Montserrat is a British Overseas Territory in the Leeward Islands.

First stamps

The first Montserrat stamps in 1876 were red 1d. and green 6d. stamps of Antigua overprinted MONTSERRAT. [1] [2] The first definitives were issued in 1880.

Leeward Islands issues

Montserrat used stamps of the Leeward Islands between 1890 and 1903. In 1903, a new set of definitives depicting the coat of arms of Montserrat was issued. Stamps of the Leeward Islands were used concurrently with those of Montserrat until 1956.

The British Leeward Islands was a British colony from 1671 to 1958, consisting of the English overseas possessions in the Leeward Islands. It ceased to exist from 1816 to 1833, during which time it was split into two separate colonies. It was dissolved in 1958 after the separation of the British Virgin Islands, and the remaining islands became parts of the West Indies Federation.

Antigua was discovered by Christopher Columbus, in 1493, and was named after the church of Santa Maria la Antigua in Seville. It was first settled in 1632. By the Treaty of Breda in 1667 it became a British Possession.

The colony of the British Virgin Islands has issued its own stamps since 1866. The first Post Office was opened in Tortola in 1787. At the time postage stamps were not yet invented, and it was not until 1858 that a small supply of adhesive stamps issued by Great Britain depicting Queen Victoria were utilized by the local Post Office. These stamps were cancelled by an A13 postmark and are extremely rare so cancelled.

Revenue stamps of Montserrat were first issued in 1866, ten years before the island issued its first postage stamps. The island only issued two different designs of revenue stamps, but postage stamps were widely used for fiscal purposes and are still used as such today.

Revenue stamps of the Leeward Islands were issued by the British Leeward Islands between 1882 and the 1930s. They were used on Antigua, the British Virgin Islands, Dominica, Montserrat and Saint Kitts and Nevis, all of which also issued their own revenue stamps before, during or after they used common issues for the Leeward Islands.

Revenue stamps of Dominica were first issued in 1877, when the island was under British rule. Dominica issued very few revenue stamps, but dual-purpose postage and revenue stamps were widely used for fiscal purposes.

Ezekiel Victor Toeg FRPSL was a British solicitor and philatelist who specialised in the postage stamps and postal history of the British West Indies (BWI) and Caribbean. His collection of Antigua won two gold medals at international stamp exhibitions and included a 1693 letter to London that was described in 1990 as the earliest known letter from the island. He wrote a book on the adhesive fees stamps of the Leeward Islands (1991) and completed a survey of the stamps and postal history of the island of Dominica to 1935 (1994). He was president of the British West Indies Study Circle (BWISC) from 1968 until his death in 2010.
