The Achingmori incident refers to an event in the year 1953 when a group of Daphla tribals of the Tagin people killed 47 members of an Indian government party including personnel of the Assam Rifles and tribal porters during an administrative tour in Achingmori in present-day Arunachal Pradesh. Apart from tribal rivalries and unfollowed security protocols, the massacre was also attributed to a rumour that the government party was there to free slaves. A village priest had also confirmed this through an omen. The tribal leaders who were guilty were jailed for three to four years. This was considered as too short a period by the Galong tribals who were also victims in the massacre. They in turn killed one of the leaders behind the massacre.
The area in which the incident happened, as well as nearby areas, were completely un-administered at the time. There were no roads or communication, and the tribals of the area were also unfamiliar with not only Indian administration, but any type of external administration. [1] The Daflas were some of the most primitive of the tribes restricted to a certain area in the Daphla Hills, unaware of modern administration. In 1953 Nehru stated in the parliament that
"The fact that that place is not an administered area does not mean that it is outside — I am not talking about law, but of practice — the territory of the Indian Union. As a matter of fact, we are administering area beyond it, the border area that is administered. We have outposts and checkposts beyond that. These are virgin forests in between and the question does not arise of their considering in a constitutional sense what their position is. I do not think they are acquainted with any Constitution."
At the time, the Indian government was also following a policy of restraint when establishing administration throughout NEFA (now called Arunachal Pradesh). In 1951, India, represented by an Assistant Political Officer, Ralengnao Khathing, took control of Tawang with just one platoon (36 soldiers), of the Assam Rifles, a paramilitary force. [3]
On 22 October 1953, Patrol Commander Major R.D. Singh, accompanied by 22 personnel of the Assam Rifles, one Area Superintendent, two Jamadars, two interpreters, 17 village headmen and 100 porters, arrived at Achingmori. The purpose of the group was to investigate tribal feuds, other than its humanitarian role. [4]
The group set up camp at a clearing surrounded by thick forest as suggested by the locals. The location had temporary huts, and Major Singh considered this as a sign of friendliness, resulting in lax protective measures. Sometime later 10 Daflas asked for permission to enter the camp. The sentry did not disarm them and as soon as they entered the camp following permission from Major Singh, the sentry was killed. Following this, 400 to 500 Daflas, armed with primitive weapons, launched an attack. A total of 47 members of the group, including the Major, were killed while the remaining were taken captive. The Assam Rifles column had apparently reached Achingmori in the afternoon, when everything seemed quite normal. The villagers gave a happy welcome to the jawans, who proceeded in due course to distribute salt to them as a gesture of goodwill. The atmosphere appeared so friendly that the jawans stacked their weapons some distance away from where they were distributing salt and were completely unarmed. 2 people form the tagin tribe hid in the entrance of the goudam where the weapons were stacked then, all of a sudden, at a given signal, they were attacked with daos and when they went for their weapons in the goudam they were met at the entrance with daos and cut down down....
Major Singh was blamed for failing to take normal precautions. Two previous administrative parties had met with no such incident. The massacre also supposedly happened because of the tribal rivalries and history between the Daflas and Arbors. There were a number of Arbor porters in the group. [5] The cause of the incident was also attributed to a rumour related to the government party and their goal of freeing slaves. [8] During the incident one of the tribal porters, Tare Nosi, managed to escape despite a sword wound. He managed to travel 70 miles towards Along. [9]
Information about the attack reached Gusar Outpost on 25 October. A small rescue party was sent however due to the destruction of a bridge by the Daflas, the rescue party could not reach the location. When the information reached Shillong, various outposts in Subansiri and the Abor Hills were reinforced with Assam Rifles platoons flown in by the Indian Air Force. The air force was also involved in extensive "reconnoitre". [5] Assam Rifles sent some battalions to find those responsible for the massacre but were unsuccessful. Tagin tribes have very little permanent dwellings and can keep up evasion tactics over a long period. [9]
On 21 November 1953, Nehru said in the parliament, [10]
It would have been easy enough for us to take punitive action... We could have bombed their villages and killed a large number of their people. No great skill was needed for that, but we are treating the incident normally as we would treat a dacoity or a riot, the only difference being that it took place in somewhat unusual surroundings. The policy of our Government is not to strike terror or kill and destroy indiscriminately. We shall certainly restore peace and order in this area, bring to book the real offenders and ring leaders, but we do not wish to punish the innocent and the misguided. We are confident that we can have the friendship and respect of these simple folks by adopting a firm, clear and sympathetic policy towards them.
