Nokwanje Selina "Mathabo" Leeto is a South African politician who has been the Member of the Executive Council (MEC) for Health in the Executive Council of the Free State and a Member of the Free State Provincial Legislature since 2023. Leeto had previously served in the provincial legislature between 2014 and 2019 and during that time,she was the MEC for Sports,Arts,Culture and Recreation. Leeto is the Provincial Treasurer of the African National Congress,as of 2023.
Leeto served as a ward councillor for the African National Congress and as a member of the National Executive Committee of the women's league. [1] She was the mayor of the Matjhabeng Local Municipality,before becoming the mayor of the Lejweleputswa District Municipality in 2011. After her swearing-in as district mayor,it was revealed that the municipality spent R640 000 on her inauguration ceremony instead of extending a job-creation programme. [2] In June 2012,Leeto was elected as chairperson of the ANC's Lejweleputswa Region. [3]
Leeto was elected to the Free State Provincial Legislature in the 2014 general election as the ANC won 22 seats in the legislature. [4] She was then appointed by premier Ace Magashule to the Executive Council of the Free State as the Member of the Executive Council (MEC) for Sports,Arts,Culture and Recreation,succeeding Dan Kgothule who was not re-elected to the provincial legislature. She remained as MEC for Sports,Arts,Culture and Recreation following Sisi Ntombela's election as Premier of the Free State. [7] In early-March 2019,Leeto was elected president of the South African National Civic Organisation (Sanco). [8] The following month,Sanco accused Magashule of moving Leeto down the ANC's national party list to prevent her from joining Parliament following the May 8,2019 general elections. [9] Leeto was not elected to parliament and left the provincial legislature. [10]
Leeto was sworn in as a Member of the Free State Provincial Legislature on 13 March 2023. [11] The following day,newly elected premier Mxolisi Dukwana announced his Executive Council which saw Leeto replace Montseng Tsiu as MEC for Health. [12]
After Magashule was elected Secretary-General of the African National Congress,a position which required that he must resign as ANC provincial chairperson,in December 2017,Leeto and the MEC for Police‚Roads and Transport Sam Mashinini were seen as favourites to succeed Magashule as the ANC provincial chairperson in the Free State. Leeto was accused of being a Magashule loyalist,which she has subsequently refuted. [1] Mashinini was elected provincial chairperson at the party's conference in May 2018. [13]
Leeto was elected as the provincial treasurer of the ANC at the party's elective conference in January 2023,defeating staunch Magashule supporter Vusi Tshabalala. [14]
Leeto and Health MEC Benny Malakoane appeared in the Welkom Regional Court on 1 August 2014 on fraud and corruption charges relating to Malakoane's tenure as Matjhabeng municipal manager while Leeto served as the municipality's mayor;the case was transferred to the Bloemfontein Regional Court. [15] Their trial officially began in November 2015. [16] Leeto was acquitted on more than 200 charges of fraud,corruption,money laundering and accepting bribes dating back to her tenure as Matjhabeng mayor on 4 November 2016 after she wrote to the National Prosecuting Authority requesting them to review all the charges against her. [17]
Leeto and Bloem Water CEO Limakatso Moorosi were arrested by The Hawks for fraud and corruption on 16 February 2018 dating back to her tenure as Matjhabeng mayor. [18] She had allegedly awarded a tender worth millions of rands for the procurement and installation of telephone systems,CCTV cameras,photocopy machines without following the correct tender procedures as stipulated by law and she and Moorosi reportedly received kickbacks;the NPA later withdrew the charges due to the low chances of success. [19]
During a debate in the legislature on Women's Day in the legislature in August 2018,Leeto was accused of saying that when Dutch navigator Jan van Riebeeck arrived in the Cape was when all the trouble started in South Africa and that all white men are rapists and they should be exhumed from their graves to account. [20] She had earlier been accused of calling the DA leader in the legislature Roy Jankielsohn "a piece of faeces";she denied this and said that the translator misheard her when she was speaking Sesotho. Afrikaner lobby group AfriForum subsequently called for her dismissal. [21] Leeto denied making the comments and said that she was not a racist person. [22] [23]

Elias Sekgobelo "Ace" Magashule is a South African politician and former anti-apartheid activist who served as the Secretary General of the African National Congress (ANC),South Africa's governing party,between December 2017 and his suspension on 3 May 2021. He served as the Premier of the Free State,one of South Africa's nine provinces,from 2009 until 2018,and is known to be influential in the ANC of his home province.
Sefora Hixsonia "Sisi" Ntombela is a South African politician who was the 6th Premier of the Free State and a Member of the Free State Provincial Legislature for the African National Congress. She previously served as the Free State MEC for Cooperative Governance and Traditional Affairs and Human Settlements and as MEC for Social Development. Ntombela was also the Deputy President of the African National Congress Women's League and the treasurer of the Free State ANC.
Sarah Matawana "Olly" Mlamleli is a South African politician who served as the Mayor of the Mangaung Metropolitan Municipality from August 2016 until August 2020. A member of the African National Congress,she served as the Member of the Executive Council (MEC) for Cooperative Governance,Traditional Affairs and Human Settlements from February 2012 to August 2016. In 2020,Mlamleli was ousted as Mayor of Mangaung and arrested over a controversial asbestos contract stemming from her time with the MEC.
