The Address on the State of the Nation on January 23, 1950, [lower-alpha 1] is the second State of the Nation Address (SONA) delivered by Philippine President Elpidio Quirino. [2]
It is the only SONA to be delivered through radio broadcast to the Congress of the Philippines and the only one where the president did not personally attend the Congress' joint session. The State of the Nation Address that was picked up was delivered on 10:00 am of January 23, 1950. [1] Elpidio Quirino was then in the United States, confined at the Johns Hopkins Hospital in Baltimore. [2] [3] He was recovering from a heart ailment. [4] Radio Computing Services was responsible for relaying the radio broadcast from Quirino in the United States to the Philippines. A Philippine-based radio network picked up the broadcast. Sergio Osmeña Sr. was a Filipino lawyer and politician who served as the fourth President of the Philippines from 1944 to 1946. He was Vice President under Manuel L. Quezon. Upon Quezon's sudden death in 1944, Osmeña succeeded him at age 65, becoming the oldest person to assume the Philippine presidency until Rodrigo Duterte took office in 2016 at age 71. A founder of the Nacionalista Party, Osmeña was also the first Visayan to become president.

The 1st Congress of the Commonwealth of the Philippines, also known as the Postwar Congress, and the Liberation Congress, refers to the meeting of the bicameral legislature composed of the Senate and House of Representatives, from 1945 to 1946. The meeting only convened after the reestablishment of the Commonwealth of the Philippines in 1945 when President Sergio Osmeña called it to hold five special sessions. Osmeña had replaced Manuel L.
