Sharon Fichman and Marie-Ève Pelletier were the defending champions, having won the event in 2012, but Pelletier had retired this year after the 2013 Australian Open. Fichman partnered up with Gabriela Dabrowski as the first seeds and they went on to win the title, defeating Misa Eguchi and Eri Hozumi in the final, 7–6(8–6), 6–3.
Karolína Plíšková was the defending champion, but lost in the semifinals to Dominika Cibulková.
Junri Namigata and Erika Sema were the defending champions, having won the event in 2013, however both players chose to defend their titles with different partners. Namigata partnered with Akiko Yonemura but lost in the quarterfinals whilst Sema partnered with Miki Miyamura but lost in the first round.

The 2019 Shimadzu All Japan Indoor Tennis Championships was a professional tennis tournament played on indoor hard courts. It was the first edition of the women's tournament which was part of the 2019 ITF Women's World Tennis Tour. It took place in Kyoto, Japan between 18 and 24 February 2019.
This was the first edition of the women's tournament.
Eri Hozumi and Zhang Shuai were the defending champions, but Zhang chose to compete in Nanchang instead. Hozumi played alongside Makoto Ninomiya, but lost in the quarterfinals to Christina McHale and Valeria Savinykh.
Miyu Kato and Makoto Ninomiya were the defending champions but chose to participate with different partners. Kato played alongside Storm Sanders, but they lost in the first round to Gabriela Dabrowski and Caroline Garcia.
