The Women's Equity Action League, or WEAL, was a United States women's rights organization founded in 1968 with the purpose of addressing discrimination against women in employment and education opportunities. Made up of conservative women, they used the court system to facilitate enforcing existing legislation. They are most known for filing cases against higher education institutions across the United States to address discriminatory hiring and promotion practices. They also successfully litigated over help-wanted advertisements being sex-segregated, extending military spousal benefits to husbands of female service personnel, and over the extent to which the Department of Defense could involve itself in the lives of military spouses.

History

The Women's Equity Action League (WEAL) was founded in 1968, [1] by Elizabeth M. Boyer, [2] during the 2nd wave feminist movement. The organization was founded in Cleveland, Ohio and headquartered in Washington, D.C., as a "spin-off" of the National Organization for Women (NOW) by more conservative women. [3] [4] WEAL did not support the radical platforms of women's liberationists, [5] [6] nor controversial issues such as abortion, child care, divorce, violence against women, and sexuality. WEAL focused instead on equal opportunities for women in education, economics, and employment. [9] [6] Among their goals were to extend the Civil Rights Act of 1964 to ban sex discrimination in all programs which received federal funding and extend the equal opportunity employment provisions to educational institutions. They also pressed for the Fair Labor Standards Act of 1938 to extend to administrative, executive, and professional employees the provision of equal pay for equal work and worked to promote investigation by the Civil Rights Commission on discrimination against women. [10] They were strongly supportive of the Equal Rights Amendment and worked with NOW in support of the ERA. [7] [8]

In 1969, WEAL members discovered that Executive Order 11246, signed by President Lyndon B. Johnson in 1965, had been amended by Executive Order 11375 in 1968 to include language that federal contractors could not discriminate on the basis of sex. As there was no exemption for educational institutions, as there had been in Title VII of the Civil Rights Act, WEAL launched a national campaign filing a class action suit against every college and university in the United States. [11] It was their most successful campaign to reduce sexism, [8] as it allowed them to compile statistics on the level of discrimination in academia and press the Department of Health, Education, and Welfare, (HEW) to enforce the executive orders. [11] The organization published the WEAL Washington Report, Better Late than Never: Financial Aid for Older Women, and newsletters on issues of concern to women, including executive and legislative actions and court decisions. WEAL established a tax-exempt fund which supported lawsuits and monitored implementation and enforcement of Title IX of the Education Amendments of 1972, dealing with academic discrimination in pay and tenure. They filed complaints against academic institutions at the Office of Federal Contract Compliance. They also instituted a lawsuit against The Pittsburgh Press for segregating employment advertisements by sex. [14] NOW joined the effort, which escalated to the Supreme Court, and ultimately eliminated the practice of sex-segregated advertising. Later that year, an internal disagreement over whether to pursue action in a pregnancy-discrimination case, which would become Cleveland Board of Education v. LaFleur , caused Jane Pinker to resign from the board. She and WEAL members who followed her formed the Women's Law Fund and successfully litigated LaFleur. [15]

Those who remained with WEAL, filed a sex-discrimination case in 1973, Frontiero v. Richardson to secure military benefits for the spouse of a female officer. [16] In 1977, they won a court order in Adams v. Califano, requiring HEW and the Department of Labor to enforce federal law and hire adequate staff to clear the pending cases of sex-discrimination. [17] WEAL also sought to remove gender as a factor in insurance ratings and lobbied for passage of the Pregnancy Discrimination Act of 1978. [12] Throughout the 1980s, WEAL worked on cases regarding women and the military, pressing for changes in the classification of jobs for which women were ineligible [18] and the way military spouses were treated. In 1987, they won a case which barred the Department of Defense from interfering in the careers of military spouses. Up to that point, servicemembers' spouses could be pressured to give up civilian careers or the amount of time they devoted to volunteer activities in the military community could be used to limit promotion opportunities of servicementers. Mink Equal Opportunity in Education Act following Mink's death in 2002.

Individualist feminism, sometimes also grouped with libertarian feminism or classical liberal feminism, is a feminist tradition that emphasize individualism, personal autonomy, choice, consent, freedom from state-sanctioned discrimination on the basis of sex or gender, and equality under the law.

