The 2020United National Congress leadership election was held on Sunday, 6 December 2020, [1] after Opposition Leader Kamla Persad-Bissessar, the current leader of the UNC, faced losses commencing in January 2013 with the wipeout of her People's Partnership -led administration from the Tobago House of Assembly at the 2013 election, loss in the 2015 Trinidad and Tobago general election and loss in the 2020 Trinidad and Tobago general election. [8] [9] The candidates for political leader were incumbent Kamla Persad-Bissessar on Team Star against former member of parliament for St. Augustine and former Minister of Trade, Industry and Investment in the People's Partnership's government, Vasant Bharath, on Team Lotus. Former senator and Minister of Transport in the People's Partnership's government, Devant Maharaj, was an early candidate for political leader, but was never formally nominated as he dropped out on nomination day on the 15th of November 2020, citing irregularities in the voting process. He endorsed Vasant Bharath and Team Lotus. [10] [11] [12] Kamla Persad-Bissessar won with of 87.15% of the votes, while Vasant Bharath got 12.85% of the votes. [3]

Background

Focus on the leadership election occurred when Anita Haynes, Public Relations Officer of the United National Congress, was questioned by reporters on whether or not the Opposition Leader Kamla Persad-Bissessar would resign. [13] [14] [15] [16] Devant Maharaj was a leading figure in calling for Kamla Persad-Bissessar to step down as political leader. He actively called for her to step down on social media and on billboards he had put up. [17] On the 27th of October 2020, Kamla Persad-Bissessar announced the date for the primary election to be held on Sunday the 6th of December 2020. [18]

Results

Kamla Persad-Bissessar won with a sweeping victory of 87.15% of the votes, while Vasant Bharath got 12.85% of the votes. [3] On election night, Persad-Bissessar said her Team Star was on the path to defeat Bharath's Team Lotus. She called for unity within the party and said their main political opponent was the People's National Movement. She claimed under her continued leadership that she would work to make the party more united and stronger. She also acknowledged that there was some reports of elections issues, but that overall everything had gone well. Persad-Bissessar said that the low voter turnout was due to the COVID-19 pandemic, as it was in the general election. [19] Bharath conceded shortly after midnight and congratulated Persad-Bissessar and wished her success. He also stated the party needs to determine the reason for the low voter turnout then they need to "inspire their ground troops" to win the next general election. Bharath stated that he was willing to work with Persad-Bissessar to help rebuild the party. However, he mentioned that there were irregularities in the election which he had warned about and many were unable to vote. He said that active campaigner on Persad-Bissessar's team were presiding officers, his team was not granted access to a revised list of electors, that there were reports of voters being verbally abused and intimidated, there was paraphernalia of the Star Team being distributed at some precincts, and that his father John Bharath, a founding member of the UNC, was not on the voting list and that there were other people who were not on the revised voter list who were allowed to vote. [20] [21] Devant Maharaj, who dropped out of the election before nomination day and supported Bharath, called on Persad-Bissessar to embrace all and rebuild the party. [20] The election had the lowest voter turnout for an UNC leadership election with only 17,066 members out of 120,000+ members coming out to vote. This follows after the last leadership election in 2017 was recorded to have the lowest voter turnout. [2]

Founder of the party, Basdeo Panday, commented before the election that the UNC had no future under the leadership of Kamla Persad-Bissessar nor Vassant Bharath and would eventually die out. [22] He reiterated again after the election results that the UNC would die, pointing that it had the lowest voter turn out for an UNC leadership election and says that the COVID-19 pandemic had nothing to do with it as the last leadership election was the same. He further said that Kamla Persad-Bissessar killed the party "beyond repair" and that the only way to end the "tribal politics" was for a new party to be formed. [2] However, political analyst Mukesh Basdeo disagreed with Panday, saying that the party still got a significant number of votes despite the COVID-19 pandemic and that had the election been held in other conditions then it would have showed a decline in the interest of the party. He also stated that the pandemic deterred people from coming out to vote. He noted that smaller third parties were crushed in the 2020 general election and that most of the votes went to the two major parties, the UNC and the PNM. [2]

    The United National Congress is one of two major political parties in Trinidad and Tobago and the current parliamentary opposition. The UNC is a centre-left party. It was founded in 1989 by Basdeo Panday, a Trinidadian lawyer, economist, trade unionist, and actor after a split in the ruling National Alliance for Reconstruction (NAR). After spending six years in opposition, the UNC won control of the government in 1995, initially in coalition with the NAR and later on its own. In the 2000 general election, the UNC won an absolute majority in the Parliament. In 2001, a split in the party caused the UNC to lose its parliamentary majority and control of the government. From 2001 to 2010, the UNC was once again Parliamentary Opposition party. In May 2010, the UNC returned to government as the majority party in the People's Partnership. The UNC's Political Leader, Kamla Persad-Bissessar, was sworn in as the first female Prime Minister of Trinidad and Tobago. Kamla Persad-Bissessar was Prime Minister from 2010 until 2015.

    Kamla Persad-Bissessar ; born Kamla Susheila Persad, 22 April 1952), often referred to by her initials KPB, is a Trinidadian lawyer, politician and educator who is the Leader of the Opposition of Trinidad and Tobago, political leader of the United National Congress (UNC) political party, and was the prime minister of Trinidad and Tobago from 26 May 2010 until 9 September 2015. She was the country's first female prime minister, attorney general, and Leader of the Opposition, the first woman to chair the Commonwealth of Nations and the first woman of Indian origin to be a prime minister of a country outside of India and the wider subcontinent.

