Kerala State Council for Science, Technology and Environment (KSCSTE) is an autonomous body constituted by the Government of Kerala in November 2002 to encourage and promote science and technology-related activities in Kerala State. [1] Prior to the establishment of KSCSTE, the body responsible for carrying out similar work was the State Committee for Science, Technology and Environment (STEC) established in 1972. KSCSTE was formed by restructuring STEC in concurrence with the Science Policy of Government of India. [1]

Based in Thiruvananthapuram, KSCSTE is running seven R&D centres in different parts of Kerala. It has several programmes like Coastal Zone Management, Science Popularisation and Women Scientists Cell to promote its objectives. The Council coordinates the state-level activities in connection with the observances of the National Science Day, National Technology Day and World Environment Day. It has instituted three awards: Vasudev Award, Science Literature Awards and Young Scientists Award which are presented annually. Every year KSCSTE also organises the Kerala Science Congress and Children's Science Congress. [1] It supports two grant-in-aid centres as well.

The apex body of KSCSTE is the State Council with Chief Minister of Kerala as the president. The chief executive officer of the Council is Executive Vice President. [1]

The importance and antiquity of education in Kerala are underscored by the state's ranking as among the most literate in the country. The educational transformation of Kerala was triggered by the efforts of the Church Mission Society missionaries, who were the pioneers that promoted mass education in Kerala, in the early decades of the 19th century. The local dynastic precursors of modern-day Kerala—primarily the Travancore Royal Family, the Nair Service Society, Sree Narayana Dharma Paripalana Yogam and Muslim Educational Society (MES)—also made significant contribution to the progress on education in Kerala. Local schools were known by the general word kalaris, some of which taught martial arts, but other village schools run by Ezhuthachans were for imparting general education. Christian missionaries and British rule brought the modern school education system to Kerala. Ezhuthu palli was the name used in earlier times. The word was derived from the schools run by the Buddhist monasteries. For centuries villages used to set up an ezhuthupally or ashan pallikoodam with one or two teachers. Students used to go this school from nearby areas and learn languages, literature, mathematics, grammar etc. After completing this students may continue study about specific subjects such as ayurveda, astrology, accounting etc. Censuses during 1800 shows that Travancore, Cochin, Kannur areas have many such schools. Even name list of ashans were used to be published along with the census.

Integrated Rural Technology Centre is an independent Research and Development organization founded by Kerala Sathra Sahithya Parishad and a grant-in-aid institute of Kerala State Council for Science Technology and Education, Government of Kerala. The institution was established in 1987 and is located at Palakkad district in Kerala.

Centre for Mathematical Sciences (CMS), with campuses at Thiruvananthapuram and Pala in Kerala, India, is a research level institution devoted to mathematics and other related disciplines like statistics, theoretical physics, computer and information sciences. The Centre was incorporated in 1977 as a non-profit scientific research and training centre under the Travancore-Cochin Literary, Scientific and Charitable Societies Registration Act XII of 1955. The driving force behind the establishment of the Centre was Prof. Aleyamma George, who had been Professor and Head of the Department of Statistics of University of Kerala. Since 2006, the Centre is a Department of Science and Technology (India) (DST), Government of India, New Delhi Centre for Mathematical Sciences and is fully financed by DST, New Delhi.

Kerala Science Congress is an annual gathering of Kerala-based scientists and scholars organised by Kerala State Council for Science, Technology and Environment (KSCSTE) for revitalizing Research and Development activities in Kerala and to identify new talents in scientific research in Kerala. KSCSTE is an autonomous body constituted by the Government of Kerala. The gathering features talks by invited scientists, presentations of research papers and awards of various prizes.

Srinivasa Ramanujan Institute of Basic Sciences is an institute set up Government of Kerala, India, in Trivandrum as an R&D institution under Kerala State Council for Science, Technology and Environment (KSCSTE) for the promotion research in basic sciences. The decision to create the institution was taken by Government of Kerala as part of the 125th birth anniversary celebrations of the legendary Indian mathematical genius Srinivasa Ramanujan and the formation of the institute was announced by Oommen Chandy, Chief Minister of Kerala, on 13 January 2012. The institute was formally inaugurated on 7 February 2013. It is currently functioning in the campus of Rajiv Gandhi Institute of Technology, Kottayam, Kerala. An Advisory Board chaired by E.C.G. Sudarshan helps the institute in shaping its academic activities. Since its inception, the institute has been organising various academic programmes like colloquia and workshops on a regular basis.

Narayana Balakrishnan Nair (1927–2010) was a marine biologist, ecologist and the founder president of Kerala Science Congress. He was known for his advocacy of trawling ban during monsoon seasons which was later accepted and imposed by the Government of Kerala. A Jawaharlal Nehru fellow, Nair was an elected fellow of all the major Indian science academies as well as the Zoological Society of London. The Council of Scientific and Industrial Research, the apex agency of the Government of India for scientific research, awarded him the Shanti Swarup Bhatnagar Prize for Science and Technology, one of the highest Indian science awards, in 1971, for his contributions to biological sciences. He received the fourth highest Indian civilian honor of the Padma Shri in 1984.

Balagangadharan is a space scientist, author, and speaker from India, known for his contributions to propellant research, technology transfer, and science communication. He has worked with the Indian Space Research Organisation for over four decades in various roles.

Malabar Botanical Garden and Institute of Plant Sciences (MBGIPS) is a botanical garden located in Olavanna Grampanchayat, Kozhikode District, Kerala, India. Considering aquatic plant species, it is one of the leading botanical gardens in India. The botanical garden is a member of the Botanic Gardens Conservation International and has international agenda registration. The Ministry of Environment, Forest and Climate Change (MoEFCC), Govt. of India has approved MBGIPS as a “Lead Botanic Garden” in the conservation of aquatic plants. In 2015, the institute became a research institute under the Kerala State Council for Science, Technology and Environment (KSCSTE). It is also the accredited research center of the University of Calicut and the Regional Centre of Expertise in Sustainable education of United Nations University, Japan.
