In late 1995, a series of general strikes were organized in France, mostly in the public sector. The strikes received great popular support, despite paralyzing the country's transportation infrastructure, and other institutions. The strikes occurred in the context of a larger social movement against the reform agenda led by Prime Minister Alain Juppé, and they constituted the largest social movement in France since May 1968. [1] [2] The strikes were provoked by Alain Juppé, when he announced the pay freezes and delay of tax cuts until 1996. This angered the before split unions that banded together against these policy implementations leading to strikes in mid October which stopped and resumed by 10 November and continued on. [3]
The November–December 1995 general strike has been seen as a turning point in the social movement. Many organisations were created in the aftermath of these strikes. The strikes also chained across the globe in developed countries setting a trend that capitalistic system that was set out was not working out for the countries as well as it should have.
In May 1995, Jacques Chirac (RPR right-wing party) had been elected president with a close vote of 57 to 43 . The new prime minister, Alain Juppé, then proposed an extensive program of welfare cutbacks, the Juppé Plan, which intended to reduce the budget deficit from 5% to 3% as required by the 1993 Maastricht Treaty. October and November saw a students' movement against the conservative agenda of the new government and its perceived attack on women's rights, notably the right to abortion and contraception. [1] On 10 October around 57% of civil servants gathered, which is around 50000 people, in a national strike against the policy changes proposed. Despite the concentrated demonstration of dislike for the policies Juppé refused to change the policy and the unions warned him of additional strikes. The strikes resumed 10 November when the transportation workers around France banded to protest the policy causing disruption in train and airway systems and touching as many as 80 cities in France. Despite the strikes Juppé announced the firmness of his position on the policy on 15 November which further angered Union workers around France. [3]
After the announcement on 15 November the Unions grew angrier and organized additional strikes. First there was a strike by the General Confederation of Labor(CGT) on 24 November as a show of discontent to Juppé sternness on the policy. This strike fewer civil servants attended, however it was heavily influenced by the transportation workers in France who shut down most of buses, trains and subway systems making the effects of the strike more palpable than the ones before. Witnessing the massive emergence of the strikes the government opened the avenue of discussion for resolution, however the discussion was not fruitful and Parisians returned to square zero. Afterwards on 28 November approximately 60000 Parisians banded for another strike fueling the protests than have been taking place. The infrastructure of Paris was paralyzed once more and the strikers claimed that they would continue indefinitely. Juppé tried to mitigate damage by hiring private buses and cars but the effort was stopped in its tracks by Parisians. [3]
Further along in December, the railway workers were called out on strike against the Juppé Plan by their unions nationwide, and this paralyzed France's railway system in addition to the city infrastructure. The main grievances for the railway workers were the loss of the right to retire at age 55 and an SNCF restructuring plan that was to eliminate thousands of jobs, and which was imposed on the workers by SNCF management without negotiation. The railway workers were joined by Paris's metro personnel, postal workers, school teachers, and other public workers on 12 December snowballing the strikes out of control. The last strike on 12 December counted up to 1 million Parisian gathering causing an existential threat to French government leading to forced discussion. The strike was called off on 15 December, when Juppé dropped the retirement reform plan and most workers returned to work by 16 December. [3]
The DARES statistical institute of the Ministry of Employment counted 6 million strike days (summing up each individual's decision to go on strike, per day) in 1995, against 1 million the previous year. Among these 6 million strike-days, 4 million were in the public sector (including France Télécom) and 2 million in the private and semi-public sector (including SNCF, RATP, Air France and Air Inter). In this last sector, the average number of strike-days from 1982 to 1994 had been of 1.1 million a year (while it was 3.3 million from 1971 to 1981). [4]
Starting in November, the SNCF and the RATP were paralyzed for two months. Despite the inconveniences, public support remained firmly with the strikers. People started hitch-hiking and sharing cars to go to work, using bikes, etc.

