The 1996 Melbourne City Council election was held on 16 March 1996 to elect nine councillors to the City of Melbourne. The election was held as part of the statewide local government elections in Victoria, Australia. [1]
Melbourne was composed of four single-member wards using preferential voting, as well as a five-member council-wide ward using proportional representation, totalling nine councillors. [2] This system, knnown as "dual voting", existed only in Melbourne at the time and was considered by the state government to be a "special arrangement". [3]
Ivan Deveson led the business-supported "Melbourne First" group and was successful at getting elected. [4] Future lord mayor Peter Costigan ran unsuccessfully on the group's ticket. [5]
At the time, the position of Lord Mayor of Melbourne was not directly elected, and Devson was elected to the position by a vote of fellow councillors following the election.

Graham Michael Quirk is a former Australian politician who served as the 16th Lord Mayor of Brisbane. From 2008 until 2011, he was Deputy Lord Mayor under Campbell Newman, succeeding the latter when Newman stepped down to prepare to contest the 2012 Queensland State Election, at which he was elected as the Premier of Queensland. Quirk served as a Councillor in the City of Brisbane since 1985. Quirk is a member of the Liberal National Party of Queensland, affiliated federally with the Liberal Party of Australia.
Ivan Deveson AO was an Australian businessman and politician who served as the 100th Lord Mayor of Melbourne from 1996 to 1999, after a period of Commissioners controlling the Melbourne City Council. Deveson was elected for 3 consecutive terms, the only time in Melbourne's history that this has occurred. This was the result of the State Government's Local Government reforms. Deveson was responsible for maintaining the debt free status of Melbourne City Council.
