The Cambodian Second League organized by the Football Federation of Cambodia. There are seven teams in the competition, each team played on a home-and-away round-robin basis. The top four teams progressed to the play-off round, and the two teams in the finals promoted to 2018 Cambodian League. Two teams (FFC Academy and National Defense Ministry Youth) among seven teams cannot go through to the 2018 Cambodian League, due to FFC Academy is the team founded by FFC and National Defense Ministry Youth and National Defense Ministry FC played in the top Cambodian League are under the same club.

2016 Cambodian League or 2016 Metfone Cambodian League is the 32nd season of the Cambodian League. Contested by 10 clubs, it operates on a system of promotion and relegation with Cambodian Second League. Western Phnom Penh decided to merge with Cambodian Tiger, but later both team couldn't reach an agreement. The league starts from 19 February until 14 August. Phnom Penh Crown are the defending champions.

It was first started in 2016 by the Football Federation of Cambodia. The winners from each of the 6 regions of the third level, the Regional League, and from the Hun Sen Cup are qualified to play in the Cambodian League 2. Winner of the Cambodian League 2 will be promoted to the top division Cambodian Premier League the following season.

Beoung Ket won the cup after beating Svay Rieng 5-4 on Penalty in the 2019 final. It was Beoung Ket's first time winning the cup. The competition is split into 2 stages with the first being the provincial stage before the national stage sees the 2020 C-League teams enter the competition.

The competition was split into 2 stages, the provincial stage which started on 8 February 2022 and the national stage with the top four teams from provincial stage entering the play-off of national stage, competing with the teams from Cambodian League 2.
