The Homelessness Act 2002 is an Act of the Parliament of the United Kingdom. It amends the Housing Act 1996 and sets out the duties owed by local housing authorities to someone who is homeless or threatened with homelessness. [1] [2]

<span class="mw-page-title-main">Homelessness in Canada</span>

Homelessness in Canada was not a social problem until the 1980s. The Canadian government housing policies and programs in place throughout the 1970s were based on a concept of shelter as a basic need or requirement for survival and of the obligation of government and society to provide adequate housing for everyone. Public policies shifted away from rehousing in the 1980s in wealthy Western countries like Canada, which led to a de-housing of households that had previously been housed. By 1987, when the United Nations established the International Year of Shelter for the Homeless (IYSH), homelessness had become a serious social problem in Canada. The report of the major 1987 IYSH conference held in Ottawa said that housing was not a high priority for government, and this was a significant contributor to the homelessness problem. While there was a demand for adequate and affordable housing for low income Canadian families, government funding was not available. In the 1980s a "wider segment of the population" began to experience homelessness for the first time – evident through their use of emergency shelters and soup kitchens. Shelters began to experience overcrowding, and demand for services for the homeless was constantly increasing. A series of cuts were made to national housing programs by the federal government through the mid-1980s and in the 1990s. While Canada's economy was robust, the cuts continued and in some cases accelerated in the 1990s, including cuts to the 1973 national affordable housing program. The government solution for homelessness was to create more homeless shelters and to increase emergency services. In the larger metropolitan areas like Toronto the use of homeless shelters increased by 75% from 1988 to 1998. Urban centres such as Montreal, Laval, Vancouver, Edmonton, and Calgary all experienced increasing homelessness.

<span class="mw-page-title-main">Homelessness in the United States</span>

In the United States, the number of homeless people varies from different federal government accounts. In 2014, approximately 1.5 million sheltered homeless people were counted. In 2018, the Department of Housing and Urban Development estimated roughly 553,000 homeless people in the United States on a given night, or 0.17 percent of the population. Approximately 65 percent of people were sheltered in provided housing while 35 percent were unsheltered. Annual federal HUD reports contradict private state and local reports where homelessness is shown to have increased each year since 2014 across several major American cities, with 40 percent increases noted in 2017 and in 2019.

The McKinney–Vento Homeless Assistance Act of 1987 is a United States federal law that provides federal money for homeless shelter programs. It was the first significant federal legislative response to homelessness, and was passed by the 100th United States Congress and signed into law by President Ronald Reagan on July 22, 1987. The act has been reauthorized several times over the years.

In England, local authorities have duties to homeless people under Part VII of the Housing Act 1996 as amended by the Homelessness Act 2002. There are five hurdles which a homeless person must overcome in order to qualify as statutory homeless. If an applicant only meets the first three of these tests Councils still have a duty to provide interim accommodation. However an applicant must satisfy all five for a Council to have to give an applicant "reasonable preference" on the social housing register. Even if a person passes these five tests councils have the ability to use the private rented sector to end their duty to a homeless person.

Housing First is a policy that offers unconditional, permanent housing as quickly as possible to homeless people, and other supportive services afterward. It was first discussed in the 1990s, and in the following decades became government policy in certain locations within the Western world. There is a substantial base of evidence showing that Housing First is both an effective solution to homelessness and a form of cost savings, as it also reduces the use of public services like hospitals, jails, and emergency shelters. Cities like Helsinki and Vienna in Europe have seen dramatic reductions in homelessness due to the adaptation of Housing First policies, as have the North American cities Columbus, Ohio, Salt Lake City, Utah, and Medicine Hat, Alberta.

<span class="mw-page-title-main">United States Interagency Council on Homelessness</span> U.S. executive branch agency

The United States Interagency Council on Homelessness (USICH) is an independent federal agency within the U.S. executive branch that leads the implementation of the federal strategic plan to prevent and end homelessness. USICH is advised by a Council, which includes the heads of its 20 federal member agencies. The immediate past chair was Department of Health and Human Services Secretary Sylvia Mathews Burwell, and the vice chair was Secretary of Education John King. USICH partners with these 19 federal agencies, state and local governments, advocates, service providers, and people experiencing homelessness to achieve the goals outlined in the first federal strategic plan to prevent and end homelessness, Opening Doors.

