Hidayatullah National Law University (HNLU) is a public law school and a National Law University located in New Raipur, Chhattisgarh, India. It was named after the former Chief Justice of India, Mohammad Hidayatullah. It is one of the autonomous law schools in India and sixth in the series of such national law schools. It was established as a centre for legal excellence by the Government of Chhattisgarh under the Hidayatullah National University of Law, Chhattisgarh Act (Act No.10 of 2003). The university offers a B.A. LL.B. (Hons.) integrated Program, an L.L.M. Program, and a PhD Course.
It is a residential university and receives central assistance from the University Grants Commission [2] and recognized by the Bar Council of India. [3]
Previously, the university operated from a classical heritage building adjacent to the Raj Bhawan in the heart of the city. [4] In 2009, the university shifted to its newly constructed campus at Upparwara, Nava Raipur, about 22 km from the center of Raipur city. [5]
The new campus is built over 65 acres (26 ha) of land located beside a lake and in a serene and pollution free environment. The circular academic and administrative building has been built on the design of the Parliament of India. The academic block consists of a two-storied library with an air conditioned reading hall and an air-conditioned computer lab equipped with 200 computers. The academic block also houses the Moot Court Halls designed to match the standards of the Supreme Court of India and the High Courts. The campus is Wi-Fi enabled. There are 21 air-conditioned classrooms fitted with modern teaching aids and equipment. [6] [7]
The air-conditioned classrooms are fitted with teaching aids such as DLP projectors. It also has a conference hall and an amphitheatre. The halls of residence at the new campus have been constructed to provide single room accommodation to each student. However, the later construction of the new hostels for both girls and boys are double occupancy.
HNLU provides separate hostels for girls and boys. Each hostel has three blocks which are connected to the mess. There are over 400 single occupancy rooms and under construction 216 double occupancy rooms. The hostels are equipped with separate mess and gymnasium facilities with a resident doctor. [6]
HNLU has a two-storied library with an air conditioned reading hall.[ citation needed ]As of 2016 [update] , the library collection includes 22,788 titles: 15,040 books and 7,748 bound journals. The library hosts 1219 books from the personal library of justice Mohammad Hidayatullah, donated by his family. [8]
HNLU has an air conditioned computer lab with desktop computers with internet connectivity. All the legal databases are available through CD-ROMs and subscription to web based databases like JSTOR, Manu Patra, Westlaw International, SCC Online, and Economic and Political Weekly. A Wi-Fi facility provides the students with access to the web resources through their laptops. The Information Technology Committee, a student body, maintains the Computer Lab. [9]
In 2013 the university began construction on a second academic block adjacent to the original one, with classrooms built to accommodate the additional students after intake was increased from 100 to 175.
A guest house has been built where parents of students and guests are accommodated. The lake facing guest house has air-conditioned rooms which are available at a nominal fee on application to the registrar.
Construction began in 2014 for the new hostel blocks for both the boys' and girls' hostels. The new hostels are twin-sharing, contrary to the old single rooms. The Chhattisgarh Government also allotted a major budget in 2014 for the construction of a state-of-the-art auditorium.

Admissions to undergraduate and postgraduate courses is made on the basis of merit as assessed through the Common Law Admission Test (CLAT). Prior to 2008, admissions were conducted through National Entrance Tests which was replaced by the CLAT as per the Supreme Court of India's directives. [10] Admissions to the PhD Program is conducted separately by the University. [11] Students belonging to the state domicile Scheduled Castes and Scheduled Tribes and Other Backward Class, and PWD and minorities are provided with scholarships by the state government. [6]
HNLU conducted the Common Law Admission Test (CLAT) in 2013 & in 2022. The CLAT is conducted for admission into various academic programs (LLB and LLM) of the 24 National Law Universities (NLUs) in India.

The university follows a semester system in its undergraduate program, with the students studying a total of 56 papers in 5 years. The university earlier had a system of students declaring a major (Political Science, Sociology or Economics), but it currently offers a single major, Political Science. In the 4th and 5th year, students have to choose two honors papers. All students are also required to study six optional papers during their 4th and 5th year.
The university offers a one-year LL.M Program which runs according to a trimester system. The specializations offered are corporate law, intellectual property law and environmental law.
