James Creel Marshall is an American attorney who served as a member of the United States House of Representatives from 2003 to 2011. Marshall,a Democrat from Georgia,represented a district based in Macon that also included much of rural Central Georgia. His district was numbered the 3rd district from 2003 to 2007 and the 8th district from 2007 to 2011.
David Albert Scott is an American politician and businessman who has served as the U.S. representative for Georgia's 13th congressional district since 2003. Scott's district includes the southern fourth of Atlanta,as well as several of its suburbs to the south and west. Before his election to Congress in 2002,Scott served as a Democratic member of both chambers of the Georgia Legislature and operated a small business. In 2007,the political watchdog group Citizens for Responsibility and Ethics in Washington named Scott one of the 25 most corrupt members of Congress. In 2023,he succeeded Glenn Thompson as ranking member of the House Agriculture Committee.
Robert Cortez Scott is an American lawyer and politician serving as the U.S. representative for Virginia's 3rd congressional district since 1993. A member of the Democratic Party,he is the dean of Virginia's congressional delegation and the first Filipino American voting member of Congress. The district serves most of the majority-black precincts of Hampton Roads,including all of the independent cities of Norfolk,Newport News and Portsmouth,and parts of the independent city of Chesapeake. From 2019 to 2023,Scott was chair of the House Education and Labor Committee. He has been ranking member on that committee since 2023.

The Debbie Smith Act of 2004 provides United States federal government grants to eligible states and units of local government to conduct DNA analyses of backlogged DNA samples collected from victims of crimes and criminal offenders. The Act expands the Combined DNA Index System (CODIS) and provides legal assistance to survivors of dating violence. Named after sexual assault survivor Debbie Smith,the Act was passed by the 108th Congress as part of larger legislation,the Justice for All Act of 2004,and signed into law by President George W. Bush on October 30,2004. The Act amended the DNA Analysis Backlog Elimination Act of 2000,the DNA Identification Act of 1994,the Violence Against Women Act of 2000,and the Uniform Code of Military Justice. The Act was reauthorized in 2008,extending the availability of DNA backlog reduction program grants,DNA evidence training and education program grants,and sexual assault forensic exam program grants through fiscal year 2014.

In the general election held on November 8,2016,she unseated Republican Representative Kenneth Sheets in the most expensive Texas House race of the 2016 cycle. Neave was sworn into office on January 10,2017. She was named the House Democratic Caucus Freshman of the Year. During her first session,Neave passed a law to allow "Texans applying for or renewing their driver’s license the option to donate $1 or more toward rape kit testing." As of June 2018,the program had "collected more than $234,956."
