Heraclio Eder Sánchez Terán is a Mexican race walker. The 16th Central American and Caribbean Junior Championships were held in the Estadio Rafael Hernández Ochoa in Coatzacoalcos, Veracruz, Mexico, between 25–27 June 2004. The games were originally planned to be held in San Salvador, El Salvador. However, they were relocated to the state of Veracruz in Mexico in early 2004. CADICA is the regional confederation governing body of athletics for national governing bodies and multi-national federations within Central America.

The Central American and Caribbean Cross Country Championships was an annual Cross country running competition organized by the CACAC for athletes representing the countries of its member associations. The competition was established in 1983 following a proposal of Wallace Williams from the Virgin Islands, then secretary of the CACAC. The rationale was that also smaller countries without adequate athletics' facilities could host such an event. The approval for the competitions' implementation was given during the 1982 CACAC meeting in Havana.