HNLU Student Bar Journal is the flagship peer review journal of the Students Bar Association of HNLU. In 2014 the university started the HNLU Journal of Law & Social Sciences (ISSN No. 2347-839X), a multidisciplinary peer-reviewed journal with an editorial board of experts on law as well as the field of social sciences. This bi-annual journal is being published with the objective to provide a platform to judges, jurists, academicians, research scholars and legal practitioners to express their views on topics of contemporary significance in law and social sciences. Hidayatullah National Law University was ranked ninth in India by Outlook India 's "Top 13 Government Law Institutes In India" of 2022". [16]
The students of the university have won various awards and accolades. In 2012 the Supreme Court Lawyers Welfare Trust, awarded its first annual fellowship, named "The Lawyers Welfare Award" to HNLU alumnus Pallav Mongia. [17]
An alumnus of the 2012 graduating batch, Saksham Chaturvedi won the ABA Section of International Law's Rona R. Mears Student Writing Competition and Scholarship Award, 2011 for his essay on "The Geneva Conventions: What Past? What futures?" and was awarded the prize in an event hosted by the American Bar Association in Washington [18]
The Student Bar Association at HNLU is the representative body of the students. The Association comprises fourteen students who are the conveners of the twelve committees of the University. A president and a vice-president are elected from amongst these fourteen members. The members and officers of the Association hold office for a year. The Association makes all decisions affecting the students and makes recommendations to the Vice-Chancellor. The Association coordinates and supervises the activities of all the committees at the University. [19]
The HNLU Students Bar Association consists of fourteen committees: Moot Court Co-ordination Committee, Academic Support Committee, Finance Committee, Legal Service Society, Literary and Debate Society, Library Committee, I.T. Committee, Public Relations Committee, Disciplinary Committee, Mess Committee, Halls of Residence Committee, Cultural Committee, Students Editorial Board and Sports Committee. Each has a convener and co-convener, and at least two faculty advisers. The President and Vice President of the Student Bar Council are elected by popular vote.
The HNLU ILSA Chapter was established on 11 October 2010, with Aakansha Kumar as its Chief Officer and Shilpa Jain and Neeraj Tiwari as Faculty Advisers. [20] Through the years the Chapter has tried to forward the study on International Law in HNLU through various initiatives, including a two-day Lecture Series by Prof. David Ambrose from the University of Madras and the HNLU-ILSA Refugee Conference. To familiarize students with the workings of courts, the university conducts courtroom exercises and moot courts. Courtroom exercises are conducted in every semester. Students are encouraged to participate in moot court competitions so that they get the chance to interact with other law students from all over the country. The Moot Court Committee is the facilitator of the moot court. The committee is guided by the faculty coordinator and three faculty advisers.
HNLU organises its flagship moot the Justice Hidayatullah Memorial National Moot Court Competition every year in October, in which teams from across the country participate. [22] [23] The Moot sees participation from across the country, with the Judges of the Chhattisgarh High Court officiating over the finals. The competition has been previously sponsored by the Competition Commission of India and renowned law firms such as Khaitan & Co., J. Sagar & Associates, and Sai Krishna & Associates. [24] [25] The 1st Edition of the Moot in 2007 was based on Biotechnology Law, [26] the subsequent editions being based on Competition law (in association with the Competition Commission of India). The 7th edition of the Competition in 2014 saw the theme being changed from to Environmental law. [27] HNMCC is listed as a tier 5 Moot in the Mooting Premier League. [28] [29]

HNLU has represented India in some of the International Moot Court Competitions like the Manfred Lachs Space Law Moot Court Competition; [36] [37] International Maritime Moot Court Competition, Sydney, the LAWASIA Moot, the Inter-American Human Rights Moot Court Competition at the Washington College of Law, the FDI Moot, Louis M. Brown Client Counseling Competition, Susan J. Ferrell Intercultural Human Rights Moot Court Competition held at St. Thomas University - School of Law, Miami, and the Philip C. Colossus [73] [74] is the flagship sports fest of HNLU which is organized in March every year. The fest was first organized in 2013 and comprises 15 sports events and an equal number of cultural events. The sports events include football, cricket, tennis, table tennis, basketball, throw-ball, volleyball, and chess. The cultural events include a dance contest, singing competitions, fashion show, photography competition, and Mad-ads. The fest initially began with participation from local universities and colleges in Chhattisgarh such as NIT Raipur, BIT Raipur, MATS University, PIE Tech Raipur, APIC, and CIT. [75]
The second edition in 2014 saw additions like classical dance, solo singing and street plays. Participants included Sastra University, Thanjavur, National Law Institute University, Bhopal, University Law College, Bhubaneshwar and Gujarat National Law University, Gandhinagar. [76]
The university has an active debating circuit which is supported by the Literary & Debating Committee. The university teams selected on the basis of challengers or benchmarks participate in Parliamentary debates across the country including the National Law School Debate, the Mukarji Memorial Debate at St. Stephen's College, Delhi, the NALSAR IV and the NUJS Parliamentary Debate at WBNUJS, Kolkata.