The Rally for the Republic was a Gaullist and conservative political party in France. Alain Marie Juppé is a French politician. A member of The Republicans, he was Prime Minister of France from 1995 to 1997 under President Jacques Chirac, during which period he faced major strikes that paralysed the country and became very unpopular. He left office after the victory of the left in the snap 1997 legislative elections. He had previously served as Minister of Foreign Affairs from 1993 to 1995, and as Minister of the Budget and Spokesman for the Government from 1986 to 1988. He was president of the political party Union for a Popular Movement (UMP) from 2002 to 2004 and mayor of Bordeaux from 2006 to 2019.
Transilien is the brand name given to the commuter rail network serving Île-de-France, the region surrounding and including the city of Paris. The network consists of nine lines: H, J, K, L, N, P, R, U, and V each operated by SNCF, the state-owned French railway company. The lines begin and end in major Parisian stations, except for lines U and V which connect major stations outside the Paris city borders. Unlike the RER network, the Transilien trains do not cross through the Paris city centre.
The Île-de-France tramways is a network of modern tram lines in the Île-de-France region of France. Fourteen lines are currently operational, with extensions and additional lines in both construction and planning stages. Although the system mainly runs in the suburban regions of Paris, lines T3a and T3b run entirely within Paris city limits, while lines T2 and T9 start their routes within Paris' borders. While lines operate independently of each other and are generally unconnected, some connections do exist: between lines T2 and T3a, T3a and T3b, T1 and T5, T1 and T8, T8 and T11 Express, T3a and T9 and T6 and T10. However, the final design of the entire planned tram network is fairly integrated.

The 2007 strikes in France were a series of general strikes, mostly in the public sector, which started on 13 November 2007. The strike was over President Nicolas Sarkozy's and Prime Minister François Fillon's attempt to reduce early retirement benefits for 500,000 public employees. Sarkozy had stated that pension reform is the first in a series of measures designed to roll back protections for trade unions in France, and both unions and Sarkozy saw the pension strikes as a key political test.
In France employees of some government-owned corporations enjoy a special retirement plan, collectively known as régimes spéciaux de retraite. These professions include employees of the SNCF, the RATP, the electrical and gas companies which used to be government-owned; as well as some employees whose functions are directly related to the State such as the military, French National Police, sailors, Civil law notaries' assistants, employees of the Opéra de Paris, etc. The main differences between the special retirement plan and the usual private sector retirement plans are the retirement age and the number of years a worker must contribute to the fund before being allowed a full pension. In the private sector the minimum retirement age is 62 and the minimum number of quarters of contribution to the retirement fund in order to receive a full pension is between 166 and 172 quarters depending on date of birth. Employees who are enrolled in the special retirement plan can retire earlier.
The domestic policy of the Nicolas Sarkozy administration was led by François Fillon's government as soon as the president was elected, and the government appointed by the president. According to the French constitution, the government and the Prime Minister "determine and conduct the policy of the nation", that is to say, deal with the domestic policy, while the President of the Republic focuses on foreign relations. However, a modification of the constitution in 2001 shortened the presidential mandate from seven to five years, so that the presidency lasts the same time as the government's mandate. Therefore, the president can be more implicated in the governmental policy. It was the case with Nicolas Sarkozy, who has been accused of being a "hyper-president" by his opponents. François Fillon appeared as too much submitted to the president.
The 2010 pension reform strikes in France were a series of general strikes and demonstrations which occurred in France throughout September and October 2010.
Since Emmanuel Macron was elected President of France on 7 May 2017, a series of protests have been conducted by trade union activists, left-wing activists and right-wing activists in opposition to what protesters consider to be neoliberal policies and globalism, his support of state visits by certain world leaders, his positions on French labour law reform, as well as various comments or policy proposals he has made since assuming the presidency.
A strike began on 5 December 2019 to protest against broad changes to France's pension system proposed by President Emmanuel Macron. Reforming the pensions was one of President Macron's promises and there are three primary proposals of the pension reform plan. The first is to create a universal state retirement plan, which would replace the 42 individual retirement plans that exist in France. The second is a "points system", to give a pension in proportion to the contributions paid. The third is to "improve the pensions of the most disadvantaged." The result of the system would increase the retirement age of many jobs in France.
