The eThekwini Metropolitan Municipality council consists of 222 members elected by mixed-member proportional representation. 111 councillors are elected by first-past-the-post voting in 111 wards, while the remaining 111 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.^[1]

After the death of the DA councillor in ward 10, a by-election was held on 2 November, consisting of candidates from the DA, ANC, IFP, EFF and eThekwini deputy mayor and Abantu Batho Congress (ABC) leader Philani Mavundla. The DA retained the seat, increasing its support from 80% to 95%, with Mavundla coming third, on 1%.^[18]

After the murder of the ANC councillor in ward 99, a by-election was held on 14 December. The DA and the IFP agreed on an electoral pact, with the DA standing aside, and asking its supporters to vote for the IFP candidate. The IFP won 62% of the vote, with the ANC second on 36%.^[19]

The councillors are divided into two kinds: (a) 135 Ward councillors who have been elected by first-past-the-post voting in 135 wards; and (b) 135 councillors elected from party lists.

The City of Tshwane Metropolitan Municipality council consists of 214 members elected by mixed-member proportional representation. 107 are elected by first-past-the-post voting in 107 wards, while the remaining 107 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, no party won a majority of seats on the council.

The Mangaung Metropolitan Municipality council consists of one hundred and one members elected by mixed-member proportional representation. Fifty-one councillors are elected by first-past-the-post voting in fifty-one wards, while the remaining fifty are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.

The City of Ekurhuleni Metropolitan Municipality council consists of 224 members elected by mixed-member proportional representation. 112 are elected by first-past-the-post voting in 112 wards, while the remaining 112 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021, no party obtained a majority of seats on the council.

The George Local Municipality council consists of fifty-three members elected by mixed-member proportional representation. In the election of 1 November 2021 no party obtained a majority of seats on the council. The DA did, however, win the largest amount of seats.
