The Hun Sen Cup is the main football knockout tournament in Cambodia. The 2009 Hun Sen Cup was the 3rd season of the Hun Sen Cup, the premier knockout tournament for association football clubs in Cambodia involving Cambodian League and provincial teams organized by the Football Federation of Cambodia.
Phnom Penh Crown were the defending champions, having beaten Preah Khan Reach 1–0 in the previous season's final.
The matches were arranged in four regions, two groups in each region. The teams finishing in the top two positions in each of the eight groups in Group stage progressed to the Round of 16 playing in Phnom Penh.

The Hun Sen Cup is a Cambodian knockout football cup competition held annually by the Football Federation of Cambodia (FFC). Thirty-five teams participate in the competition as of 2022 season, including all clubs from the Cambodian Premier League and some from the Cambodian League 2. The cup usually starts from February and ends in November, the winner qualifies for the Cambodian Super Cup.
Boeung Ket Football Club is a Cambodian professional football club based in Phnom Penh. It currently plays in the Cambodian Premier League, the top tier of football in the country. Founded in 2008 as Boeung Ket Rubber Field, it became Boeung Ket Angkor in 2015 and simply Boeung Ket FC in 2017. Originally based in Kampong Cham province, the club moved to play in Kandal province in 2018 and finally to the country's capital of Phnom Penh in 2019 with its current stadium, Cambodia Airways Stadium.
Keo Sokngon is a retired Cambodian footballer who is currently serving as team manager of Phnom Penh Crown in the Cambodian League. He played as a striker or midfielder for his club and the Cambodia national football team. His younger brother, Keo Sokpheng, is also a footballer.

The top three teams from provincial stage will enter the national stage with the 13 teams in Cambodian League 2021.