The university has an endowment cricket tournament, the Sudeep Memorial Cricket Tournament, named after an alumnus. [77] There is an annual football tournament held in the university known as the Hidayatullah Premier League (HPL). A basketball tournament, Dunkyard, has also been held since 2013.
National Law School of India University (NLSIU), or simply National Law School(NLS), is a public law school and a National Law University in Bangalore. The university was established by the NLSIU Act of 1986, which was passed by the Karnataka Legislative Assembly.
Moot court is a co-curricular activity at many law schools. Participants take part in simulated court or arbitration proceedings, usually involving drafting memorials or memoranda and participating in oral argument. In many countries, the phrase "moot court" may be shortened to simply "moot" or "mooting". Participants are either referred to as "mooters" or, less conventionally, "mooties".

The National Academy of Legal Studies and Research (NALSAR), is a public law school and a National Law University located in Shamirpet, Hyderabad, Telangana, India, and is considered as one of the best law schools in India.
National Law Institute University Bhopal is a public law school and a National Law University located in Bhopal, India. Established in 1997 by the State of Madhya Pradesh, it is the second law school established under the National Law School system. In 2022, it was ranked third among law colleges in India by India Today. The university launched its first academic program in 1998, with Indian jurist V.S. Rekhi as the Director. Recognized by the Bar Council of India, the university admits around 120 candidates each year through the Common Law Admission Test UG, for the B.A. LL.B (Hons.) Course and around 60 candidates for the B.Sc. LL.B. (Hons.) [Cyber Security] Course. The post-graduate courses offered at the university are the Masters of Law (LL.M.) degree and the Master of Cyber Law & Information Security (MCLIS) degree.
The Gujarat National Law University (GNLU) is an eminent public law school and a National Law University established under the Gujarat National Law University Act, 2003 in the state of Gujarat. The university is located at Gandhinagar, which is the capital of Gujarat and is located 23 kilometers north of the city of Ahmedabad. The statute provides for the Chief Justice of India or a Senior Supreme Court Judge to serve as the Visitor of the university.
The National University of Advanced Legal Studies (NUALS) / NLU Kochi is a public law school and a National Law University located in Kochi, India. It is the first and only National Law University (NLU) in the State of Kerala and is one of the 26 NLUs in India. Admissions to the university are done on the basis of the Common Law Admission Test (CLAT) which is one among the Top 10 hardest entrance examinations of India.
The Willem C. Vis International Commercial Arbitration Moot or Vis Moot is an international moot competition. Since 1994, it has been held annually in Vienna, Austria, attracting more than 300 law schools from all around the world and spurring the creation of more than 20 pre-moots each year before the actual rounds are held in Vienna. It is the largest arbitration moot competition, and second-largest moot overall, in the world; considered a grand slam or major moot. A sister moot, known as the Willem C. Vis (East) Moot, is held in Hong Kong just before the rounds in Vienna. It was established in 2003 and attracts around 150 teams every year, making it the second largest commercial arbitration moot and also a grand slam moot. It uses the same moot problem as the Vis Moot, as does the various pre-moot friendlies.
The Philip C. Jessup International Law Moot Court Competition, also known as the Jessup Moot or The Jessup, is the oldest and largest international moot competition in the world, attracting participants from almost 700 law schools in around 100 countries. The competition has been described as the most prestigious moot court competition in the world by a large number of organisations and universities internationally, and is one of the grand slam or major moots.
Mohammad Hidayatullah OBE was the 11th Chief Justice of India serving from 25 February 1968 to 16 December 1970, and the sixth vice president of India, serving from 31 August 1979 to 30 August 1984. He had also served as the acting president of India from 20 July 1969 to 24 August 1969 and from 6 October 1982 to 31 October 1982 and from 25 July 1983 to 25 July 1983 and from 25 July 1984 to 25 July 1984. He is regarded as an eminent jurist, scholar, educationist, author and linguist.
