Malam Bacai Sanhá was a Guinea-Bissau politician who was President of Guinea-Bissau from 8 September 2009 until his death on 9 January 2012. A member of the African Party for the Independence of Guinea and Cape Verde (PAIGC), Sanhá was President of the National People's Assembly from 1994 to 1999 and then served as acting President of Guinea-Bissau from 14 May 1999, to 17 February 2000, following the ouster of President João Bernardo Vieira. Standing as the PAIGC candidate, he placed second in the 1999–2000 presidential election as well as the 2005 presidential election before winning the June–July 2009 presidential election.

Basile Adjou Moumouni was a Beninese physician. He was active in his native country when the west Africa country of Republic of Benin was called Dahomey. Spending almost his entire adult life outside his native country, he worked for the World Health Organization in Brazzaville. In the 1968 presidential election, he won with over 80 percent of the vote. This decision was annulled, however, by incumbent President Alphonse Alley because organised demonstrations prohibited almost three-quarters of the electorate from casting their ballots.

Presidential elections were held in Dahomey on 5 May 1968. Basile Adjou won with 84% of the vote, but the results were invalidated due to insufficient voter turnout. A referendum on 28 July resulted in Émile Derlin Zinsou being confirmed as president.

Benin, officially the Republic of Benin, is a country in Western Africa. It borders Togo to the west, Nigeria to the east and Burkina Faso and Niger to the north; its short coastline to the south leads to the Bight of Benin. Its size is just over 110000 km2 with a population of almost 8500000. Its capital is the Yoruba founded city of Porto Novo, but the seat of government is the Fon city of Cotonou. About half the population live below the international poverty line of US$1.25 per day.
