Women in development

Women in development is an approach of development projects that emerged in the 1960s, calling for treatment of women's issues in development projects. It is the integration of women into the global economies by improving their status and assisting in total development. However, the priority of Women in Development later became concerned with how women could contribute to development of away from its initial goals of addressing equity. [1] Later, the Gender and development (GAD) approach proposed more emphasis on gender relations rather than seeing women's issues in isolation. [2]

Concepts

In Africa, one of the first to recognise the importance of women in farming was Hermann Baumann in 1928, with his classic article The Division of Work According to African Hoe Culture. Kaberry published a much-quoted study of women in the Cameroon in 1952, and empirical data on male and female activities was documented in Nigerian Cocoa Farmers published in 1956 by Galletti, Baldwin and Dina. [3] Ester Boserup's pioneering Women's Role in Economic Development brought greater, attention to the importance of women's role in agricultural economies and the lack of alignment of development projects with this reality. [4] In the preface to her book, Boserup wrote that "in the vast and ever-growing literature on economic development, reflections on the particular problems of women are few and far between". [5] She showed that women often did more than half the agricultural work, in one case as much as 80%, and that they also played an important role in trade. [3]

In other countries, women were severely underemployed. According to the 1971 census in India, women constituted 48.2% of the population but only 13% of economic activity. Women were excluded from many types of formal job, so 94% of the female workforce was engaged in the unorganized sector employed in agriculture, agro-forestry, fishery, handicrafts and so on. [6] With growing awareness of women's issues, in the 1970s development planners began to try to integrate women better into their projects to make them more productive. [4] The WID approach initially accepted existing social structures in the recipient country and looked at how to better integrate women into existing development initiatives. [7] The straightforward goal was to increase the productivity and earnings of women. [8]

Activities

The United Nations Development Program (UNDP) established a special Division for Women in Development, promoting concrete action to ensure that women participate in UNDP projects. [9] The United Nations paper International Development Strategy for the Third United Nations Development Decade, issued in 1980, recognized a number of Women in Development issues. It called for women to play an active role in all sectors and at all levels of the Program of Action adopted by the World Conference of the United Nations Decade for Women, both as agents and beneficiaries. Policies on industrialization, food and agriculture, science and technology and social development should all involve women. [10]

A 1985 report by the OECD Development Center surveyed a broad sample of development projects aimed at women. It concluded that many were too welfare-oriented. It said "future projects should avoid the home economics approach and focus on income-generating activities which are relevant and useful to the women participating". It also noted the lack of information about women's roles and activities, and called for greater research as input to development projects. [11]

The Harvard Analytical Framework attempted to address these concerns. The framework has its origins in 1980 with a request to Harvard University for WID training from the World Bank. James Austin, who was well known for case-method training at Harvard, led a team with three women experienced in WID work: Catherine Overholt, Mary Anderson and Kathleen Cloud. These became known as the "Harvard Team". [12] The framework was elaborated by the Harvard Institute for International Development in collaboration with the WID office of USAID, and was first described in 1984 by Catherine Overholt and others. It was one of the earliest of such frameworks. [13] The starting point for the framework was the assumption that it makes economic sense for development aid projects to allocate resources to women as well as men, which will make development more efficient – a position named the "efficiency approach". [14]

In November 1990 the leaders of the South Asian Association for Regional Cooperation (SAARC) countries endorsed recommendations of the second SAARC ministerial meeting of Women in Development held in June 1990, agreeing that the years 1991–2000 should be observed as the "SAARC Decade of the Girl Child". A wide range of recommendations for improving the development of female children were accepted. [15]

Criticism

The validity of the basic assumptions of the WID approach have been criticized by some, while other consider that it does not go far enough. [16] The latter group says it ignores the larger social processes that affect women's lives and their reproductive roles. [4] The approach does not address the root causes of gender inequalities. [17] The Gender and Development (GAD) approach in the 1980s attempted to redress the problem, using gender analysis to develop a broader view. [4] The approach is more concerned with relationships, the way in which men and women participate in development processes, rather than strictly focusing on women's issues. [8]

In a 1988 paper Women in Development: Defining the Issues for the World Bank, Paul Collier argued that gender-neutral public policies may be inadequate, and gender-specific policies may be required to more effectively alleviate problems. [18] In at least some countries, women have become increasingly involved in financial budgeting and management and since the 1995 Beijing Conference on Women there has been a surge in gender-responsive budgeting. [19]

Its member states are Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. SAARC comprises 3% of the world's land area, 21% of the world's population and 5.21% of the global economy, as of 2021.

Development communication engages stakeholders and policy makers, establishes conducive environments, assesses risks and opportunities and promotes information exchange to create positive social change via sustainable development. Development communication techniques include information dissemination and education, behavior change, social marketing, social mobilization, media advocacy, communication for social change, and community participation.

Development aid is a type of foreign/international/overseas aid given by governments and other agencies to support the economic, environmental, social, and political development of developing countries. Closely-related concepts include: developmental aid, development assistance, official development assistance, development policy, development cooperation and technical assistance. It is distinguished from humanitarian aid by aiming at a sustained improvement in the conditions in a developing country, rather than short-term relief. Development aid is thus widely seen as a major way to meet Sustainable Development Goal 1 for the developing nations.

