The World forum on Intercultural dialogue is an international forum held in the Republic of Azerbaijan since 2011 to establish an effective and efficient dialogue between cultures and civilizations. Based on the Baku process and related declaration in 2008.
10 Islamic countries were invited by Azerbaijan to the conference of culture ministers of the Council of Europe member states held on December 2–3, 2008. [1] "Baku Declaration on the Promotion of Intercultural Dialogue" was adopted at this conference, where high-level representatives from 48 countries, 8 international organizations and several international non-governmental organizations from Europe and neighboring regions participated in the conference. [2] "Baku Process", promotes dialogue between civilizations and the "Artists for Dialogue" project. [3]
On April 7–9, 2011, the 1st World Forum on Intercultural Dialogue was held in Baku with the support of UNESCO, UN Alliance of Civilizations, Council of Europe and ISESCO and participation of official representatives from 102 countries. [4]
The Second World Forum on Intercultural Dialogue was held in Baku on 29 May - 1 June 2013 under the slogan "Living together in a multicultural world". UNESCO, UN Alliance of Civilizations, Council of Europe and ISESCO, as well as the UN World Tourism Organization, were the main partners in the organizing of the forum. [5]
The 3rd World Forum on Intercultural Dialogue was organized under the slogan of “sharing culture for shared safety” with the partnerships of UNESCO, the UN Alliance of Civilizations, UN World Tourism Organization, the Council of Europe and UNESCO in Baku on May 18–19, 2015. [6]
The Peace Tree monument was built near the National Flag Square, in the territory of new boulevard. The opening ceremony of The Peace Tree was held On May 17, 2015. The monument was opened by the First Lady of Azerbaijan, Director-General of UNESCO Irina Bokova and the author of The Peace Tree Hedva Ser. The creator of The Peace Tree is Hedra Ser UNESCO “Artist for Peace”.
The 4th World Forum on Intercultural Dialogue was held on May 5–6, 2017 in Baku under the motto “Advancing Intercultural Dialogue: New Avenues for Human Security, Peace and Sustainable Development”. The Forum was co-organized by UNESCO, UN Alliance of Civilizations, UN World Tourism Organization, Council of Europe, ISESCO, and North-South Center of the Council of Europe. Nearly 120 officials from foreign countries, representatives of 39 international organizations and more than 50 non-governmental organizations participated. [7] [8]
V World Forum on Intercultural Dialogue took place on May 2–3, 2019 in Baku, Azerbaijan. The forum was organized by the Government of Azerbaijan together with UNESCO, UNAOC, UNWTO, the Council of Europe and ISESCO under the motto of “Building dialogue into action against discrimination, inequality, and violent conflict” with participants from 100 countries and 30 international organizations. Azerbaijani, English, French, and Russian were the most used languages during the event. The event has been broadcast by the UN on its official website. [9] [10]
During the inaugural 2011 World forum on Intercultural dialogue, Azerbaijani president Ilham Aliyev praised Azerbaijan as a beacon of tolerance and guaranteed the international audience that "everyone lives like one family in Azerbaijan. No national or religious confrontations or misunderstandings have existed here". The modern historian Krista A. Goff explains that although there is a domestic audience for such statements within Azerbaijan, the Azerbaijani leadership also uses events such as the World forum on Intercultural dialogue as part of their persistent attempts to bolster Azerbaijan's global prestige and economic standing, while simultaneously trying to nullify and reject any international criticism regarding its appaling human rights record, political repression and endemic corruption. Azerbaijan, as per Aliyev's office, yearns to be viewed "in the world as the center of multiculturalism". Goff explains that Azerbaijan's leadership tries to reach these goals through strategic public relations which, amongst others, includes the hosting and funding of concerts, conferences, sponsored trips and publications. The culture of Azerbaijan combines a diverse and heterogeneous set of elements which developed under the influence of Iranic, Turkic and Caucasian cultures. Azerbaijani culture includes its distinct cuisine, literature, folk art, and music.
The United Nations Alliance of Civilizations (UNAOC) is an initiative that attempts to "galvanize international action against extremism" through the forging of international, intercultural and interreligious dialogue and cooperation. The Alliance places a particular emphasis on defusing tensions between the Western and Islamic worlds.
Mehriban Arif gizi Aliyeva is an Azerbaijani politician and physician who is the vice president and First Lady of Azerbaijan.
Foreign relations exist between Azerbaijan and Kazakhstan. Azerbaijan has an embassy in Astana and a consulate in Aktau. Kazakhstan has an embassy in Baku.
Abulfas Mursal oglu Garayev is an Azerbaijani politician, who served as the Minister of Culture of Azerbaijan.
Ilham Heydar oghlu Aliyev is an Azerbaijani politician who is the fourth and current president of Azerbaijan. The son and second child of former Azerbaijani president Heydar Aliyev, Aliyev became the country's president on 31 October 2003, after a two-month term as prime minister of Azerbaijan, through a presidential election defined by irregularities shortly before his father's death. He was reelected for a second term in 2008 and was allowed to run in elections indefinitely in 2013 and 2018 due to the 2009 constitutional referendum, which removed term limits for presidents. Throughout his electoral campaign, Aliyev was a member of the ruling New Azerbaijan Party, which he has headed since 2005.
The Organization of Turkic States (OTS), formerly called the Turkic Council or the Cooperation Council of Turkic Speaking States, is an intergovernmental organization comprising prominent independent Turkic countries: Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey and Uzbekistan. It is an intergovernmental organization whose overarching aim is promoting comprehensive cooperation among Turkic-speaking states. First proposed by Kazakh President Nursultan Nazarbayev in 2006, it was founded on 3 October 2009, in Nakhchivan. The General Secretariat is in Istanbul.

In 1991, Azerbaijan joined the Organisation of Islamic Cooperation and started to build relations with the organization. As a result, the ambassador of Azerbaijan to Saudi Arabia was given a mandate of permanent representative of Azerbaijan to the General Secretariat of the OIC in May 1994.
The Congress of World Azerbaijanis or World Azerbaijani Congress is a pan-Turkist organization that reconvenes every five years. It was founded in 2001 in Baku, the capital of the Republic of Azerbaijan, by decree of former president Heydar Aliyev. It was founded to present the Republic of Azerbaijan as the homeland of the entire Azerbaijani diaspora.
The Organization for Economic Co-operation is an intergovernmental organization established in 1985 with cooperation of Turkey, Iran and Pakistan. The crucial goal of this organization is to achieve sustainable economic development, promote trade, integrate to the world economy and develop efficient transport system. Azerbaijan joined the organization in 1992. From August 2012 till 2016, the Secretary General of ECO is a representative from Azerbaijan.

The 18th Summit of the Non-Aligned Movement was held October 25–26, 2019 in Baku, Azerbaijan. The summit was attended by the delegation from more than 120 countries.
