The Maxwell School of Citizenship and Public Affairs is the professional public policy school of Syracuse University, a private research university in Syracuse, New York. The school is organized in 11 academic departments and 13 affiliated research centers and offers coursework in the fields of public administration, international relations, foreign policy, political Science, science and technology policy, social sciences, and economics through its undergraduate (BA) degrees, graduate Master of Public Affairs (MPA), Master of Arts (MA), and PhD degrees.

Throughout his career, he has led important roles within the US government, NATO, and in top universities and think-tanks.
James Braidy Steinberg is an American academic and political advisor, and former United States deputy secretary of state. He has served as the dean of the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University since November 1, 2021. Arthur L. Berney was an American legal scholar who was a professor emeritus at the Boston College Law School. Berney taught courses in constitutional law, communications, and National Security Law. He died at his home in Cambridge, Massachusetts, on March 31, 2020, at the age of 89.
Robert M. "Bobby" Chesney is an American lawyer and the Dean of the University of Texas School of Law. He is the Charles I. Francis Professor in Law and was the associate dean for academic affairs before becoming the dean. Chesney teaches courses relating to U.S. national security and constitutional law. He is also the director of the Strauss Center for International Security and Law. Chesney addresses issues involving national security and law, including matters relating to military detention, the use of force, terrorism-related prosecutions, the role of the courts in national security affairs and the relationship between military and intelligence community activities. He is a co-founder and contributor along with Benjamin Wittes and Jack Goldsmith to the Lawfare Blog. He also co-hosts The National Security Law Podcast with fellow Texas law professor Stephen Vladeck.
The Institute for Security Policy and Law (SPL), formerly known as the Institute for National Security and Counterterrorism (INSCT), is a multidisciplinary research institute based in the Maxwell School of Citizenship and Public Affairs and the Syracuse University College of Law. SPL was established in 2003 by Prof. William C. Banks with the goal of support an interdisciplinary approach to questions of national security and counter-terrorism law and policy.

James E. Baker is an American attorney, judge, and academic. He is the former Chief Judge of the United States Court of Appeals for the Armed Forces. He was appointed to the Court on September 19, 2000, by President Bill Clinton, and became its Chief Judge upon the expiration of Andrew S. Effron's term on September 30, 2011. He is currently a professor of Law and Public Administration at Syracuse University and Director of the Institute for Security Policy and Law. Baker is a Fellow of the National Academy of Public Administration.
Stephen Isaiah Vladeck is the Charles Alan Wright Chair in Federal Courts at the University of Texas School of Law, where he specializes in national security law, especially with relation to the prosecution of war crimes. Vladeck has commented on the legality of the United States' use of extrajudicial detention and torture, and is a regular contributor to CNN.
