The 2023 Portland Association of Teachers strike was a labor strike involving teachers at Portland Public Schools (PPS), the largest school district in the U.S. state of Oregon. The strike began on 1 November 2023, and ended on 26 November 2023. [1] [2] Spanning 11 instructional days, this strike was one of the longest teachers' strikes in recent years. [3] The strike was organized by the Portland Association of Teachers (PAT), representing roughly 3,700 teachers and other employees. [1] The issues driving the strike included raises to match inflation, lower class sizes, and increased planning time. [4] [5]

Background

This was the first teacher strike in district history, [6] although PAT teachers had voted to strike in the past. In 2003, PAT teachers voted to strike, but then changed course, accepting a contract that included 10 days of unpaid work and a 1 percent raise. [7] In February 2014, PAT teachers again voted to strike, but the bargaining teams reached a contract at around 7 am on what would be the first day of the strike, averting any school closure. [8] The bargain included an agreement to hire 150 teachers, and 2.3 percent annual raises for the next three years. [9]

Teachers began negotiations with the district for a new contract months before their contract expired on June 30th 2023. [10] In October 2023, the union voted on a strike. [11] The vote closed on 19 October, with votes from 93 percent of the teachers. Of those who voted, 98.9 percent voted to authorize a strike. This commenced a 10 day work stoppage notice, after which a strike would commence if bargaining remained unsuccessful. [4]

On October 30, Oregon Governor Tina Kotek issued a statement concerning the strike, urging both sides to reach an agreement while saying that "going out on strike is not in the best interest of students or families". Kotek said that state intervention in education funding was "really a conversation for 2025". [10]

As PAT and PPS entered final mediation at the end of October, there was still a large gap between their offers on the negotiated issues. PAT proposed a cumulative 23 percent cost of living adjustment across 3 years against PPS's 10.9 percent proposal, and PAT proposed 440 minutes of planning time per week for elementary teachers against PPS's 400 minute proposal. PPS's chief of research claimed PAT's proposal would require the district to make $277 million in cuts. [12]

This strike was preceded by several high-profile strikes in public education: teachers in Los Angeles Unified School District and Oakland, California, went on strike in spring of 2023. [13]

The strike began on 1 November. The strike closed schools for the district's 45,000 students. [13] On the first day of the strike, National Education Association president Rebecca Pringle and United Teachers Los Angeles president Cecily Myart-Cruz gave speeches to the striking teachers, outside Roosevelt High School. [14] [15]

On 8 November, Oregon's chief financial officer, Kate Nass, met with PAT and PPS bargaining teams. [16]

On 14 November, PAT provided a revised proposal in an attempt to reach a settlement. The proposal introduced cost-cutting measures such as a more flexible approach to class size reductions, adjustments to middle school planning time, and the removal of special education teacher stipends. [17]

PPS and PAT reached a tentative agreement on 26 November. Teachers returned to schools the next day, after 11 cancelled days of instruction. [2] On 28 November, PAT members voted to ratify the agreement, with votes from 93 percent of the teachers. Of those who voted, 94.7 percent voted in favor of the agreement. The same day, the school board unanimously voted to ratify the agreement. [18] Under the tentative deal, teachers would receive a 13.8 percent cost-of-living adjustment across 3 years. Although the agreement did not set explicit limits on class sizes, it would put in place "decision-making committees involving educators and parents" to identify ways to address high class sizes at a school-level. The 2018–2019 education workers' strikes in the United States began on February 22, 2018, after local activists compelled the West Virginia state leadership of the West Virginia branches of the American Federation of Teachers and the National Education Association into holding a strike vote. The strike—which ended when teachers returned to their classrooms on March 7—inspired similar, statewide strikes in Oklahoma and Arizona. It also inspired smaller-scale protests by school staff in Kentucky, North Carolina, Colorado, and led to a school bus driver strike in Georgia. Additionally, around this time, adjunct professors at Virginia Commonwealth University in Richmond, Virginia protested over pay.

The 2019 Chicago Public Schools strike was a labor dispute between Chicago Public Schools and the Chicago Teachers Union and the Service Employees International Union Local 73 that lasted 14 days. The strike began on October 17, 2019, when both unions failed to reach a contract agreement with Chicago Public Schools over compensation, benefits, staffing, wrap-around services such as counselors, nurses, and librarians, and caps on class sizes. On October 31, the strike officially ended when the mayor and the Chicago Teachers Union reached a tentative agreement allowing students to go back to class on November 1, 2019. The agreement included millions of dollars dedicated to reducing class sizes, hundreds more social workers, nurses and librarians, and a 16 percent salary increase over the coming five years, but did not achieve all the main goals of the unions.

