senate confirmed President Barack Obama's nomination of Mr. Doyle as a Commissioner of the Federal Maritime Commission. [1] In 2015,Doyle was unanimously confirmed by the Senate to a second term. [4]
Doyle departed the Federal Maritime Commission in 2018 to become CEO and executive director of the Dredging Contractors of America. [5]
On July 22,2020,Doyle was appointed by Maryland Governor Larry Hogan as the executive director of the Maryland Port Administration where he served as the chief executive of the Helen Delich Bentley Port of Baltimore. [6]
In November 2022,U.S. Transportation Secretary Pete Buttigieg appointed Doyle to the federal Maritime Transportation System National Advisory Committee. [7]
He abruptly resigned on June 16,2023, [8] three days after being involved in a four-vehicle crash in a state-issued vehicle for which police cited him with three offenses. [2] [7] On June 19,2023,the Dredging Contactors of America's Board of Directors unanimously voted to rehire Doyle as CEO and executive director,effective immediately. [9] [7]

From 1997 to 2001 he served as executive director of the Detroit/Wayne County Port Authority and from 2001 until his appointment as deputy director in 2003 as the executive director the Armenian Assembly of America. Between 2011 and 2015,Jamian resumed his role as executive director at the Port of Detroit. Since returning to private life in 2015,he has held the position of Chief Operations Officer for Troy,Michigan based AmeriCare Medical Inc. and continues to serve as the Armenian Assembly of America's State of Michigan Director.

SS Ralph Izard was a Liberty ship built in the United States during World War II. She was named after Ralph Izard,an American politician. He was appointed commissioner to the Court of Tuscany by the Continental Congress in 1776,but was recalled in 1779. He returned to America in 1780,and pledged his large estate in South Carolina,for the payment of war ships to be used in the American Revolutionary War. He was a member of the Continental Congress in 1782 and 1783. In 1788,he was elected to the United States Senate and served from March 4,1789,to March 4,1795,serving as President pro tempore of the United States Senate during the Third Congress.
