The Government of Pakistan constitutionally known as the Federal Government, commonly known as the Centre is the national government of the Islamic Republic of Pakistan, a federal parliamentary democratic republic consisting of four provinces, two autonomous territories, and one federal territory. Under the Constitution, there are three primary branches of a government: the legislative, whose powers are vested in a bicameral Parliament; the executive, consisting of the President, aided by the Cabinet which is headed by the Prime Minister; and the judiciary, with the Supreme Court.

The Port Muhammad Bin Qasim, or Qasim Port Authority, also known as Port Qasim, is a deep-water seaport in Karachi, Sindh, Pakistan, on the coastline of the Arabian Sea under the administrative control of the Secretary to the Government of Pakistan for Maritime Affairs. It is Pakistan's second busiest port, handling about 35% of the nation's cargo. Port Qasim and Karachi Port, the busiest port of country, together handle more than 90% of all external trade of Pakistan.
The Gwadar Port is situated on the Arabian Sea at Gwadar in Balochistan province of Pakistan and is under the administrative control of the Maritime Secretary of Pakistan and operational control of the China Overseas Port Holding Company. The port features prominently in the China–Pakistan Economic Corridor (CPEC) plan, and is considered to be a link between the Belt and Road Initiative and the Maritime Silk Road projects. It is about 120 kilometres (75 mi) southwest of Turbat, and 170 kilometres (110 mi) to the east of Chabahar Port.

He previously served as Minister for Maritime Affairs in the third Sharif ministry. The President of the National Party of Pakistan, Bizenjo had been an elected member of the Senate of Pakistan since 2009 and was a former member of the National Assembly of Pakistan. He was nominated as senate Chairman by opposition parties Rehbar committee.

Mercantile Marine Department, Pakistan is an attached department of Ports and Shipping Wing, Karachi under the Ministry of Ports and Shipping, Government of Pakistan. The department was established in 1930 under the Merchant Shipping Act, 1923, which was repealed and replaced with Merchant Shipping Ordinance No. L II of 2001 in 2001. The purpose of the Pakistan Merchant Shipping Ordinance 2001 is to provide a framework and rules under which the Government Authorities will function in dealing with matters related to the shipping industry. This law also covers obligations internationally required under the ILO conventions as Pakistan being an active member of the ILO.
Rizwan Ahmed is a former grade 22 officer of the Pakistan Administrative Service who served as a Federal Secretary and is currently holding the office of Member Sindh Public Service Commission. He did his two-year Masters in Public Administration from Harvard University and joined the civil service in 1988. He was promoted to the country's highest civil service rank of grade 22 in 2017.

The Maritime Secretary of Pakistan, also referred to as Ports and Shipping Secretary, is the Federal Secretary for the Ministry of Maritime Affairs. The position holder is a BPS-22 grade officer, usually belonging to the Pakistan Administrative Service. The Maritime Secretary is considered to be a coveted slot in the Government of Pakistan, with major organisations such as the Pakistan National Shipping Corporation (PNSC), Karachi Port Trust (KPT), Port Qasim Authority (PQA) and Gwadar Port Authority (GPA) as well as the country's deep sea fishing between the territorial waters base line and the outermost limits of the exclusive economic zone falling under the Secretary's purview.