In 1955, a former army officer and Indian Frontier Administrative Service officer P. N. Kaul was given the responsibility to arrest those responsible. The only people who were willing to point Kaul in the direction of the culprits were those who had lost people in the incident. The main culprits were Agi Radap of the Radap sub-clan of Tagins. Following information regarding his location, Kaul went to his village. Following a few days of talks with Radap as well as Duchak Kora and Komda Kotuk, Agi Radap came before Kaul alone and told him how the massace was planned. A rumour had spread among them that the government team was coming to free slaves in the area. On top of this, the village priest said that an omen had favoured murdering the government party. Soon after, Kaul managed to arrest and try the leaders of the massacre. Even though they were given life imprisonment, they were released in three or four years. [8]
This short imprisonment did not go down well with the Galongs, the ones who had lost people in the massacre. A few months later Komda Kotuk was dragged through Yomcha village and tortured in the same way as the Achingmori victims had been tortured. The aggrieved tribals had been planning this since the day of the massacre and had been keeping a track on Komda for over a year. Kaul knew that punishing the tribals under the Indian Penal Code would not be considered as justice in their eyes. Kaul would go on to write, [11]
They were disrobed of their red coats and all the gun licences cancelled and guns confiscated. Having had their revenge, they took it all calmly. I did not have the heart to lodge a case of murder against them. By the time the case would have reached the High Court in the plains, which was a pre-requisite, the evidence would have weakened from all angles. Such are the differences in the mensrea or "criminal intent" and I feel that criminal intent should be interpreted according to the mental makeup of the society one lives in. What may be a criminal intent in one place in a fully administered area, in my opinion need not be so in a very remote tribal area.
A large part of the restraint shown by India following this incident goes to Nari Rustomji, an advisor of the governor of Assam J D Daulatram. [12] In place of an aggressive military reaction, Nari Rustomji got the guilty convicted after a procedurally sound trial. [3] However, Ajai Shukla writes that the lack of Indian military in the area caused its own problems; "placing local sensibilities above national security also created the mindset that led to the 1962 defeat." [3]
Arunachal Pradesh is a state in Northeastern India. It was formed from the erstwhile North-East Frontier Agency (NEFA) region, and became a state on 20 February 1987. Itanagar is the state capital.
The McMahon Line is the boundary between Tibet and British India as agreed in the maps and notes exchanged by the respective plenipotentiaries on 24–25 March 1914 at Delhi, as part of the 1914 Simla Convention. The line delimited the respective spheres of influence of the two countries in the eastern Himalayan region along northeast India and northern Burma (Myanmar), which were earlier undefined. The Republic of China was not a party to the McMahon Line agreement, but the line was part of the overall boundary of Tibet defined in the Simla Convention, initialled by all three parties and later repudiated by the government of China. The Indian part of the Line currently serves as the de facto boundary between China and India, although its legal status is disputed by the People's Republic of China. The Burmese part of the Line was renegotiated by the People's Republic of China and Myanmar.
The Indian state of Arunachal Pradesh has a total population of roughly 1.4 million on an area of 84,000 km2, amounting to a population density of about 17 pop./km2. The "indigenous groups" account for about two thirds of population, while immigrants, mostly of Bengali/Hindi belt origin, account for a third.
The Nah people is a small tribal group residing in the higher reaches, below the great Himalayan ranges in Upper Subansiri district of Arunachal Pradesh, India. Within the district, they are found in the villages within Taksing circle: Gumsing, Taying, Esnaya, Lingbing, Tongba, Yeja, Reding, Redi, Dadu villages. As of 2000, the tribal population stood at 1,500. However, in all official censuses the Nga are classified together with the Tagin, who are ethnically related to them.

Jallianwala Bagh is a historic garden and memorial of national importance close to the Golden Temple complex in Amritsar, Punjab, India, preserved in the memory of those wounded and killed in the Jallianwala Bagh Massacre that took place on the site on the festival of Baisakhi, 13 April 1919. The 7-acre (28,000 m2) site houses a museum, gallery and several memorial structures. It is managed by the Jallianwala Bagh National Memorial Trust, and was renovated between 2019 and 2021.

DaphlaHills is a tract of hilly country on the border of western Arunachal and Assam occupied by an independent tribe called Daphla. It lies to the north of the Tezpur and North Lakhimpur subdivisions, and is bounded on the west by the Aka Hills and on the east by the Abor Range. In 1872 a party of independent Daphlas suddenly attacked a colony of their own tribesmen, who had settled at Amtola in British territory, and carried away forty-four captives to the hills. This led to the Daphla expedition of 1874, when a force of 1,000 troops released the prisoners and reduced the tribe to submission.
