The Russia-China Investment Fund (RCIF) is a bilateral cooperation fund created by the Russian Direct Investment Fund and the China Investment Corporation to invest in opportunities linking Russia, the Commonwealth of Independent States, and China.

Fundraising

RCIF was established in 2012. The initial seed capital of US$2 billion was funded in equal part by the China Investment Corporation, the sovereign wealth fund of China, and the Russian Direct Investment Fund, the sovereign wealth fund of Russia. In October 2018, the RCIF became trilateral with Public Investment Fund, the sovereign wealth fund of Saudi Arabia, contributing US$500 million to the RCIF, raising total capital to US$2.5 billion. [1] The fund continues to seek contributions from new investors. [1]

Investments

The RCIF was founded to pursue investment opportunities in Russia, members of the Commonwealth of Independent States, and investments in China with a close connection to Russia including China–Russia border infrastructure projects and Chinese firms trading with Russia in technology and services. [2]

Other funds

Other China-Russia funds have been funded or implemented with the contribution of the RCIF.

In 2017, China Development Bank, a Chinese policy bank and the Russian Direct Investment Fund announced plans to establish a China-Russia RMB Investment Cooperation Fund. RDIF chose to implement its part of the joint fund through RCIF while CDB used its subsidiary China Development Bank Capital for implementation. The goal behind the fund was to make investments of 68 billion yuan in Russian and Chinese projects including the Belt and Road Initiative and to help simplify investments in the Chinese and Russian currencies in the other country. [3] In 2018, during Russian President Vladimir Putin's visit to Beijing, Russia-China Investment Fund (RCIF) and China Chengtong Holdings Group announced agreement to establish a US$1 billion "industrial investment fund". GIC Private Limited, formerly known as Government of Singapore Investment Corporation, is a sovereign wealth fund established by the Government of Singapore in 1981 to manage Singapore's foreign reserves. Its mission is to preserve and enhance the international purchasing power of the reserves, with the aim to achieve good long-term returns above global inflation over the investment time horizon of 20 years. With a network of 10 offices in key financial capitals around the world, GIC invests internationally in developed market equities, emerging market equities, nominal bonds and cash, inflation-linked bonds, private equity and real estate.

The Saudi Central Bank(SAMA);Arabic: البنك المركزي السعودي‎ previously known as Saudi Arabian Monetary Authority(SAMA), established in 1952, is the central bank of the Kingdom of Saudi Arabia. After the name change in 2020, the Saudi Central Bank continued to use the same acronym SAMA.

The Future Fund is an independently managed sovereign wealth fund established in 2006 to strengthen the Australian Government's long-term financial position by making provision for unfunded superannuation liabilities for politicians and other public servants that will become payable during a period when an ageing population is likely to place significant pressure on the Commonwealth's finances. At 31 March 2021, it was valued at A$178.6 billion.

Sovereign wealth fund State-owned investment fund

A sovereign wealth fund (SWF), sovereign investment fund, or social wealth fund is a state-owned investment fund that invests in real and financial assets such as stocks, bonds, real estate, precious metals, or in alternative investments such as private equity fund or hedge funds. Sovereign wealth funds invest globally. Most SWFs are funded by revenues from commodity exports or from foreign-exchange reserves held by the central bank. By historic convention, the United States' Social Security Trust Fund, with US$2.8 trillion of assets in 2014, and similar vehicles like Japan Post Bank's JP¥200 trillion of holdings, are not considered sovereign wealth funds.

China Investment Corporation Chinese sovereign wealth fund

China Investment Corporation (CIC) is a sovereign wealth fund responsible for managing part of the People's Republic of China's foreign exchange reserves. CIC was established in 2007 with approximately US$200 billion of assets under management. At the end of 2017, the CIC had over US$941 billion in assets under management. It is China's largest sovereign wealth fund, reportedly managing an asset pool worth north of $1 trillion.

The Canada Pension Plan Investment Board, operating as CPP Investments, is a Canadian Crown corporation established by way of the 1997 Canada Pension Plan Investment Board Act to oversee and invest the funds contributed to and held by the Canada Pension Plan (CPP).

