The Armed Forces of the Philippines (AFP) Modernization Act, [1] officially designated as Republic Act No. 7898, [1] was a Philippine law that was enacted on February 23, 1995, by President Fidel V. Ramos. It was aimed to modernize all branches of the Armed Forces of the Philippines (AFP) such as the Philippine Air Force, Philippine Navy, and the Philippine Army. The law was amended by Republic Act No. 10349, also known as the Revised AFP Modernization Act, on December 11, 2012.

History

The law was intended to last for 15 years with an initial budget of 50 billion pesos for the first five years, [2] but the funding was stopped due to the 1997 Asian financial crisis. [3] After the financial crisis, the funding for the AFP modernization was halted and later neglected by successive administrations until the law expired in 2010. [4]

On December 11, 2012, it was amended by Republic Act No. 10349, also known as the Revised AFP Modernization Act, which extends the modernization program for another 15 years with an initial budget of ₱75 billion for the first five years in order to continue modernizing all the branches of the AFP. The amended law was made under the leadership of President Benigno Aquino III. This new law is aimed at building a defense system capable of addressing the assessed threats, [5] [6] at a time when the Philippines is locked with a sea dispute with China in the contested Spratly Islands along with Taiwan and other southeast Asian nations like Brunei, Malaysia, and Vietnam.

The revised AFP modernization program is divided into three horizons. [7] [8] The first was implemented from 2013 to 2017, the second is from 2018 to 2022, while the third is from 2023 to 2028. A total Projected Cost of US$40 billion [9]

On June 20, 2018, President Rodrigo Duterte approved the Armed Forces modernization program's shopping list for Horizon 2. The list of projects will be implemented from 2018 to 2022, with a budget of about ₱300 billion, or about US$5.6 billion. [7] [8] [10]

On October 13, 2023, Secretary Gilberto Teodoro announced that Congress will possibly allow amendment on military modernization/procurement laws. [11]

In January 2024, President Ferdinand Marcos Jr. approved the "Re-Horizon 3" initiative which overhauled the previous acquisition list contained in the original third phase of the modernization program. Re-Horizon 3 will spend up to US$35 Billion over the next decade. [12]

On April 27, Israel Aerospace Industries announced that they signed an agreement with HHI to supply the future corvettes with the IAI ALPHA 3D radar system. [84]

The Philippine Navy (PN) is the naval warfare service branch of the Armed Forces of the Philippines. It has an estimated strength of 24,500 active service personnel, including the 10,300-strong Philippine Marine Corps. It operates 90 combat vessels, 14 auxiliary vessels, 25 manned aircraft and 8 unmanned aerial vehicles. Tracing its roots from the Philippine Revolutionary Navy on May 20, 1898, while its modern foundations were created during the creation of the Offshore Patrol in February 9, 1939, the PN is currently responsible for naval warfare operations and maritime patrol missions within the Philippine Waters, as well as ensuring the protection of the Philippine's maritime interests, including the West Philippine Sea and Benham Rise.

The Department of National Defense is the executive department of the Philippine government responsible for guarding against external and internal threats to peace and security in the country. The Department of National Defense exercises executive supervision over the Armed Forces of the Philippines (AFP), the Office of Civil Defense (OCD), the Philippine Veterans Affairs Office (PVAO), the National Defense College of the Philippines (NDCP), the Government Arsenal (GA), and Veterans Memorial Medical Center (VMMC). It is also responsible for disaster preparation and management in the country.

The Philippine Air Force (PAF) is the aerial warfare service branch of the Armed Forces of the Philippines. Initially formed as part of the Philippine Army as the Philippine Army Air Corps (PAAC) in 1935, the PAAC eventually saw combat during World War 2 and was formally separated from the Army in 1947 as a separate service branch of the AFP under Executive Order No. 94. At present, the PAF is responsible for both defending Philippine airspace, and conducting aerial operations throughout the Philippines, such as close air support operations, combat air patrols, aerial reconnaissance missions, airlift operations, helicopter tactical operations, special operations, and aerial humanitarian operations, which includes search and rescue operations. The PAF has also carried out various missions within the country and abroad.

The Del Pilar-class are offshore patrol vessels currently in service with the Philippine Navy and previously in service with the US Coast Guard as Hamilton-class high endurance cutters. The Department of National Defense is currently in the process of upgrading their systems and capabilities under a modernization project awarded to Hanwha Systems of South Korea.

The Tarlac class are landing platform docks of the Philippine Navy meant for amphibious operations and transport duties in support of the Armed Forces of the Philippines. The class was initially called the "Strategic Sealift Vessel" before being formally named. The ships will also double as a support platform for Humanitarian and Disaster Relief (HADR) and Search & Rescue (SAR) operations.

<i>Jose Rizal</i>-class frigate Guided missile frigates in service with the Philippines Navy

The Jose Rizal-class of multi-role guided missile frigates, currently in service with the Philippine Navy, are a heavily modified variant of the ROK Navy's Incheon-class frigates. The ships, which were built by Hyundai Heavy Industries (HHI), are specifically accommodated to fit the requirements of the Philippine Navy. The frigates will improve the ability of the Philippine Navy's Offshore Combat Force, which is mostly composed of ships that were retired from other countries and subsequently transferred to the Philippines.

Rozzano Dosado Briguez is a Filipino general who formerly served as the Commanding General of the Philippine Air Force. He is a graduate of the Philippine Military Academy "Sinagtala" Class of 1986, and graduated as Top 2 of his class. He was also a commander of the AFP Western Command, and formulated the new command framework: "Padayon PAF: Perform, Reform, Transform", a framework of his leadership philosophy in the Philippine Air Force.

<span class="mw-page-title-main">Giovanni Bacordo</span> Filipino Admiral

Vice Admiral Giovanni Carlo Jamero Bacordo is a Filipino admiral who was the Chief of the Philippine Navy. He is a graduate of the Philippine Military Academy "Hinirang" Class of 1987. Prior to his post, he served as the commander of the Philippine Fleet.
