The 19th Congress of the Philippines (Filipino : Ikalabinsiyam na Kongreso ng Pilipinas), composed of the Philippine Senate and House of Representatives, convened on July 25, 2022. The 19th Congress is meeting during the first three years of Bongbong Marcos's presidency, and will end on June 6, 2025. The convening of the 19th Congress followed the 2022 general elections, which replaced half of the Senate membership and the entire membership of the House of Representatives.
The House of Representatives continues to meet in the Batasang Pambansa Complex. The Senate currently meets in the GSIS Building, with a scheduled move in 2024 to its new building in Navy Village, Taguig. The 19th Congress is also the first since the 10th Congress that no senator is from the Liberal Party.

Maria Gloria Macaraeg Macapagal-Arroyo, often referred to by her initials PGMA and GMA, is a Filipino academic and politician who previously served as the 14th President of the Philippines from 2001 to 2010. She is the longest serving president of the Philippines since Ferdinand Marcos. Before her accession to the presidency, she served as the 10th Vice President of the Philippines from 1998 to 2001 under President Joseph Ejercito Estrada, making her the country's first female vice president, despite having run on an opposing ticket. She was also a Senator from 1992 to 1998. After her presidency, she was elected as the Representative of Pampanga's 2nd district in 2010 and later became the Speaker of the House of Representatives on 2018 to 2019. She was also serving in the congress as a Deputy Speaker from 2016 to 2017 and from 2022 until 2023. She is one of the only 2 Filipinos to hold at least three of the four highest offices in the country: vice president, president, and house speaker, alongside former President Sergio Osmeña.

Prospero Arreza Pichay Jr., also known as Butch Pichay, is a Filipino politician who served as Representative of Surigao del Sur's 1st district in the Philippine House of Representatives from 1998 to 2007 and from 2016 to 2022. He was the chairman of the House Committee on National Defense in the 13th Congress and deputy speaker in the 17th and 18th Congresses. He is a member of the formerly dominant political party Kabalikat ng Malayang Pilipino and was a senatorial aspirant in the 2007 Philippine Senate election but lost.
Ana Theresia "Risa" Navarro Hontiveros-Baraquel is a Filipino politician, community leader, and journalist serving as a Senator since 2016. She previously served as a party-list representative for Akbayan from 2004 to 2010.
Lakas–Christian Muslim Democrats, abbreviated as Lakas–CMD and also known simply as Lakas, is a political party in the Philippines. Lakas–CMD is considered to sit on the centre-right of the political spectrum and is influenced by Christian democracy and Islamic democracy. Since the 2022 elections, Lakas–CMD is currently the biggest party in the House of Representatives, with the party's president, Martin Romualdez, serving as Speaker of the House. The party is a dominant member of the UniTeam Alliance led by President Bongbong Marcos.
Rolando Aureo Gutierrez Andaya Jr., also known as Nonoy Andaya, was a Filipino lawyer and politician who served as a member of the House of Representatives. He represented the 1st district of Camarines Sur from 1998 to 2006 and again from 2010 to 2019. During the 17th Congress, he was a House Deputy Speaker from 2016 to 2018 and was subsequently elected House Majority Leader, serving from 2018 to 2019. In his inter-congressional years, he was the Secretary of Budget and Management from 2006 to 2010 in President Gloria Macapagal Arroyo's cabinet.
Ferdinand Martin Gomez Romualdez is a Filipino businessman, lawyer and politician serving as the Speaker of the House of Representatives since July 25, 2022. He is also serving as the representative for the 1st district of Leyte since 2019 and previously from 2007 to 2016 and as the president of the Philippine Constitution Association. He formerly served as the House Majority Leader from 2019 to 2022, and unsuccessfully ran for senator in the 2016 elections. He is a first cousin of President Bongbong Marcos. Since May 17, 2023, he has been widely considered to be the country's de facto "Prime Minister" after the ouster of Senior Deputy Speaker Gloria Macapagal Arroyo, becoming the main catalyst to the 2024 Philippine political crisis.

The district encompasses the northernmost portion of the province and consists of the city of Dapitan and adjacent municipalities of La Libertad, Mutia, Piñan, Polanco, Rizal, Sergio Osmeña and Sibutad.
Arnolfo "Arnie" Alipit Teves Jr. is a Filipino politician and businessman. A member of the Nationalist People's Coalition, he last served as a member of the Philippine House of Representatives representing the 3rd District of Negros Oriental from 2016 to his expulsion in 2023. He also served as a deputy speaker of the Philippine House of Representatives from 2020 to 2022.
The Pamplona massacre was a mass shooting and assassination incident that took place at Pamplona, Negros Oriental in the Philippines. On March 4, 2023, at approximately 9:36 A.M. (PhST), a group of former members of the Philippine military stormed the residence of Roel Degamo, the governor of Negros Oriental, in Pamplona and killed Degamo, the target, as well as nine others. The attack happened during the distribution of aid to the local beneficiaries of the Pantawid Pamilyang Pilipino Program. Degamo was rushed to a nearby provincial hospital, where he was pronounced dead at 11:41 A.M. (PhST).
A special election would have been held in Negros Oriental's 3rd congressional district on December 9, 2023, to fill the district's vacant seat in the House of Representatives of the Philippines for the remainder of the 19th Congress.
