Background

This was the first election held after Porirua's proclamation as a city by the Governor-General earlier the same month on 2 October. [1] The incumbent mayor, Whitford Brown, was decisively re-elected over councillor Alf Mexted. Both mayoral candidates stood for the city council as well and were successful. [nb 1] [2]

Whitford James Richard Brown was the foundation mayor of Porirua City, a city in the Wellington Region of New Zealand, for 21 years from 1962 to 1983. Previously, Porirua was part of what was then called the Makara County Council. In 1961, the Local Government Commission deemed that Porirua should become a borough.
