The 19th Congress of the Philippines (Filipino : Ikalabinsiyam na Kongreso ng Pilipinas), composed of the Philippine Senate and House of Representatives, convened on July 25, 2022. The 19th Congress is meeting during the first three years of Bongbong Marcos's presidency, and will end on June 6, 2025. The convening of the 19th Congress followed the 2022 general elections, which replaced half of the Senate membership and the entire membership of the House of Representatives.

Contents

The House of Representatives continues to meet in the Batasang Pambansa Complex. The Senate currently meets in the GSIS Building, with a scheduled move in 2024 to its new building in Navy Village, Taguig. The 19th Congress is also the first since the 10th Congress that no senator is from the Liberal Party.

Maria Gloria Macaraeg Macapagal-Arroyo, often referred to by her initials PGMA and GMA, is a Filipino academic and politician who previously served as the 14th President of the Philippines from 2001 to 2010. She is the longest serving president of the Philippines since Ferdinand Marcos. Before her accession to the presidency, she served as the 10th Vice President of the Philippines from 1998 to 2001 under President Joseph Ejercito Estrada, making her the country's first female vice president, despite having run on an opposing ticket. Ferdinand Martin Gomez Romualdez is a Filipino businessman, lawyer and politician serving as the Speaker of the House of Representatives since July 25, 2022. He is also serving as the representative for the 1st district of Leyte since 2019 and previously from 2007 to 2016 and as the president of the Philippine Constitution Association. He formerly served as the House Majority Leader from 2019 to 2022, and unsuccessfully ran for senator in the 2016 elections. He is a first cousin of President Bongbong Marcos. Since May 17, 2023, he has been widely considered to be the country's de facto "Prime Minister" after the ouster of Senior Deputy Speaker Gloria Macapagal Arroyo, becoming the main catalyst to the 2024 Philippine political crisis.

The Pamplona massacre was a mass shooting and assassination incident that took place at Pamplona, Negros Oriental in the Philippines. On March 4, 2023, at approximately 9:36 A.M. (PhST), a group of former members of the Philippine military stormed the residence of Roel Degamo, the governor of Negros Oriental, in Pamplona and killed Degamo, the target, as well as nine others. The attack happened during the distribution of aid to the local beneficiaries of the Pantawid Pamilyang Pilipino Program. Degamo was rushed to a nearby provincial hospital, where he was pronounced dead at 11:41 A.M. (PhST).

A special election would have been held in Negros Oriental's 3rd congressional district on December 9, 2023, to fill the district's vacant seat in the House of Representatives of the Philippines for the remainder of the 19th Congress.