Liberal feminism, also called mainstream feminism, is a main branch of feminism defined by its focus on achieving gender equality through political and legal reform within the framework of liberal democracy. As the oldest of the "Big Three" schools of feminist thought, liberal feminism has its roots in 19th century first-wave feminism that focused particularly on women's suffrage and access to education, and that was associated with 19th century liberalism and progressivism. Traditional liberal feminism has a strong focus on political and legal reforms aiming to give women equal rights and opportunities. Liberal feminists argue that society holds the false belief that women are, by nature, less intellectually and physically capable than men; thus it tends to discriminate against women in the academy, the forum, and the marketplace. Liberal feminists believe that "female subordination is rooted in a set of customary and legal constraints that blocks women's entrance to and success in the so-called public world", and strive for sexual equality via political and legal reform. Liberal feminism "works within the structure of mainstream society to integrate women into that structure."

Equality feminism is a subset of the overall feminism movement that focuses on the basic similarities between men and women, and whose ultimate goal is the equality of the sexes in all domains. This includes economic and political equality, equal access within the workplace, freedom from oppressive gender stereotyping, and an androgynous worldview.

Sex segregation is the physical, legal, and cultural separation of people according to their biological sex. Sex segregation can refer simply to the physical and spatial separation by sex without any connotation of illegal discrimination. In other circumstances, sex segregation can be controversial. Depending on the circumstances, it can be a violation of capabilities and human rights and can create economic inefficiencies; on the other hand, some supporters argue that it is central to certain religious laws and social and cultural histories and traditions.

Second-wave feminism was a period of feminist activity, and though it began in the United States in the early 1960s, it lasted roughly two decades. It quickly spread across the Western world, with an aim to increase equality for women by gaining more than just enfranchisement.

Mary Daly American radical feminist philosopher and theologian

Mary Daly was an American radical feminist philosopher, academic, and theologian. Daly, who described herself as a "radical lesbian feminist", taught at the Jesuit-run Boston College for 33 years. Daly retired in 1999, after violating university policy by refusing to allow male students in her advanced women's studies classes. She allowed male students in her introductory class and privately tutored those who wanted to take advanced classes.

Equal pay for equal work is the concept of labour rights that individuals in the same workplace be given equal pay. It is most commonly used in the context of sexual discrimination, in relation to the gender pay gap. Equal pay relates to the full range of payments and benefits, including basic pay, non-salary payments, bonuses and allowances. Some countries have moved faster than others in addressing equal pay.

<i>The First Sex</i>

The First Sex is a 1971 book by the American librarian Elizabeth Gould Davis, considered part of the second wave of feminism. In the book, Gould Davis aimed to show that early human society consisted of matriarchal "queendoms" based around worship of the "Great Goddess", and characterised by pacifism and democracy. Gould Davis argued that the early matriarchal societies attained a high level of civilization, which was largely wiped out as a result of the "patriarchal revolution". She asserted that patriarchy introduced a new system of society, based on property rights rather than human rights, and worshipping a stern and vengeful male deity instead of the caring and nurturing Mother Goddess.

Antifeminism, also spelled anti-feminism, is either opposition to some or all forms of feminism, the philosophical position holding that feminist worldviews and theories are largely incorrect, and/or the ethical position that feminist attitudes are misguided or immoral. In the late 19th century and early 20th century some antifeminists opposed particular policy proposals for women's rights, such as the right to vote, educational opportunities, property rights, and access to birth control. In the mid and late 20th century antifeminists often opposed the right to abortion and, in the United States, the Equal Rights Amendment. In the early 21st century antifeminism has sometimes been an element of violent, far-right extremist acts.

Equity feminism is a form of liberal feminism that advocates the state's equal treatment of women and men without challenging inequalities perpetuated by employers, educational and religious institutions, and other elements of society. The concept has been discussed since the 1980s. Equity feminism has been defined and classified as a kind of classically liberal or libertarian feminism, in contrast with social feminism, difference feminism, gender feminism, and equality feminism.

The Feminist Majority Foundation (FMF) is a non-profit organization headquartered in Arlington County, Virginia, whose stated mission is to advance non-violence and women's power, equality, and economic development. The name Feminist Majority comes from a 1986 Newsweek/Gallup public opinion poll in which 56 percent of American women self-identified as feminists. President and one of the founders, Eleanor Smeal, chose the name to reflect the results of the poll, implying that the majority of women are feminists.

Bernice Sandler

Bernice Resnick Sandler was an American women's rights activist born in New York. Sandler is best known for being instrumental in the creation of Title IX, a portion of the Education Amendments of 1972, in conjunction with Representatives Edith Green (D-OR) and Patsy Mink (D-HI) and Senator Birch Bayh (D-IN) in the 1970s. She has been called "the Godmother of Title IX" by The New York Times.