Korea Investment Corporation (KIC) is a sovereign wealth fund established by the government of South Korea in 2005. Its mission is to preserve and enhance the long-term purchasing power of South Korea's sovereign wealth(foreign reserves) through efficient management of public funds in the international financial markets. KIC manages assets entrusted by the Government, the Bank of Korea, and other public funds as defined under the National Finance Act. KIC directly invests the entrusted assets or re-entrusts the assets to external managers. KIC's Total assets under management stood at US$131.6 billion at the end of the fourth quarter of 2018. KIC is frequently imitated by many bogus companies in the hope of receiving "investment" from overseas clients. Of course these funds are not used for the purposes stated and the clients money is lost. Prospective customers should ensure that the company they are dealing with is in fact who they say they are.

Arcapita Group, founded in 1997, is an originator of investments in private equity and real estate assets which comply with Sharia principles. Headquartered in Manama, Bahrain, Arcapita also has offices in Atlanta, London, and Singapore. The firm serves a group of investors in the Middle East region and Southeast Asia. Investors include investment firms, family offices, high net-worth individuals, and a sovereign wealth fund. Arcapita completed over 80 investments in the United States, Europe, the Middle East, and Asia for a total transaction value exceeding $30 billion. The board of directors contain nine members, mainly from the Gulf Cooperation Council. Members are chairs, previous chairpersons, or current Chief Executive Officers of sovereign wealth funds or investment firms.

Qatar Investment Authority Sovereign wealth fund of Qatar

The Qatar Investment Authority is Qatar's sovereign wealth fund. The QIA was founded by the State of Qatar in 2005 to strengthen the country's economy by diversifying into new asset classes. In 2021, the QIA had an estimated $300 billion of assets.

Kirill Alexandrovich Dmitriev is the CEO of the Russian Direct Investment Fund (RDIF), a $10 billion sovereign wealth fund created by the Russian government to co-invest in the Russian economy alongside the sovereign wealth funds of other countries. His wife Natalia Popova, a deputy director of the NGO Innopraktika Foundation, works for and is a very close friend of Putin's younger daughter Katerina Tikhonova.

Eurasian Development Bank Eastern European development bank

The Eurasian Development Bank (EDB) is a regional development bank established by the Russian Federation and the Republic of Kazakhstan in 2006. It has six member states located in both Asia and Europe, primarily in the former territory of the Soviet Union, including Armenia, Belarus, Kyrgyzstan, and Tajikistan. Other states and international organisations are able to become members by signing up to the bank's founding agreement.

The Russian Direct Investment Fund (RDIF) is Russia's sovereign wealth fund established in 2011 by the Russian government to make investments in leading companies of high-growth sectors of the Russian economy. Its mandate is to co-invest alongside the world’s largest institutional investors — direct investment funds, sovereign wealth funds and leading companies. RDIF therefore acts as a catalyst for direct investment in Russia.

The China-ASEAN Investment Cooperation Fund, also knowns as the China Asean Fund or CAF, is a USD-denominated offshore multilateral cooperation fund majority owned by financial institutions of the Government of the People's Republic of China. It invests throughout Southeast Asia, which the fund defines as including China.

Since the late-2000s, the People's Republic of China (PRC) has sought to internationalize its official currency, the Renminbi (RMB). RMB internationalization accelerated in 2009 when China established the dim sum bond market and expanded Cross-Border Trade RMB Settlement Pilot Project, which helps establish pools of offshore RMB liquidity. The RMB was the 8th-most-traded currency in the world in 2013 and the 7th-most-traded in early 2014. By the end of 2014, RMB ranked 5th as the most traded currency, according to SWIFT's report, at 2.2% of SWIFT payment behind JPY (2.7%), GBP (7.9%), EUR (28.3%) and USD (44.6%). In February 2015, RMB became the second most used currency for trade and services, and reached the ninth position in forex trading. The RMB Qualified Foreign Institutional Investor (RQFII) quotas were also extended to five other countries — the UK, Singapore, France, Korea, Germany, and Canada, each with the quotas of ¥80 billion except Canada and Singapore (¥50bn). Previously, only Hong Kong was allowed, with a ¥270 billion quota.

The Public Investment Fund is the sovereign wealth fund of Saudi Arabia. It is among the largest sovereign wealth funds in the world with total estimated assets of at least $500 billion. It was created in 1971 for the purpose of investing funds on behalf of the government of Saudi Arabia.