Gaidinliu Pamei popularly known as Rani Gaidinliu was a Naga spiritual and political leader who led a revolt against British rule in India. At the age of 13, she joined the Heraka religious movement of her cousin Haipou Jadonang. The movement later turned into a political movement seeking to drive out the British from Manipur and the surrounding Naga areas. Within the Heraka faith, she came to be considered an incarnation of the Goddess Cherachamdinliu. Gaidinliu was arrested in 1932 at the age of 16, and was sentenced to life imprisonment by the British rulers. Jawaharlal Nehru met her at Shillong Jail in 1937, and promised to pursue her release. Nehru gave her the title of "Rani" ("Queen"), and she gained local popularity as Rani Gaidinliu.
Harry Verrier Holman Elwin was a British-born Indian anthropologist, ethnologist and tribal activist, who began his career in India as a Christian missionary. He first abandoned the clergy, to work with Mahatma Gandhi and the Indian National Congress, then converted to Hinduism in 1935 after staying in a Gandhian ashram, and split with the nationalists over what he felt was an overhasty process of transformation and assimilation for the tribals. Verrier Elwin is best known for his early work with the Baigas and Gonds of Orissa and Madhya Pradesh in central India, and he married a 13 year old member of one of the communities he studied. He later also worked on the tribals of several North East Indian states especially North-East Frontier Agency (NEFA) and settled in Shillong, the hill capital of Meghalaya.
The Naga National Council (NNC) is a political organization of Naga people, active from the late 1940s to the early 1950s. It evolved out of the Naga Hills District Tribal Council, an organization established in 1945 by the Deputy Commissioner of the Naga Hills district. The group was reorganized to form NNC in 1946 at Sanis, with Eno T. Aliba Imti Ao as the President, and other democratically elected Naga representatives as its members. Later, NNC declared Independence one day ahead of India i.e. on 14 August 1947.
Jairamdas Daulatram (1891–1979) was an Indian political leader from Sindh, who was active in the Indian independence movement and later served in the Government of India. He was appointed as the Governor for the states of Bihar and later Assam. He played a key role in strengthening the North-East Frontier Tracts of India in the face of the Chinese annexation of Tibet, and managed the Indian integration of Tawang in 1951.
Nyishi is a Sino-Tibetan language of the Tani branch spoken in Papum Pare, Lower Subansiri, Kurung Kumey, Kra Daadi, East Kameng, Pakke Kesang, Kamle districts of Arunachal Pradesh and Darrang District of Assam in India. According to the 2011 census of India, the population of the Nishi speakers is approximately 900,000. Though there are plenty of variations across regions, the dialects of Nishi, such as Akang, Aya, Nyishi (raga), Mishing, Tagin are easily mutually intelligible, with the exception of the rather small in population Bangni-Bangru and Solung Dialects being very different from the former. 'Nisi' is sometimes used as a cover term for western Tani languages.

Migyitun, also called Tsari or Zhari, is a town in the Lhöntse County of Tibet's Shannan Prefecture. It is on the banks of the Tsari Chu river close to the McMahon Line, the de facto border with India's Arunachal Pradesh. It is also a key part of the Buddhist Tsari pilgrimage, made once in twelve years, that makes a wide circumambulation of the Dakpa Sheri mountain.
Gelemo or Gelomo (full name: Gelomoring) is a border village in the Upper Subansiri district, Arunachal Pradesh, India. It is on the bank of the Tsari Chu river before its confluence with the Subansiri River, at a distance of "two days march" from the Indian claimed border at Longju. The present Line of Actual Control between China and India is at roughly half that distance.
Longju or Longzu is a disputed area in the eastern sector of the China–India border, controlled by China but claimed by India. The village of Longju is located in the Tsari Chu valley 2.5 kilometres (1.6 mi) south of the town of Migyitun, considered the historical border of Tibet. The area of Longju southwards is populated by the Tagin tribe of Arunachal Pradesh.
Anti-Bengali sentiment in India comprises negative attitudes and views on Bengalis in India. Though Bengalis have lived in different parts of India for centuries, they are subject to widespread discrimination, specially by the people from the North and North-east India. This can be either by any other community or in any particular place, due to reasons like inhabitation, discriminating sentiments, political reasons, Government actions, anti-Bangladeshi sentiment etc. The discriminative condition of Bengalis can be traced from Khoirabari massacre, Nellie massacre, Silapathar massacre, North Kamrup massacre, Goreswar massacre, Bongal Kheda etc. This has led to emergence of Bengali sub-nationalism in India as a form of protest and formation of many pro-Bengali organisations in India.
