On 17 November 2022, a fire at a residential building killed 21 people in the Jabalia Refugee Camp in the Gaza Strip. Most of the victims were from the Abu Raya family who were celebrating the return of a family member who had come back from abroad. [1] Israeli media reported that seven children had died [1] [2] while the BBC reported ten. [3]
The fire is believed to have come from large amounts of gasoline somebody had stored inside the building to use a generator. The candles appear to have ignited the gasoline, triggering the blaze. [1] [3]
Palestinian President Mahmoud Abbas ordered a national day of mourning to be held in honour of the victims. The PLO's secretary-general, Hussein al-Sheikh, asked for Israel to open the Erez Crossing in order to let wounded Palestinians seek treatment (the crossing is normally closed because Israel is at war with the militant Islamist Hamas movement which controls the Gaza Strip). Israeli Defence Minister Benny Gantz confirmed that the Coordinator of Government Activities in the Territories was looking to provide humanitarian assistance to the fire victims. [1]

Jabalia, also spelled Jabalya, is a city in Palestine located 4 kilometers (2.5 mi) north of Gaza City, in the North Gaza Governorate of the State of Palestine, in the Gaza Strip. According to the Palestinian Central Bureau of Statistics, Jabalia had a population of 172,704 in 2017. The Jabalia refugee camp is adjacent to the city to the north. The nearby town of Nazla is a part of the Jabalia municipality. The city is currently under the operational control of IDF's 162nd Division.
In 2004, the Israeli Defense Forces launched Operation "Days of Penitence", otherwise known as Operation "Days of Repentance" in the northern Gaza Strip. The operation lasted between 29 September and 16 October 2004. About 130 Palestinians, and 1 Israeli were killed.

Jabalia Camp is a Palestinian refugee camp created by the United Nations following Israel's war of independence in 1948. Despite its name, it is nowadays an urban agglomeration located 3 kilometers (1.9 mi) north of Jabalia in the Gaza Strip. It is the largest refugee camp in Palestinian territory, with more than 100,000 inhabitants.

The 2014 Israeli shelling of UNRWA Gaza shelters were seven shellings at UNRWA facilities in the Gaza Strip which took place between 21 July and 3 August 2014 during the Israeli-Gaza conflict. The incidents were the result of artillery, mortar or aerial missile fire which struck on or near the UNRWA facilities being used as shelters for Palestinians, and as a result at least 44 civilians, including 10 UN staff, died. The 2022 Gaza–Israel clashes code-named as Operation Breaking Dawn lasted from 5 to 7 August 2022. The Israel Defense Forces (IDF) conducted some 147 airstrikes in Gaza and Palestinian militants fired approximately 1,100 rockets towards Israel. The operation, ordered by Prime Minister Yair Lapid and Defense Minister Benny Gantz without prior Cabinet discussion or approval, followed a raid in Jenin in the Israeli-occupied West Bank, in which Israeli forces arrested Bassam al-Saadi, a leader of the Palestinian Islamic Jihad (PIJ) in that area. On 6 August, Israel arrested 20 people in the West Bank of whom 19 were members of PIJ and a further 20 on 7 August according to an unnamed Israeli official.

From 9 October 2023, as part of the Israel–Hamas war, the Israel Defense Forces (IDF) has conducted airstrikes in Jabalia refugee camp, claiming it was a stronghold for Hamas and other militant groups.
The Jabalia refugee camp, which has been the target of multiple Israeli air strikes during the Israel–Hamas war, was struck again on 31 October, killing at least 50 Palestinians and trapping more than a hundred beneath the rubble, according to the Gaza Health Ministry. The Indonesia Hospital said most casualties were women and children. Gaza Interior Ministry stated the camp had been "completely destroyed," with preliminary estimates of about 400 wounded or dead. IDF spokesperson Daniel Hagari confirmed that Israeli fighter jets attacked the refugee camp, and stated that the attack killed a Hamas commander who lead the 7 October attacks, dozens of Palestinian militants, and destroyed Palestinian tunnels. Hamas denied the presence of any commander and said Israel was using these claims as an excuse for the attack.
The siege of Gaza City began on 2 November 2023, when the Israel Defense Forces (IDF) surrounded Gaza City, amid the Israeli invasion of the Gaza Strip, which was a counterattack to the 2023 Hamas-led attack on Israel. Gaza City is the most populated city in the Gaza Strip and the battle started on 30 October 2023, when Israel and Hamas clashed in Gaza City. According to Oxfam, there are about 500,000 Palestinians, along with 200 Israelis and other captives, currently trapped in a "siege within a siege" in northern Gaza.
