A total of eleven candidates contested the elections, with the MLP nominating five, the Montserrat Democratic Party two and the remaining four running as independents. [2]

Elections in Montserrat take place within the framework of a multi-party democracy and a parliamentary system. The Legislative Assembly is directly elected, and a Chief Minister is selected by the party or coalition with the most seats in the Assembly.
William Henry Bramble, also known as Willy B, was a union leader and a political-party leader from Montserrat; from his Montserrat Labour Party, he was the first Chief Minister of the territory, serving from January 1960 to December 1970.

She held a number of ministries during her two periods as an elected representative, including as Minister for Education and Social Affairs, Minister for Trade, Agriculture, Lands, Housing and the Environment and Minister of Finance. She also co-founded the Montserrat Labour Party.
