Minnesota's 5th congressional district is a geographically small urban and suburban congressional district in Minnesota. It covers eastern Hennepin County, including the entire city of Minneapolis, along with parts of Anoka and Ramsey counties. Besides Minneapolis, major cities in the district include Brooklyn Center, St. Louis Park, Richfield, Crystal, Robbinsdale, Golden Valley, New Hope, Fridley, and a small portion of Edina.
It was created in 1883, and was nicknamed the "Bloody Fifth" on account of its first election. [6] The contest between Knute Nelson and Charles F. Kindred involved graft, intimidation, and election fraud at every turn. The Republican convention on July 12 in Detroit Lakes was compared to the historic Battle of the Boyne in Ireland. One hundred and fifty delegates fought over eighty seats. After a scuffle in the main conference center, the Kindred and Nelson campaigns nominated each of their candidates. [7] [8]
The district is strongly Democratic, with a Cook Partisan Voting Index (CPVI) of D+30 — by far the most Democratic district in the state. [5] The 5th is also the most Democratic district in the Upper Midwest. The Minnesota Democratic–Farmer–Labor Party (DFL) has held the seat without interruption since 1963, and the Republicans have not tallied more than 40 percent of the vote in almost half a century. The 5th district is one of the most diverse in Minnesota; 16% of the district's residents are immigrants, the highest of any district in Minnesota, with the largest countries of origin being Somalia, Ethiopia, Mexico, India, Laos, Ecuador, and Liberia. [9] The district also has the largest population of Somali Americans in the country, with Somalis making up 3% of the district's population. [10]
The district is represented by Ilhan Omar, who is the first Somali–American to serve in the U.S. House of Representatives, and the first woman of color to represent Minnesota in that chamber. Omar, also an American Muslim, succeeded Keith Ellison, the first American Muslim to serve in Congress, after he was elected Minnesota Attorney General. [11] [12]

Congressman Martin Sabo, DFL, retired after 26 years in the House. Keith Ellison, also a DFLer, replaced him. Although Ellison was endorsed by the DFL convention, four non-endorsed candidates ran strong campaigns against him in the DFL primary: Gail Dorfman, Mike Erlandson, Ember Reichgott Junge, and Jack Nelson Pallmeyer. Ellison won the primary with 41% of the vote. In the general election, he won with 56% of the vote against Jay Pond of the Green Party, Tammy Lee of the Independence Party, and Alan Fine of the Republican Party. Ellison was the first Muslim member of the U.S. Congress.

Kentucky's 3rd congressional district is a congressional district in the U.S. state of Kentucky. It encompasses almost all of Louisville Metro, which, since the merger of 2003, is consolidated with Jefferson County, though other incorporated cities exist within the county, such as Shively and St. Matthews. The far eastern portions of Louisville Metro are part of the 2nd congressional district.
Georgia's 5th congressional district is a congressional district in the U.S. state of Georgia. The district was represented by Democrat John Lewis from January 3, 1987, until his death on July 17, 2020. Kwanza Hall was elected to replace Lewis on December 1, 2020, and served until January 3, 2021, when Nikema Williams took his place. Hall was elected in a special election for the balance of Lewis' 17th term. He chose not to run in the general election for a full two-year term, which was won by Williams.

