The Negeri Sembilan State Executive Council is the executive authority of the Government of Negeri Sembilan, Malaysia. The Council comprises the Menteri Besar, appointed by the Yang di-Pertuan Besar on the basis that he is able to command a majority in the Negeri Sembilan State Legislative Assembly, a number of members made up of members of the Assembly, the State Secretary, the State Legal Adviser and the State Financial Officer.
This Council is similar in structure and role to the Cabinet of Malaysia, while being smaller in size. As federal and state responsibilities differ, there are a number of portfolios that differ between the federal and state governments.
Members of the Council are selected by the Menteri Besar, appointed by the Yang di-Pertuan Besar. The Council has no ministry, but instead a number of committees; each committee will take care of certain state affairs, activities and departments. Members of the Council are always the chair of a committee.

In Malaysia, the Yang di-Pertua Negeri is a constitutional title given to the head of state in states without a ruler, namely: Penang, Malacca, Sabah and Sarawak. This is in contrast to a Ruler which is a constitutional title given to states with hereditary monarchies, namely: the Sultans of Johor, Kedah, Kelantan, Pahang, Perak, Selangor and Terengganu; the Raja of Perlis: and the Yang di-Pertuan Besar of Negeri Sembilan.

The Negeri Sembilan State Legislative Assembly is the state legislature of the Malaysian state of Negeri Sembilan. It consists of 36 members who represent single-member constituencies throughout the state. Elections are held no more than five years apart, and are usually conducted simultaneously with elections to the federal parliament and other state assemblies. It is unicameral.
The Menteri Besar of Negeri Sembilan or First Minister of Negeri Sembilan is the head of government in the Malaysian state of Negeri Sembilan. According to the convention, the Menteri Besar is the leader of the majority party or largest coalition party of the Negeri Sembilan State Legislative Assembly.
The monarchies of Malaysia exist in each of the nine Malay states under the constitutional monarchy system as practised in Malaysia. The political system of Malaysia is based on the Westminster parliamentary system in combination with features of a federation.

All 13 states adopts the Westminster Parliamentary system and each has a unicameral state legislative assembly. The Selangor State Executive Council forms the executive branch of the state government of Selangor, Malaysia. It comprises the Menteri Besar, appointed by the Sultan on the basis that he is likely to command the confidence of the majority of members of the Selangor State Legislative Assembly, and a minimum of four up to a maximum of ten members of the State Legislative Assembly. The State Government Secretary, State Legal Adviser and State Financial Officer serve as exofficio members.

The Council is composed of the Menteri Besar, the Leader of the council, appointed by the Sultan on the basis that he/she commands the majority support in the Kedah State Legislative Assembly,. The State Government of Kedah is also assisted by the State Secretary, the State Legal Adviser and the State Financial Officer.

The 14th Negeri Sembilan State election was held on 9 May 2018, to elect the State Assemblymen of the Negeri Sembilan State Legislative Assembly, the legislature of the Malaysian state of Negeri Sembilan. The previous state election was held on 5 May 2013. The state assemblymen is elected to 5 years term each.

Abdul Samad bin Ibrahim is a Malaysian politician who served as Member of the Negeri Sembilan State Executive Council (EXCO) in the Barisan Nasional (BN) state administration under former Menteri Besar Mohamad Hasan from March 2008 to May 2013 and Member of the Negeri Sembilan State Legislative Assembly (MLA) for Seri Menanti from March 2008 to August 2023. He is a member of the United Malays National Organisation (UMNO), a component party of the BN coalition.
