World Federation for Medical Education (WFME) is a non-governmental organisation concerned with education and training of medical doctors worldwide. WFME's main objective is to "enhance the quality of medical education worldwide, with promotion of the highest scientific and ethical standards in medical education". The organisation develops standards for medical education and promotes accreditation of medical schools. It also co-manages the World Directory of Medical Schools. [1]

WFME works in partnership with its six Regional Associations for Medical Education [2] and other international organisations including the World Health Organization [3] and the World Medical Association, [4] with WFME's associate members, and with medical schools worldwide.

History

WFME was founded on the 30 September 1972 in Copenhagen. The founding organisations included the World Health Organization (WHO) and World Medical Association (WMA).

In 1988 the Edinburgh declaration was approved at the World Conference on Medical Education, calling for greater co-operation between the health system and the education system, reflecting national needs in medical education and continuing lifelong education of medical staff to achieve quality in practice. [5] The Declaration was adopted by the World Health Assembly in 1989. [6]

The aspect of medical education responding to the national needs was also stressed at the World Summit on Medical Education 1993.

WFME participated in the Global Consensus Project for Social Accountability of Medical Schools initiated in 2010, which further focused on the co-operation and link between medical education and the society, highlighting the necessity to meet the health care needs of patients and societies. [7]

In the years 2008-2014 WFME maintained the Avicenna directory, a public database of worldwide  medical schools,  schools of pharmacy, schools of  public health  and educational institutions of other academic health professions, which was later merged with IMED to create the World Directory of Medical Schools. [8]

WFME previously had offices in Bethesda, Maryland (USA) and Edinburgh (UK), and most recently in Copenhagen (Denmark) and Ferney-Voltaire (France). The organisation is currently registered in the UK and France. [9] [10]

Mission

The three major projects WFME currently prioritises are the creation of global standards [11] for quality improvement of medical education, managing the World Directory of Medical Schools [12] and the Recognition of Accreditation. [13]

In developing Global Standards, the WFME appointed three International Task Forces, one for each of the three phases of medical education:

Building on the standards, WFME provides guidance on establishing medical schools in the context of global standards but also with respect to the national need. [14]

Together with FAIMER, WFME co-manages the World Directory of Medical School, a public database of medical schools worldwide. [8]

WFME Recognition Programme aims to ensure that accreditation of medical schools in the world, is at an internationally accepted standard. WFME awards Recognition Status to the accrediting agencies that apply and are assessed to be up to the agreed standard. [15]

ECFMG published a press release stating that students applying for ECFMG Certification after 2023 will be required to have graduated from a medical school that has been "appropriately accredited by an agency that uses criteria comparable to those established for U.S. medical schools by the  Liaison Committee on Medical Education (LCME) or that uses other globally accepted criteria, such as WFME's". [16]

WFME also develops a project on the Role of the Doctor in the modern society, reflecting the changing position of the medical professions in the world. [17]

Governance

WFME strategy is developed and agreed at the yearly Executive Council meeting. The Executive Council includes  the directors of the six regional organisations, representatives of the founding organisations (WHO, WMA) and collaborating organisations (ECFMG, IFMSA) The Junior Doctors Network of WMA also attends by invitation. Affiliated organisations

WFME has been in official relationship with WHO since 1974 aiming to improve medical education worldwide. [19] [20] In 2004 the two organisations formed a strategic partnership and established the international Task Force on Accreditation in Medical Education. The role of WFME in this partnership is to "update global standards, review regional and national standards, collect and disseminate information, encourage institutional self-evaluation and establish an adviser function". [21]

WFME has a formal relationship with the World Medical Association (WMA), [4] and since 1997 with the International Federation of Medical Students´ Associations (IFMSA). [22]

The Educational Commission for Foreign Medical Graduates (ECFMG) became a coopted member in 2007. [7]

The International Medical Education Directory (IMED) was a public database of worldwide medical schools. The IMED was published as a joint collaboration of the Educational Commission for Foreign Medical Graduates (ECFMG) and the Foundation for Advancement of International Medical Education and Research (FAIMER).

International University is a private higher education institution specializing in medicine and medical science. Established in 2002, IU is recognized and nationally accredited by the government of Cambodia, the Ministry of Education, Youth and Sports and the Accreditation Committee of Cambodia (ACC). International University education standards are recognized by transnational medical institutions such as the Asia–Europe Foundation, Association of Southeast Asian Institutions of Higher Learning (ASAIHL), UN World Health Organization - including accreditation with the United States-based Educational Commission for Foreign Medical Graduates (ECFMG), Foundation for Advancement of International Medical Education and Research (FAIMER) and International Medical Education Directory (IMED) enabling medical school graduates to take the three complete steps of the United States Medical Licensing Examination (USMLE) and on successful completion can register for physician residency and practice medicine in the United States. The medium of instruction used at IU are English and Khmer.

An international medical graduate (IMG), earlier known as a foreign medical graduate (FMG), is a physician who has graduated from a medical school outside of the country where he or she intends to practice. The term non-local medical graduate may be similarly used in countries with distinct licensing regions within them. Generally, the medical school of graduation is one listed in the World Directory of Medical Schools (WDOM) as accredited by the Foundation for Advancement of International Medical Education and Research or the World Health Organization.

Medical education in Philippines is principally offered and developed by accredited and government recognized medical schools in the country.

Doctor of Osteopathic Medicine is a medical degree conferred by the 38 osteopathic medical schools in the United States. DO and Doctor of Medicine (MD) degrees are equivalent: a DO graduate may become licensed as a physician or surgeon and thus have full medical and surgical practicing rights in all 50 US states. As of 2021, there were 168,701 osteopathic physicians and medical students in DO programs across the United States. Osteopathic medicine emerged historically from osteopathy, but has become a distinct profession.

The Avicenna Directory project was a public database of worldwide medical schools, schools of pharmacy, schools of public health and educational institutions of other academic health professions. The Avicenna Directory was maintained by the University of Copenhagen in collaboration with the World Health Organization (WHO) and the World Federation for Medical Education (WFME) in the years 2008-2015.

AIUWA admit students three times a year. The first campus is located at 89 Kairaba Avenue, KSMD, Fajara, The Gambia. 201 students from 14 countries enrolled in 2013. A new campus has been constructed at Kanifing Institutional Area. 120,000 square foot campus houses State of Art classrooms, Laboratories, Library, Conference rooms and other Students facilities. Construction of the new campus started in April 2013 and was completed by end of 2016. It has since graduated a high numbers of Nurses who are helping the Health sector of the county in various parts and most of the graduates are out of the country for further educations(such as Masters) or working with International Organizations such as WHO, UN MRC. although a large number of the students in the school, popularly known as AIUWA are international students, most have them are doing well in their countries. The school is accredited by National Accreditation and Quality Assurance Agency (NAQAA) which was established in 2015. AIUWA is a great place to be and most of the Lecturers in the school are Professors, PhDs and Masters holders.

The World Directory of Medical Schools is a public database of institutions that provide medical education. There are over 3,800 medical schools listed in the directory. The directory is published as a collaboration of the World Federation for Medical Education (WFME) and the Foundation for Advancement of International Medical Education and Research (FAIMER).

University of Science, Arts and Technology (USAT) is an offshore private medical school located near Olveston, Montserrat. The university opened in 2003 with administrative headquarters in Colorado and its campus located in Montserrat. The school has graduates practicing in both the United States and worldwide and admits both domestic and foreign students.