    Basdeo Panday was a Trinidadian and Tobagonian statesman, lawyer, politician, trade unionist, economist, and actor who served as the fifth Prime Minister of Trinidad and Tobago from 1995 to 2001. He was the first person of Indian descent along with being the first Hindu to hold the office of Prime Minister of Trinidad and Tobago. He was first elected to Parliament in 1976 as the Member for Couva North, Panday served as Leader of the Opposition four times between 1976 and 2010 and was a founding member of the United Labour Front (ULF), the National Alliance for Reconstruction (NAR), and the United National Congress (UNC). He served as leader of the ULF and UNC, and was President General of the All Trinidad Sugar and General Workers' Trade Union from 1973 to 1995.

    General elections were held in Trinidad and Tobago on 5 November 2007. Nomination day was 15 October.     Anand Ramlogan is a member of the Bar of Trinidad and Tobago, England & Wales and the British Virgin Islands. He is the founder and head of Freedom Law Chambers which is based in the city of San Fernando, Trinidad. He served as junior counsel to the late Sir Fenton Ramsahoye QC in whose footsteps he followed to become the Attorney General of Trinidad and Tobago during the period 28 May 2010 – 2 February 2015. As Attorney General, he was also the titular head of the bar.

    General elections were held in Trinidad and Tobago on 24 May 2010. The date of the general elections was announced by Prime Minister Patrick Manning on April 16, 2010, via a press release. The election was called over two years earlier than required by law. Polls showing that the UNC-led opposition coalition was likely to win the election were confirmed by the subsequent results.

    The People's Partnership (PP) was a political coalition in Trinidad and Tobago among five political parties: the United National Congress (UNC), the Congress of the People (COP), the Tobago Organization of the People (TOP), Movement for Social Justice (MSJ) and National Joint Action Committee (NJAC). The political leader was Kamla Persad-Bissessar. The coalition was formed in advance of the 2010 general election attempting to form a multi-ethnic opposition bloc against the People's National Movement (PNM) government led by Patrick Manning. The coalition won the 2010 General Elections defeating the People's National Movement on May 24, 2010.     Camille Robinson-Regis is a Trinidadian and Tobagonian lawyer and politician, representing the People's National Movement. She was first elected as a Member of Parliament in the House of Representatives for Arouca South in 1992 and is the current Member of Parliament for Arouca/Maloney. She is the Minister of Planning and Development, the Lady Vice-Chairman of the People's National Movement, and the Leader of Government Business in the House of Representatives.

    Anita Haynes is a Trinidad and Tobago politician representing the United National Congress. She has served as a Member of Parliament in the House of Representatives for Tabaquite since the 2020 general election. She was previously an Opposition Senator from 2017 to 2020. She is the first female MP for Tabaquite.

    Khadijah Ameen is a Trinidad and Tobago politician representing the United National Congress. She has served as a Member of Parliament in the House of Representatives for St. Augustine since the 2020 general election. She is the current deputy political leader of the UNC and the Shadow Local Government Minister.

    The 2022 United National Congress leadership election took place on 26 June 2022. Kamla Persad-Bissessar, political leader of the United National Congress, Leader of the Opposition of Trinidad and Tobago, former Prime Minister, and Member of Parliament for Siparia, went up for re-election with her slate of candidates on the Star Team. The Star Team ran unopposed for all but three three post in the UNC's national executive. These three candidates were independent and were not part of a slate of candidates. Fuad Khan, former Minister of Health in Persad-Bissessar's government and the former Member of Parliament for Barataria/San Juan challenged Persad-Bissessar for the post for political leader of the party. The leadership election was meant to set the stage of the UNC's national executive (NATEX) for the upcoming local elections and to start preparing for the 2025 Trinidad and Tobago general election.

    Karen Nunez-Tesheira is a Trinidad and Tobago politician and attorney. She joined the People's National Movement (PNM) in the late 1990s. She became Member of Parliament for D'Abadie/O'Meara, and was appointed the Minister of Finance of Trinidad and Tobago in Patrick Manning's cabinet in 2007. Her government was defeated by Kamla Persad-Bissessar of the UNC in the 2010 Trinidad and Tobago general election, in which Nunez-Tesheira lost her parliamentary seat.

    The 2023 Trinidadian local elections were held on Monday, August 14, 2023, across all 141 electoral districts in Trinidad's 14 municipal corporation electoral areas. The elections follow a 3-2 ruling on May 18, 2023, from the United Kingdom's Judicial Committee of the Privy Council, the Republic of Trinidad and Tobago's highest court of appeal, which stated that the government's one-year extension of the mandate of councillors and alderman was unlawful. The matter was brought before the Law Lords of the Privy Council by Ravi Balgobin Maharaj, and his legal team led by Anand Ramlogan, SC. The legal action taken by Ravi Balgobin Maharaj was necessary after the PNM government decided to extend the election by one year, which the Privy Council ruled was inconsistent with the rule of Democracy. The judgement handed down to Ravi Balgobin Maharaj by the Law Lords was a landmark ruling in the Commonwealth and marks the first time that a Court upheld the rights of citizens to vote in a Local Government Election.