Keith Maurice Ellison is an American politician and lawyer serving as the 30th attorney general of Minnesota. A member of the Democratic–Farmer–Labor Party (DFL), Ellison was the U.S. representative for Minnesota's 5th congressional district from 2007 to 2019. He also served as the deputy chair of the Democratic National Committee from 2017 to 2018 and a member of the Minnesota House of Representatives from 2003 to 2007. In Congress, Ellison built a reputation as a progressive leader.
Minnesota's 1st congressional district extends across southern Minnesota from the border with South Dakota to the border with Wisconsin. It is a primarily rural district built on a strong history of agriculture, though this is changing rapidly due to strong population growth in the Rochester combined statistical area. The district is also home to several of Minnesota's major mid-sized cities, including Rochester, Mankato, Winona, Austin, Owatonna, Albert Lea, Red Wing, New Ulm, Worthington, and Lake City. It is represented by Republican Brad Finstad.
Minnesota's 2nd congressional district covers the south Twin Cities metro area and contains all of Scott, Dakota, and Le Sueur counties. It also contains part of northern and eastern Rice County including the city of Northfield, as well as southern Washington County including the city of Cottage Grove. Lakeville and Eagan are the largest cities in the district. Historically, for many decades in the mid 20th century the 2nd congressional district covered the southwest corner of the state, while the 1st congressional district covered most of this part of the state.
Minnesota's 3rd congressional district encompasses the suburbs of Hennepin and Anoka counties to the west, south, and north of Minneapolis. The district, which is mostly suburban in character, includes a few farming communities on its far western edge and also inner-ring suburban areas on its eastern edge. The district includes the blue collar cities of Brooklyn Park and Coon Rapids to the north-east, middle-income Bloomington to the south, and higher-income Eden Prairie, Edina, Maple Grove, Plymouth, Minnetonka, and Wayzata to the west. Democrat Dean Phillips currently represents the district in the U.S. House of Representatives, after defeating incumbent Republican Erik Paulsen in the 2018 midterm elections.
Minnesota's 4th congressional district covers nearly all of Ramsey County, and part of Washington County. It includes all of St. Paul, and most of its northern and eastern suburbs, including Woodbury, Blaine, Roseville, and Maplewood. The district is solidly Democratic, with a CPVI of D+17. It is currently represented by Betty McCollum, of the Minnesota Democratic-Farmer-Labor Party (DFL). The DFL has held the seat without interruption since 1949, and all but one term (1947–1949) since the merger of the Democratic and Farmer-Labor Parties.
Minnesota's 7th congressional district covers the majority of western Minnesota. It is by far the state's largest district, and has a very rural character. Except for a few southern counties in the 1st district, the 7th includes almost all of Western Minnesota. Cities in the district include Moorhead, Fergus Falls, Alexandria and Willmar.
Minnesota's 8th congressional district covers the northeastern part of Minnesota. It is anchored by Duluth, the state's fifth-largest city. It also includes most of the Mesabi & Vermilion iron ranges, and the Boundary Waters Canoe Area in the Superior National Forest. The district is best known for its mining, agriculture, tourism, and shipping industries.
Oregon's 3rd congressional district covers most of Multnomah County, including Gresham, Troutdale, and most of Portland east of the Willamette River. It also includes the northeastern part of Clackamas County and all of Hood River County. Generally, most of Portland east of the Willamette River is in the 3rd District.
The 2006 Minnesota's 5th congressional district election was an election for the United States House of Representatives for the open seat of incumbent Martin Olav Sabo (DFL), who retired after serving the Minneapolis-based district for 28 years.
Minnesota is known for a politically active citizenry, with populism being a longstanding force among the state's political parties. Minnesota has consistently high voter turnout; in the 2008 U.S. presidential election, 77.8% of eligible Minnesotans voted – the highest percentage of any U.S. state or territory – versus the national average of 61.7%. This was due in part to its same day voter registration laws; previously unregistered voters can register on election day, at their polls, with evidence of residency.
Patricia Torres Ray is a Colombian-American politician and former member of the Minnesota Senate. A member of the Minnesota Democratic–Farmer–Labor Party (DFL), she represented District 63, which includes portions of southeastern Minneapolis and eastern Richfield in Hennepin County in the Twin Cities metropolitan area. She is the first Latina woman to serve in the Minnesota Senate. She ran for Congress in Minnesota's 5th district in 2018 to succeed Congressman Keith Ellison, but lost the primary to Ilhan Omar. In November 2021, she announced that she would not run for reelection in 2022.
Mohamud Noor is an American politician serving in the Minnesota House of Representatives since 2019. A member of the Democratic–Farmer–Labor Party (DFL), Noor represents District 60B, which includes parts of the city of Minneapolis in Hennepin County.
