Divisional Commissioner of Bangladesh

The Divisional Commissioner is the chief bureaucratic and revenue officer of a division in Bangladesh. The "Commissioner" supervises the revenue, development and administration work of all the districts and Deputy Commissioner under the jurisdiction of his division.

The Divisional Commissioner office acts as the supervisory head of all divisional government offices situated in the division and oversee the work of Deputy Commissioners who oversees a respective district. A divisional commissioner is given the responsibility of supervising the revenue and development administration of a division. Divisional Commissioners are appointed to their post by the Ministry of Public Administration of the Government of Bangladesh. [1] [2]

The work of the Divisional Commissioner is assisted by the Additional Divisional Commissioner. At any time, there may be more than one Additional Divisional Commissioner working for one Divisional Commissioner. [3]

History

The post of Divisional Commissioner was created in 1829 during the time of British rule in India. Due to a lack of effective control in the departmental revenue administration of a division, and lack of proper control and coordination of the work between the divisional judiciary and the revenue system, the Board of Revenue for divisions were abolished, in favor of the post of Divisional Commissioner. In its present form, the Office of the Divisional Commissioner exists as a post in the Ministry of Public Administration of Bangladesh. [1]

Recruitment

Normally, officers in the rank of Additional Secretary with previous experience in field administration are usually appointed by the government as Divisional Commissioners.

There are 8 divisions and 64 districts in Bangladesh, each district further subdivided into upazila. The area within each subdistrict, except for those in metropolitan areas, is divided into several unions, with each union consisting of multiple villages. Direct elections are held for each union, electing a chairperson and a number of members. In 1997, a parliamentary act was passed to reserve three seats in every union for female candidates. Following elections in the 2014–16 period, 25.2% of councillors were women, up from 23.4% in the 2011–13 period.

District administration is the apex office of a district at the present context of administrative setting of Bangladesh. It is the management of affairs within a district, which is the basic territorial unit of administration in the country. It is at this level that the common man comes into direct contact with the administration. The district falls under the charge of a district officer, called either deputy commissioner or district collector or district magistrate. This officer acts as the representative of the central government at this level. Like other district administrations of the country, District Administration Rangamati, widely known as the Office of the deputy commissioner is the representative of the cabinet in the Rangamati Hill District.