The Common Law Admission Test (CLAT) is a centralized national-level entrance test for admissions to the 25 out of 27 National Law Universities (NLU) except NLU Delhi and NLU Meghalaya. CLAT was first introduced in 2008 as a centralized entrance examination for admission to the National Law Schools/Universities in India.
Chanakya National Law University (CNLU) is a public law school and a National Law University in Patna, Bihar, India. It was established in 2006 by the Government of Bihar as a public university dedicated to the field of legal education. The Chief Justice of Patna High Court is the ex officio chancellor of the university. It is one of the autonomous law schools in India. The campus is bogus right near the heart of the city in the Mithapur area and has an area of approximately 18 Acres.
National Law University Odisha (NLUO) is a public law school and a National law University in India located at Cuttack, Odisha. It was established in 2008 under the National Law University Odisha Act, commencing its first batch from July 2009. The institute offers undergraduate courses, and post-graduate courses in law. It is one among the 25 NLUs in the country.
The Price Media Law Moot Court Competition or Price Moot in short, is an annual international moot court competition. Described as a competition "for raising the profile of freedom of expression by bringing informed and effective debate and discussion on significant issues of information flows and technology to many parts of the world", the Price Moot focuses on international media law and related human rights such as freedom of expression, freedom of religion, freedom of association, and various facets of privacy. The main sources of law engaged include the Universal Declaration of Human Rights, European Convention on Human Rights, and the International Covenant of Civil and Political Rights. Recurring topics include online hate speech and the responsibility of internet intermediaries. With more than a hundred teams taking part annually, the Price Moot is the world's largest competition in its field and is considered one of the grand slam or major moots.
O.P. Jindal Global is a private Institution of Eminence Deemed to be University located at Sonipat in Haryana, India. It was established in 2009 as a philanthropic initiative of its founding chancellor, Naveen Jindal, in memory of his father, O.P. Jindal. In 2020, UGC named JGU as an Institute of Eminence, making it one of the four private universities and one of the twelve of all universities in India to have ever received the distinction. The university offers 45 programmes in law, liberal arts, life sciences and business.
The Hong Kong Red Cross International Humanitarian Law Moot is an annual international moot court competition organised by the Hong Kong Red Cross and International Committee of the Red Cross in collaboration with universities in Hong Kong. It is an inter-university competition on international humanitarian law for law schools in the Asia-Pacific region.
The International Criminal Court Moot Court Competition or ICCMCC is an annual international moot court competition on international criminal law that is held at The Hague and organised by the Grotius Centre for International Legal Studies of Leiden University, The Hague Campus, with the institutional support of the International Criminal Court and International Bar Association. Pace Law School had conceived of the moot as an in-class exercise in 2004, and it was in 2005 that a domestic competition was started. The competition became international the following year, with the finals being held in 2007. With sometimes more than 100 teams from 50 countries taking part annually, the ICCMCC is the world's largest competition on international criminal law and is considered one of the grand slam or major moots.
The Frankfurt Investment Arbitration Moot Court or Frankfurt Moot is a moot competition co-organised by the Max Planck Institute for European Legal History and Morgan, Lewis & Bockius LLP. It is the oldest student competition in the area of investment arbitration, with the first edition of the moot taking place in 2008. As the class-leading moot in its field, it is considered one of the grand slam or major moots. With the exception of India and China, national rounds are not conducted, but each university may only send one team, unlike the Foreign Direct Investment Moot. Like many other arbitration moots, pre-moots are also conducted by institutions such as the International Chamber of Commerce, HKIAC, and European Court of Arbitration.
The Leiden – Sarin International Air Law Moot Court Competition is an international moot competition organised by Leiden University. It was started in 2010 by the university's International Institute of Air and Space Law and by India's Sarin Memorial Legal-Aid Foundation, the legal aid arm of Sarin & Co. The mock aviation law proceedings are before the International Court of Justice. The international rounds of the competition comprise a mix of teams that proceed directly and teams that have qualified from the national rounds. Two preliminary rounds are held to determine the best applicant and respondent sides, who would then face off in the championship final. Due to the pandemic, the 2020 edition only awarded memorial prizes, while the 2021 edition was held online.