Pule Herbert Isak Makgoe was a South African politician and anti-apartheid activist. A member of the African National Congress,he was elected to the Free State Provincial Legislature in 1994. After holding multiple positions in the Executive Council of the Free State,he was appointed Member of the Executive Council for Education in May 2009,a position he would hold until his death in March 2023.
Kwekwe William Bulwane is a South African politician who has been a member of the Free State Provincial Legislature since May 2019. He had previously served as an MPL in April 2018. Bulwane had previously served in the Free State Executive Council as the Member of the Executive Council for Agriculture and Rural Development from May 2019 to October 2021 and as the MEC for Police,Roads and Transport from October 2021 until his demotion from the Executive Council in March 2023.

Malambule Samuel Mashinini is a South African politician and trade union leader who has been a member of the Free State Provincial Legislature since 2014. A member of the African National Congress,he was elected to the Free State Provincial Legislature in May 2014. He was then appointed as Member of the Executive Council (MEC) for the Department of Public Works and Infrastructure. A year later,he became the MEC for Economic and Small Business Development,Tourism and Environmental Affairs. Mashinini was appointed MEC for Police,Roads &Transport in October 2016. He was dismissed in October 2021.
The Executive Council of the Free State is the cabinet of the executive branch of the provincial government in the South African province of the Free State. The Members of the Executive Council (MECs) are appointed from among the members of the Free State Provincial Legislature by the Premier of the Free State,an office held since March 2018 by Sisi Ntombela of the African National Congress (ANC).
Montseng Margaret Tsiu is a South African politician,trade unionist and nurse who served as the Member of the Executive Council (MEC) for Health in the Free State provincial government from May 2018 until March 2023. She was sworn in as a Member of the Free State Provincial Legislature for the African National Congress in April 2018. Tsiu is the former provincial chairperson of the National Education,Health and Allied Workers' Union and the former director of nursing in the Free State government.
Mxolisi Dukwana is a South African politician who has been the seventh Premier of the Free State since February 2023. He has also served as Provincial Chairperson of the Free State branch of his political party,the African National Congress (ANC),since January 2023. Prior to his election as Premier,he served in the Free State Executive Council as Member of the Executive Council (MEC) for Cooperative Governance and Traditional Affairs since October 2021.
Thabo Manyoni is a South African politician who was the Mayor of Mangaung Metropolitan Municipality from 2011 to 2016. He represented his party,the African National Congress (ANC),in the Free State Executive Council from 2009 to 2011 and in the National Assembly from 2016 to 2017. He was Deputy Provincial Chairperson of the ANC's Free State branch from 2008 to 2017. He was also Chairperson of the South African Local Government Association from 2011 to 2016 and in 2019 he was appointed to a five-year term as Chairperson of South Africa's Municipal Demarcation Board.
Motshidisi Agnes Koloi,also spelled Motshidise,is a South African politician and educator who is currently serving as the Member of the Executive Council (MEC) for Social Development in the Free State provincial government. Before that,she was MEC for Public Works and Human Settlements. She has served in the Free State Provincial Legislature as an ANC representative since May 2019. Prior to her election to the Provincial Legislature,Koloi had served as the executive mayor of the Moqhaka Local Municipality.
Motlagomang Grazy Qabathe,commonly known as Mamiki Qabathe,is a South African politician who served in the Executive Council of the Free State as Member of the Executive Council (MEC) for Social Development from May 2019 until October 2023. Before that,she was Speaker of the Free State Provincial Legislature from 2015 to 2019. She is a member of the African National Congress (ANC).
Vusimusi William Tshabalala is a South African politician who has represented the African National Congress (ANC) in the Free State Provincial Legislature since 2019. He was also the Majority Chief Whip in the legislature until October 2021,when he was replaced after the ANC suspended him while he faced internal disciplinary charges. He is also known for his controversial tenure in the Free State's Maluti-a-Phofung Local Municipality,where he was Mayor between 2013 and 2018.
Moses Ketso “Toto”Makume is a South African politician who has been a Member of the Free State Executive Council for Cooperative Governance and Traditional Affairs and Human Settlements and a Member of the Free State Provincial Legislature since March 2023. He was elected as the Deputy Provincial Chairperson of the African National Congress in January 2023.
Modise Casalis "Casca" Mokitlane is a former politician and diplomat from South Africa who served in the Free State Provincial Legislature from 1999 until 2014. He is a former Deputy Provincial Chairperson of the African National Congress (ANC) and is known for his short-lived defection to the opposition Congress of the People (COPE) between 2009 and 2014.
Benjamin "Benny" Malakoane is a South African politician and medical doctor who served in the Free State Executive Council from 2004 to 2005 and from 2013 to 2019. A member of the African National Congress (ANC),he dropped out of the Executive Council after failing to gain re-election to the Free State Provincial Legislature in the 2019 general election.
Dora Kotzee,sometimes misspelled Dorah Coetzee,is a South African politician who represented the African National Congress (ANC) in the Free State Provincial Legislature from 2014 to 2019. During that time,she served as the Free State's Member of the Executive Council (MEC) for Public Works and Infrastructure from 2015 to 2018,and from 2018 to 2019 she occupied an expanded portfolio as MEC for Public Works,Infrastructure and Human Settlements.