Picture the Homeless (PTH) is an American homeless person–led rights organization founded in 1999 by Lewis Haggins and Anthony Williams. It focuses on human rights, housing, police violence and other social justice issues. It was housed originally in Judson Memorial Church, which still hosts its Longest Night of the Year memorial event, and was located for a time in El Barrio and 2427 Morris Avenue in the Bronx. It is currently based at 104B E 126th Street in Manhattan.

The Scottish Housing Regulator (SHR) is an independent Non-Ministerial Department, directly accountable to the Scottish Parliament. The body was established on 1 April 2011 under the Housing (Scotland) Act 2010. SHR is the successor to the previous Scottish Housing Regulator agency, which exercised Scottish Ministers' powers under the Housing (Scotland) Act 2001.

Transitional housing is temporary housing for certain segments of the homeless population, including working homeless people who are earning too little money to afford long-term housing. Transitional housing is set up to transition residents into permanent, affordable housing. It is not in an emergency homeless shelter, but usually a room or apartment in a residence with support services.

<span class="mw-page-title-main">Homelessness and mental health</span>

In a study in Western societies, homeless people have a higher prevalence of mental illness when compared to the general population. They also are more likely to suffer from alcoholism and drug dependency. It is estimated that 20–25% of homeless people, compared with 6% of the non-homeless, have severe mental illness. Others estimate that up to one-third of the homeless have a mental illness. In January 2015, the most extensive survey ever undertaken found 564,708 people were homeless on a given night in the United States. Depending on the age group in question and how homelessness is defined, the consensus estimate as of 2014 was that, at minimum, 25% of the American homeless—140,000 individuals—were seriously mentally ill at any given point in time. 45% percent of the homeless—250,000 individuals—had any mental illness. More would be labeled homeless if these were annual counts rather than point-in-time counts. Being chronically homeless also means that people with mental illnesses are more likely to experience catastrophic health crises requiring medical intervention or resulting in institutionalization within the criminal justice system. Majority of the homeless population do not have a mental illness. Although there is no correlation between homelessness and mental health, those who are dealing with homelessness are struggling with psychological and emotional distress. The Substance Abuse and Mental Health Services Administration conducted a study and found that in 2010, 26.2 percent of sheltered homeless people had a severe mental illness.

Research shows that a disproportionate number of homeless youth in the United States identify as lesbian, gay, bisexual or transgender, or LGBT. Researchers suggest that this is primarily a result of hostility or abuse from the young people's families leading to eviction or running away. In addition, LGBT youth are often at greater risk for certain dangers while homeless, including being the victims of crime, risky sexual behavior, substance use disorders, and mental health concerns.

The Housing Act 1996 is an Act of Parliament in the United Kingdom. Part VII of the Act concerns the duties that a local authority has to homeless people and when these duties arise. Section 189 of the Act concerns the "priority need" hurdle that a homelessness application must pass for a Council to have a duty to provide interim accommodation.

Homelessness in Ireland is an evolving social issue. During the 19th century, homelessness was a pervasive impact of the Great Famine (1845–1852). During the 20th century, homelessness in Ireland was associated with older males who may have had addiction or alcoholism issues. However, since the 1990s and into the 21st century, it has been recognised that the homeless population includes increasing numbers of women and children. Commentators have attributed the ongoing events to the post-2008 Irish economic downturn and 'subsequent fiscal adjustments', and the parallel impacts of reduced familial incomes, mortgage arrears and rental increases which followed impacts to housing supply.

Homelessness in France is a significant social issue that is estimated to affect around 300,000 people - a figure that has doubled since 2012 (141,500) and tripled since 2001 (93,000). Around 185,000 people are currently staying in shelters, some 100,000 are in temporary housing for people seeking asylum and 16,000 live in slums.

Homelessness in Indonesia refers to the issue of homelessness, a condition wherein people lack a stable and appropriate place of housing. The number of homeless people in Indonesia is estimated to be up to 3 million people in the country, over 28,000 in Jakarta alone. A number of terms are used to describe homeless people in Indonesia, including tunawisma, which is used by the government, and gelandangan, meaning "tramp".