The 2021 St. Charles Bend strike was a labor strike involving technical workers at the St. Charles Medical Center – Bend in Bend, Oregon, United States. The strike was precipitated when, in 2019, the workers at the hospital unionized with the Oregon Federation of Nurses and Health Professionals. Following this, the union's bargaining unit began to negotiate a labor contract between the workers and the hospital, with several dozen negotiating meetings following over the next year. By December 2020, however, both sides were at an impasse, and in February 2021, the union filed a strike notice. Despite legal challenges by the hospital, the strike commenced on March 4. On March 13, both sides agreed to a proposal by a federal mediator, with workers to return to work while both sides continued to negotiate a contract, with a deadline of March 31. The strike officially ended on March 15 and workers returned to the hospital. A contract was eventually ratified between the union and hospital by the end of that month.

The 2021–2022 Columbia University strike was a labor strike involving graduate student workers at Columbia University in New York City. The strike began on March 15, 2021, and ended on May 13, 2021. However, additional strike action commenced on November 3 and lasted until January 7, 2022, when a tentative agreement with the university was reached. The strike was organized by the Graduate Workers of Columbia–United Auto Workers Local 2110 (SWC–UAW), a labor union representing student workers at the university. The goals of the strike were an increase in wages, increased healthcare and childcare coverage, and third-party arbitration in cases of discrimination and sexual harassment.

The 2021 Allegheny Technologies strike was a labor strike involving about 1,300 workers for metals manufacturing company Allegheny Technologies Incorporated (ATI), all unionized with the United Steelworkers (USW). The strike began on March 30 and ended on July 13 with the ratification of a new labor contract. Strikers returned to work by July 19. According to the Northwest Labor Press, the strike was among the country's largest for 2021 by number of strikers involved.

The 2021 Oregon Tech strike was a labor strike involving faculty members from the Oregon Institute of Technology. The strike was organized by the Oregon Tech - American Association of University Professors (OT-AAUP), a local union representing the faculty members that had been formed in 2018 and was recognized by the university in 2019. Following its recognition, the union and university entered into contract negotiations for the faculty members' first labor contract. However, negotiations proceeded slowly, and by early 2021, an agreement had not been reached. On March 17, both sides presented their final offers and the following month, union members voted to authorize strike action. On April 26, following a round of last-minute negotiations, the union officially commenced strike action.

The 2021 Virginia Volvo Trucks strike was a labor strike involving workers at a Volvo Trucks production facility in Dublin, Virginia, United States. The strike began in April and ended in July with the ratification of a new labor contract.

The 1979 Boston University strike was a labor strike involving employees at Boston University, a private university in Boston, Massachusetts, United States. The strike, involving faculty members, clerical workers, and librarians, began on April 5 and was fully ended by April 23.

The 2016 Jim Beam strike was a labor strike involving about 250 workers for the Beam Suntory subsidiary of the Japanese alcohol company Suntory, which produces the Jim Beam brand of bourbon whiskey in the U.S. state of Kentucky. These workers, all union members of the United Food and Commercial Workers Local 111D, worked at two distillery facilities in Clermont and Boston, Kentucky. In 2016, this local union began to negotiate the terms of a new labor contract with the company, and although a tentative agreement had been reached by October 11, it was voted down by a ratio of about ten-to-one by the union members, who also authorized strike action. The primary concerns of the members involved included, among other issues, job security, scheduling, overtime, and the hiring of temporary workers in lieu of permanent, full-time employees. The contract negotiations came during a major boom period in bourbon production, and some workers at the distilleries reported having to work about 70 hours per week. Additionally, the number of temporary workers had increased drastically, and union members were seeking to have this number reduced and for the company to hire more permanent employees. While an updated contract proposal was voted on on October 14, it was similarly rejected by the union members, and with no replacement contract in place as the existing contract expired at midnight, the strike began the next day.

From 1968 to 2012 at least 839 teacher strikes have occurred in the US. 740 of these have been in Pennsylvania. Teacher strikes and walkouts have since increased in popularity outside of Pennsylvania due to the Red for Ed movement in 2018-19.

<span class="mw-page-title-main">2023 Rutgers University strike</span> Labor strike at Rutgers University, New Jersey

The 2023 Rutgers University strike was a labor strike involving faculty and graduate student workers at Rutgers University in New Jersey, United States. Academic workers at all four campuses—New Brunswick, Newark, Camden, and RBHS—participated in the bargaining action, affecting over 9,000 staff members and 67,000 students at the university. The strike began on April 10, 2023 following several months of failed negotiations between labor unions and Rutgers administration and was suspended on April 15, 2023.
