The Financial Monitoring Service of Azerbaijan is a public legal entity whose role is policy coordination, overall regulation, and supervision in the sphere of anti-money laundering and counter-terrorism financing in the country of Azerbaijan. [2] [3] According to its website, the Financial Monitoring Service was established by the Decree No. 66 of the President of the Republic of Azerbaijan, dated 23 February 2009. The Financial Monitoring Service is the authority that implements the powers identified by the legislation on the prevention of illegally obtained funds and other property's use in the financing of terrorism in accordance with international standard.

The major purpose of the Financial Monitoring Service is to supervise compliance over the requirements of prevention of criminally obtained funds or other property and the financing of terrorism, as determined by the law of Azerbaijan. It also focuses on implementing policy and overall regulation in the relevant field as well as coordinate the activity of monitoring entities, other persons involved in monitoring, supervision authorities and other state authorities, overall providing for transparency and effectiveness. History

According to Decree No. 760 of the President of Azerbaijan, dated February 3, 2016, a legal entity of public law – the Financial Market Supervisory Authority of Azerbaijan was established and thus, the Financial Monitoring Service continued its activities as a structural division of the authority. [6]

The Financial Monitoring Service was separated from the Financial Market Supervisory Authority by Decree No. 95 of the President of Azerbaijan, dated May 25, 2018. Currently, the Service continues to operate as a legal entity under public law. [7]

According to Decree on amendments to the "Charter of the Financial Monitoring Service of the Republic of Azerbaijan" of the President of Azerbaijan, dated February 24, 2020, and approved by Decree No. 215 dated July 18, 2018, the Financial Monitoring Service began to operate under the Ministry of Economy of Azerbaijan in order to ensure the independence of its activities. Management of the FMS

The FMS is managed by the executive board, which carries out the management and supervision. The executive board consists of three persons – chair of the executive board, two deputies appointed and dismissed by the President of the Republic of Azerbaijan. The term of the executive board is five years. [2]

It implements in Australia the recommendations of the Financial Action Task Force on Money Laundering (FATF), which Australia joined in 1990.

The Supervisory and Financial Information Authority is the central institution in the Holy See and Vatican City State that is responsible for the prevention and countering of money laundering, terrorist financing and the financing of the proliferation of weapons of mass destruction (AML/CFT/CPT). The Financial Monitoring Unit is the Financial Intelligence Unit (FIU) of Pakistan established under the provisions of Anti-Money Laundering Act, 2010. It is an independent intelligence service department of the Government of Pakistan and primarily responsible for analyzing transactions, money laundering cases, building efforts against the terrorist financing, and all sorts of financial crimes within the jurisdiction of financial laws of Pakistan.

The Qatar Financial Information Unit (QFIU) is a Qatari government regulatory agency responsible for financial intelligence efforts to combat money laundering and financing of terrorism. Like other national Financial Intelligence Units (FIU) around the world, it requires banks, investment companies, insurers and other financial institutions to report suspicious financial transactions. QFIU then analyzes the information and disseminates the relevant data to law enforcement authorities for further investigation and action.

Financial Market Supervisory Authority better known by its abbreviation FIMSA, was the financial regulatory authority in Azerbaijan for the period of February 2016 – November 2019. Within this period FIMSA was responsible for supervising the activities of banks, non-bank credit organizations, insurance companies, stock exchanges, securities dealers and other financial intermediaries; implementation of macro-prudential supervision; participation in the preparation of normative legal acts related to the regulation of financial markets; issuing licenses in the financial markets.

Social Development Fund of IDP of the Republic of Azerbaijan is located in the city of Baku. It focuses on the improvement of life conditions of internally displaced population of the Republic of Azerbaijan who reside in the buildings that are dangerous to live or built due to specific purposes and in Baku, Sumgait and other cities and districts of the country by implementation of economic development plans aims to reduce poverty, create new work places, establish agricultural facilities and so on. The Supreme is governed by the supreme body “Board of Observers.”

Small Business Development Agency of the Republic of Azerbaijan(SMBDA) (Azerbaijani: Azərbaycan Respublikasının Kiçik və Orta Biznesin İnkişafı Agentliyi) is a public legal entity that supports the development of micro, small and medium businesses (SMB) in Azerbaijan, and provides support and a range of services to entrepreneurs, as well as coordinates and regulates public services in this area.

The State Advertising Agency of the Republic of Azerbaijan implements control the placement of advertisements in the open space and the production and distribution of advertising placed on advertising carriers. Aydin Ibadov is the director of the agency. The liquidation and reorganization of the agency is carried out in accordance with the decisions of the President of the Republic of Azerbaijan.
