Yvonne Murphy was a judge of the Irish Circuit Court from 1998 to 2012. She has acted as chair of several Commissions of Investigation and an inquiry into various child abuse issues within the Catholic Church in Ireland.
Before practising law, Judge Murphy, a native of County Donegal in Ulster, worked with the National Social Service Board and was responsible for setting up a network of citizens’ information centres throughout Ireland. She practised at the Bar on the Northern and Dublin Circuits and is a member of the Bar of England and Wales and of the Bar of Northern Ireland. She is a former Vice-Chair of the Employment Equality Agency and of the Employment Appeals Tribunal. While in practice at the Bar, she was co-Editor of the Irish Times Law Reports and authored several books and articles. [1] [2]
Murphy was married to the late Justice Adrian Hardiman, judge of the Supreme Court of Ireland; the couple had three sons. [3]
In 2006, Murphy was appointed chair of the Commission of Investigation into sexual abuse by Catholic clergy from, or attached to, the Archdiocese of Dublin between 1 January 1975 and 1 May 2004. That Commission culminated in the production of the Murphy Report in 2009.[ citation needed ]
Murphy then also chaired an inquiry into sexual abuse in the Roman Catholic Diocese of Cloyne, which led to the publication of the Cloyne Report in July 2011.[ citation needed ]
In 2015, Murphy was appointed chair of the Mother and Baby Homes Commission of Investigation, following revelations about the burial of 800 children in unmarked mass graves in the Bon Secours Mother and Baby Home. [4] The executive summary and conclusion of the report have been subject to much criticism since its publication.[ citation needed ]
Mary Eleanor Laffoy, SC is a retired Irish judge who is currently President of the Law Reform Commission. She previously served as a Judge of the Supreme Court from 2013 to 2017, and a Judge of the High Court from 1995 to 2013. She chaired the Citizens' Assembly between 2016 and 2018.

The Commission to Inquire into Child Abuse (CICA) was one of a range of measures introduced by the Irish Government to investigate the extent and effects of abuse on children from 1936 onwards. Commencing its work in 1999, it was commonly known in Ireland as the Laffoy Commission after its chair, Justice Mary Laffoy. Laffoy resigned as chair in 2003 and was succeeded by Justice Sean Ryan, with the commission becoming known as the Ryan Commission. It published its final public report, commonly referred to as the Ryan report, in 2009.

The sexual abuse in the Roman Catholic Diocese of Cloyne was investigated by the Commission of Investigation, Dublin Archdiocese, Catholic Diocese of Cloyne, examining how allegations of sexual abuse of children in the diocese were dealt with by the church and state. The investigation, which resulted in the publication of the Cloyne Report in July 2011, was led by Judge Yvonne Murphy. The inquiry was ordered to look at child protection practices in the diocese and how it dealt with complaints against 19 priests made from 1996.

From the late 1980s, allegations of sexual abuse of children associated with Catholic institutions and clerics in several countries started to be the subject of sporadic, isolated reports. In Ireland, beginning in the 1990s, a series of criminal cases and Irish government enquiries established that hundreds of priests had abused thousands of children over decades. Six reports by the former National Board for Safeguarding Children in the Catholic Church established that six Irish priests had been convicted between 1975 and 2011. This has contributed to the secularisation of Ireland and to the decline in influence of the Catholic Church. Ireland held referendums to legalise same-sex marriage in 2015 and abortion in 2018.
The Murphy Report is the brief name of the report of a Commission of investigation conducted by the Irish government into the sexual abuse scandal in the Catholic archdiocese of Dublin. It was released in 2009 by Judge Yvonne Murphy, only a few months after the publication of the report of the Commission to Inquire into Child Abuse chaired by Sean Ryan, a similar inquiry which dealt with abuses in industrial schools controlled by Roman Catholic religious institutes.

The Mother and Baby Homes Commission of Investigation was a judicial commission of investigation, established in 2015 by the Irish government to investigate deaths and misconduct during the 20th century in mother and baby homes—institutions, most run by Catholic religious nuns, where unwed women were sent to deliver their babies. It was set up following statements that the bodies of up to 800 babies and children may have been interred in an unmarked mass grave in the Bon Secours Mother and Baby Home, located in Tuam, County Galway. Its remit additionally covered investigation into the records of and the practices at an additional thirteen Mother and Baby Homes. The members of the three-person Commission were Judge Yvonne Murphy (chairperson), Dr William Duncan and Professor Mary E. Daly.
The Scottish Child Abuse Inquiry was established in October 2015 to inquire into cases of abuse of children in care in Scotland. It was to report and make recommendations within four years by 2019. But this deadline was later changed to "as soon as reasonably practicable". Concerns have been raised about mounting costs and delays in the Inquiry. Six years after the start of the on-going Inquiry and long after the original deadline, Lady Smith released a report which was critical of the previous Scottish Government for the 'woeful and avoidable' delay in setting up the Inquiry.
