The Secretary of Labor and Human Resources of Puerto Rico is responsible for the development and management of all matters related to labor and human resources in the government of Puerto Rico. The secretary heads the Department of Labor and Human Resources.

The executive departments of the government of Puerto Rico provide public services to the citizens of Puerto Rico. Currently, there are 15 departments, some with their own sub-agencies and divisions. Each department is run by a Secretary, who is named by the Governor of Puerto Rico and confirmed by the Puerto Rico Senate, except for the Secretary of State who is also confirmed by the House of Representatives. In a parliamentary system, the Departments would be the equivalent of Ministries.

The Córdova/Fernós Congressional Internship Program is a publicly funded internship program created in 1993 through legislation authored by then Puerto Rico senator and current Secretary of State Kenneth McClintock and signed into law by Gov. Pedro Rosselló. The executive branch of the government of Puerto Rico is responsible for executing the laws of Puerto Rico, as well as causing them to be executed. Article IV of the Constitution of Puerto Rico vests the executive power on the Governor—whom by its nature forms the executive branch.

The Cabinet of Puerto Rico is the cabinet of the government of Puerto Rico and is composed of the most senior appointed officers of the executive branch of the government of Puerto Rico, who are generally the heads of the executive departments —known as the Council of Secretaries— and other officers at the same bureaucratic level—known as the Cabinet-level officers.

Vance Thomas is an attorney who former Secretary of Labor and Human Resources of Puerto Rico under the governance of Alejandro García Padilla in the 16th Cabinet of Puerto Rico. Carlos José Saavedra-Gutiérrez is a Puerto Rican lawyer and the current General Counsel at the Fiscal Agent and Financial Advisory Authority of Puerto Rico. Saavedra previously served as Secretary of Labor and Human Resources of Puerto Rico, from 2017 to 2019. Appointed by Governor Ricardo Rosselló, Saavedra was the youngest individual to lead the Puerto Rico Department of Labor. As Secretary, Saavedra oversaw the implementation of a labor reform that amended and modernized much of the labor and employment legislation in Puerto Rico. During his tenure, Puerto Rico achieved the lowest unemployment rate in the historical series as tracked by the Bureau of Labor Statistics. Conversely, during his time as Secretary he was criticized by labor unions and groups opposed to the implementation of the labor reform.

Briseida Torres Reyes is a Puerto Rican lawyer and government official serving as the Secretary of Labor and Human Resources of Puerto Rico. She was previously a judicial official of associate justice Luis Estrella Martínez.