<span class="mw-page-title-main">United Nations Development Fund for Women</span>

The United Nations Development Fund for Women was established in December 1976 originally as the Voluntary Fund for the United Nations Decade for Women in the International Women's Year. Its first director was Margaret C. Snyder. UNIFEM provided financial and technical assistance to innovative programmes and strategies that promoted women's human rights, political participation and economic security. Since 1976 it supported women's empowerment and gender equality through its programme offices and links with women's organizations in the major regions of the world. Its work on gender responsive budgets began in 1996 in Southern Africa and expanded to include East Africa, Southeast Asia, South Asia, Central America and the Andean region. It worked to increase awareness throughout the UN system of gender responsive budgets as a tool to strengthen economic governance in all countries. In 2011, UNIFEM merged with some other smaller entities to become UN Women.

Gender mainstreaming is the public policy concept of assessing the implications for people of different genders of a planned policy action, including legislation and programmes. Mainstreaming offers a pluralistic approach that values the diversity among people of different genders.

Bina Agarwal is an Indian development economist and Professor of Development Economics and Environment at the Global Development Institute at The University of Manchester. She has written extensively on land, livelihoods and property rights; environment and development; the political economy of gender; poverty and inequality; legal change; and agriculture and technological transformation. Among her best known works is the award-winning book—A Field of One's Own: Gender and Land Rights in South Asia—which has had a significant impact on governments, NGOs, and international agencies in promoting women's rights in land and property. This work has also inspired research in Latin America and globally.

Ester Boserup was a Danish economist. She studied economic and agricultural development, worked at the United Nations as well as other international organizations, and wrote seminal books on agrarian change and the role of women in development.

The Harvard Institute for International Development (HIID) was a think-tank dedicated to helping nations join the global economy, operating between 1974 and 2000. It was a center within Harvard University, United States.

The Harvard Analytical Framework, also called the Gender Roles Framework, is one of the earliest frameworks for understanding differences between men and women in their participation in the economy. Framework-based gender analysis has great importance in helping policy makers understand the economic case for allocating development resources to women as well as men.

Gender analysis is a type of socio-economic analysis that uncovers how gender relations affect a development problem. The aim may just be to show that gender relations will probably affect the solution, or to show how they will affect the solution and what could be done. Gender analysis frameworks provide a step-by-step methodology for conducting gender analysis.

Catherine A. Overholt is a health economist who has assisted many development agencies with gender issues, health economics, case writing and case method training. She is part of the team that developed the Gender Analysis Framework (1984) in cooperation with the Harvard Institute for International Development and the USAID Office of Women in Development.

Gender and development is an interdisciplinary field of research and applied study that implements a feminist approach to understanding and addressing the disparate impact that economic development and globalization have on people based upon their location, gender, class background, and other socio-political identities. A strictly economic approach to development views a country's development in quantitative terms such as job creation, inflation control, and high employment – all of which aim to improve the ‘economic wellbeing’ of a country and the subsequent quality of life for its people. In terms of economic development, quality of life is defined as access to necessary rights and resources including but not limited to quality education, medical facilities, affordable housing, clean environments, and low crime rate. Gender and development considers many of these same factors; however, gender and development emphasizes efforts towards understanding how multifaceted these issues are in the entangled context of culture, government, and globalization. Accounting for this need, gender and development implements ethnographic research, research that studies a specific culture or group of people by physically immersing the researcher into the environment and daily routine of those being studied, in order to comprehensively understand how development policy and practices affect the everyday life of targeted groups or areas.

The Moser Gender Planning Framework is a tool for gender analysis in development planning. It was developed by Caroline Moser. The goal is to free women from subordination and allow them to achieve equality, equity, and empowerment.

Martha Chen is an American academic, scholar and social worker, who is presently a lecturer in public policy at the Harvard Kennedy School and senior advisor of the global research-policy-action network WIEGO and a member of the Advisory Board of the United Nations University World Institute for Development Economics Research (UNU-WIDER). Martha is a development practitioner and scholar who has worked with the working poor in India, South Asia, and around the world. Her areas of specialization are employment, poverty alleviation, informal economy, and gender. She lived in Bangladesh working with BRAC, one of the world's largest non-governmental organizations, and in India, as field representative of Oxfam America for India and Bangladesh for 15 years.

The anthropology of development is a term applied to a body of anthropological work which views development from a critical perspective. The kind of issues addressed, and implications for the approach typically adopted can be gleaned from a list questions posed by Gow (1996). These questions involve anthropologists asking why, if a key development goal is to alleviate poverty, is poverty increasing? Why is there such a gap between plans and outcomes? Why are those working in development so willing to disregard history and the lessons it might offer? Why is development so externally driven rather than having an internal basis? In short, why is there such a lack of planned development?

In feminist economics, the feminization of agriculture refers to the measurable increase of women's participation in the agricultural sector, particularly in the developing world. The phenomenon started during the 1960s with increasing shares over time. In the 1990s, during liberalization, the phenomenon became more pronounced and negative effects appeared in the rural female population. Afterwards, agricultural markets became gendered institutions, affecting men and women differently. In 2009 World Bank, FAO & IFAD found that over 80 per cent of rural smallholder farmers worldwide were women, this was caused by men migrating to find work in other sectors. Out of all the women in the labor sector, the UN found 45-80% of them to be working in agriculture

Climate-smart agriculture (CSA) is an integrated approach to managing landscapes to help adapt agricultural methods, livestock and crops to the effects of climate change and, where possible, counteract it by reducing greenhouse gas emissions from agriculture, at the same time taking into account the growing world population to ensure food security. Thus, the emphasis is not simply on carbon farming or sustainable agriculture, but also on increasing agricultural productivity. "CSA ... is in line with FAO’s vision for Sustainable Food and Agriculture and supports FAO’s goal to make agriculture, forestry and fisheries more productive and more sustainable".
