The 1975 Council of Ministers (Portuguese : Conselho de Ministros, Tetum : Konsellu Ministrus) was the Council of Ministers formed by the Fretilin political party in 1975 as the inaugural administration or cabinet of the Democratic Republic of East Timor proclaimed in November 1975.
On 28 November 1975, Fretilin made a unilateral declaration of independence of East Timor from Portuguese colonial rule. On 30 November 1975, the party caused a "Constitution of the Democratic Republic of Timor-Leste (RDTL)" to be read out at an inauguration ceremony for Francisco Xavier do Amaral as the newly appointed President of its new republic. Article 40 of the new constitution provided for the establishment of a Council of Ministers. On 1 December 1975, Fretilin inaugurated that body. [2]
By that time, however, Indonesian armed forces had infiltrated significant parts of the territory of East Timor, especially in what is now the Bobonaro Municipality, adjacent to the border with Indonesian West Timor. [3] Just under a week later, on 7 December 1975, Indonesia began a full-scale invasion of East Timor, focused on Dili, the capital of the territory. [4]
On 17 December 1975, Indonesia then brought about a de facto usurpation of Fretilin's Council of Ministers, by forming a Provisional Government of East Timor (PGET) (Indonesian : Pemerintah Sementara Timor Timur (PSTT)) headed by Arnaldo dos Reis Araújo of the Timorese Popular Democratic Association (Portuguese: Associação Popular Democratica Timorense, APODETI) and Francisco Lopes da Cruz of the Timorese Democratic Union (Portuguese: União Democrática Timorense, UDT). José Alexandre "Xanana" Gusmão is an East Timorese politician. He has served as the 6th prime minister of East Timor since 2023, previously serving in that position from 2007 to 2015. A former rebel, he also served as East Timor's first president since its re-establishment of independence, from 2002 to 2007.
Francisco Xavier do Amaral was an East Timorese politician. A founder of the Frente Revolucionária de Timor Leste Independente (Fretilin), Amaral was sworn in as the first President of East Timor when the country, then a Portuguese colony, made a unilateral declaration of independence on 28 November 1975. He was a member of the National Parliament for the Timorese Social Democratic Association from 2001 until his death in 2012. Amaral was also known as "Abo (Grandfather) Xavier", a term of endearment, by East Timorese.
The President of the Democratic Republic of East Timor is the head of state of the Democratic Republic of Timor Leste. The executive powers of the President of the republic are limited however, the President is also the ex officio head of the Council of State, able to veto legislation and is the supreme commander of the Timor Leste Defence Force.

Rosa Filomena "Muki" Cardoso Bonaparte Soares was an East Timorese revolutionary and women's rights activist. Born in what was then Portuguese Timor, in 1973 she won a scholarship to study in Portugal, where she joined the Casa dos Timores and became involved in Marxist and anti-colonial politics. Returning to Timor in late 1974, she was a founding member of Fretilin and served on the party's central committee. Known for her intensity and small figure, she was called "the petite revolutionary", "Rosa Luxemburg", and to her Fretilin comrades, "Muki".
The system of orders, decorations, and medals of Timor-Leste was initially established with the passage of The Statute of the National Liberation Combatants in 2006. Under Article 26 of this statute was established a system to recognize the contributions of those who actively participated in the liberation of Timor-Leste. In March 2009, additional medals were established to honor those who, "have served the nation of East Timor by reinforcing the social order and whose actions have contributed significantly to national peace and stability." Finally, in May 2009, the Order of Timor-Leste was established as the highest currently awarded distinction of Timor-Leste.

Dionísio da Costa Babo Soares is an East Timorese politician, and a member of the National Congress for Timorese Reconstruction (CNRT). From June 2018 to May 2020, he was the Minister for Foreign Affairs and Cooperation, under the VIII Constitutional Government of East Timor; he had earlier served as Minister of State, Coordinator of State Administration Affairs and Justice, Minister of State Administration, and Minister of Justice.
Brigadier General Filomeno da Paixão de Jesus is an East Timorese politician and former senior officer in the Timor Leste Defence Force (F-FDTL). From July 2018 to July 2023, he was Minister of Defense, serving in the VIII Constitutional Government of East Timor led by Prime Minister Taur Matan Ruak. Between October 2011 and July 2018, he was the Deputy Chief of the F-FDTL.

Between February 2015 and September 2017, he was Minister of Foreign Affairs and Cooperation, and from October 2017 to June 2018 he was Minister of Petroleum.
